“There's an important point for folks to remember, and that is for anyone here who has endured any kind of substance use disorder, in my case, alcohol use disorder, nine years without a drink, 90% of the public who have an alcohol use disorder won't seek treatment because they're afraid of the stigma associated with the disease. And that's one of the great problems we have. It's really important to give people grace, dignity, and space so that they can recover. And it's one of the great challenges we have in our society, and we all need to work towards that. Thank you.”

Metropolitan King County Council · Sep 8, 2026

  16. Play at 1:42:19
“Parliamentary procedure. I'm going to tee this up. So Jenny, whatever she says will be far more responsible than what I'm about to say. Look, state law creates these drainage districts. They're all across the state. They're big and important things in eastern Washington where we have these drainage and irrigation districts. They fall under special purpose district authority and administrative and legislative codes form. Over here in some places, they're not as necessarily important. We continue to have problems with some of these drainage districts, even finding the commissioners to do their…”

  17. Play at 1:47:31
“Let me have any comments and it might have the questions might make more sense. Okay. So drainage just number five isn't located in claw prior to 26, 40% of that territory was located in unincorporated King County and 60 inside the city, the board members. ones that we worked hard to recruit, train, and I swore in some years ago now, determined that it was not in the best interest to continue having a mixed drainage district and in May of this year, I question the wisdom of this decision, but I'm not the one that was put on that board successfully completed the redrawing of the district…”

  18. Play at 1:53:32
“OK, first of all, I'd urge my colleagues support on this. We're going to temporarily take this over. We're going to make the repair. Hopefully we can make ourselves reimbursed from the 100K that's in the district's budget. I'd urge you to do on this one. We just want to avoid a nasty flooding scene. But moving forward. This continues to be a problem and it needs to be fixed at a different level. County Council Reagan Dunn's job to run these districts. It is the state of Washington's job and the state representatives and senators in the governor's office who need to fix this problem. What I…”

  19. Play at 1:19:21
“Yeah, I don't think we need the item brief. We pass this unanimously up here from committee. But just to remind my colleagues, as we continue to improve the functions of King County government, as we continue to reform what we do delivering local services, this is another piece of that. As you all know, we've done some audits and really worked hard to make our grant making process greater accountability moving forward with the tax dollars that we are bestowed by the taxpayers. We've done things recently, like streamline the homeless governance organization, working to make that more…”

  21. Play at 1:23:27
“Great. Yeah, I think this legislation changes the code. Then once the code is changed, we will encourage both the Board of Ethics as well as the executive to use their appropriate outreach channels to get the information to our employees. Things like our regular trainings will be one method. Newsletters, emails from managers will be another. We'll certainly use the news media to Enhance that, but it's 1 thing to have a rule, but if it's not broadly known, it has no effect. So we look forward to the next steps of this being. That outreach process will, which will since the overwhelming…”

  22. Play at 1:25:49
“I think there's two amendments. So I'm happy to move amendment one.”

Metropolitan King County Council · Jul 28, 2026

  23. Play at 1:25:58
“Just very generally, it's a technical striker, and what it does is it changes the language. Since last meeting or meeting before last, we put language in regarding the Inspector General. This adds and acknowledges the existence of that office, and so it's a technical striker, and I'd urge your support.”

Metropolitan King County Council · Jul 28, 2026

  24. Play at 1:26:55
“That's all you. My understanding was what brandy just spoke to was amendment 2 sounds like. Amendment 1 is the technical striker that provides clarity is recommended by the board of ethics and I certainly support that as well. So. It doesn't change my motion for amendment. 1. I just want to make sure that what I'm putting forward is properly labeled within the council council meeting materials.”

Metropolitan King County Council · Jul 28, 2026

  25. Play at 1:27:30
