“She talked to the village manager and got her questions answered.”
“Okay, we have a motion and a second. Are you good? Okay. Madam Clerk, please call the roll.”
“All right. So we're going to do presentations and then open forum, and then we're going to take 14H and then the development items. So Commissioner Acosta, I think that this presentation to the chamber is your item.”
“Thank you guys so much for everything you're doing. We're super excited about it.”

“She's coming. And then, Chief, we need a little bit more time for yours. You're good? Okay, great. Okay. Janice Rosado, ladies and gentlemen.”
“Victoria, that's amazing. Thank you so much. If you want to say something, you're more than welcome to, but do not feel pressure. Thank you. Okay, let's do a photo. Well, let's do them at the same time at the end. So, okay, Chief Moriega, you're up.”
“If I had known you were here, you would have been leading us. Yeah.”
“Is Deputy Chief Behar, do you have something to say also, please? Yes. Yes. Perfect.”
“Congratulations to both of you. We're so grateful to you. I'm very, very grateful.”
“We're going to do some photos with everybody. Sorry, guys. Just bear with us. We're going to move on to substance in two minutes. I mean, not that this isn't substantive.”
“Okay, so we're going to move on to the open forum portion of tonight's meeting. If everyone could listen closely to what I'm saying, these are instructions for open forum. If you're gonna make a public comment about the ELAD development, don't speak now during the open forum because the ELAD project is a public hearing and we're gonna open the public hearing. We want you to make your public comment as part of that public hearing, okay? If you want to speak about any other item on the agenda tonight or anything for the good and welfare of the community, this is the opportunity to do that.…”
“Okay. All right. Well, we're going to move on then to the first item. which is 14H, and this is a resolution of the mayor and commission of North Bay Village, Florida, approving an updated fee schedule for administrative services, building fees, and zoning fees, providing for implementation and providing for an effective date. This resolution comes from Village Manager Rolison, but we've had several discussions on the dais about updating our fee schedule, particularly on the entitlement side of things. So I think our county attorney, our village attorney is going to introduce this item. 14…”

“Thank you, Brad. Appreciate that. Commissioners, questions, comments? Okay. Would anyone else like to make public comment? Are you timing them?”
“Thanks, Graham. And I just have to respond because you and I spoke by phone yesterday and during that conversation, I reminded you that this fee schedule adaptation to 2026 reality, economic reality, the realization that the village has been undervaluing its incentives for quite some time, this has been in the works for actually at least six months. This item has been on the commission agenda at least twice. We've heard presentations from the economists that we retained to study this. Our village attorney has presented on this. We've actually had two, I think, discussions in the sunshine…”
“Thanks, Dave. Does anyone else want to make a comment? Okay. I appreciate the comparison that you provided, Graham. I think there's a really important difference here. I suspect that the 10 point something million dollar value for the subject property is reflected based on the sale from S2 to the current applicant.”
“Okay. One of the reasons why North Bay Village overhauls our zoning code back in 2020 is was to incentivize good redevelopment and to do so quickly. So in 2020, we drafted a code that would reward the developers who not just got their entitlements, but moved forward and submitted building permit applications because an entitlement is a completely different thing than a building that is certificate of occupancy and that is on our tax rolls. And our goal is to get buildings on the tax rolls. So by overhauling the code and incentivizing development to come online more quickly, we attracted all…”
“Commissioner Costa, Vice Mayor, do either of you have thoughts that you want to share? Commissioner Darrell, I want to respond to something that you said, which is what about the additional mitigation and what about the other public benefits? I think we should at all times maintain the authority and the discretion to reduce a fee. So if the fee schedule calls for 10X, the commission can, in its discretion, reduce that fee based on showing of other mitigation amenities or public benefits by the property owner, by the applicant.”
“I just want to clarify that it is a formula. We are not dictating the price per square foot that goes into the formula. I understand. Do you? Yeah. I saw the presentation.”
“The price per square foot is dictated by the value of the property, either as reflected by the property appraiser, or we could do competing appraisals. It's the math that we're asking to approve tonight, not a specific price. Well, I don't think this formula is working out then.”
“I think the vice mayor wanted to make a comment. He hasn't had the opportunity.”
“I really want to caution the rest of the day as to be under the impression that by modifying the fee schedule in this way, we're going to shut the doors for redevelopment. I want to just sort of give a couple of concessions because I really would like for us to pass something tonight. We have talked about it multiple times. I understand that there's a lot that goes on up here and that we have a lot of things on the agenda and not everybody is going to be locked in to every item every time, but we have, we've had this conversation. And again, I know that I can be the overzealous one when it…”
“Isn't the reason why our $32 per square foot in your example is so high is because the underlying property was $10.2 million?”
“You made a motion, so I, you know, if there's a second.”
