“Thank you very much, Mayor. This is really quite an honor. A couple of our members served on him, but I guess he was, I had the privilege of working with him for over six years. And anytime I needed anything, but he was really, really on the spot. And not only did he give me advice, he also put it in writing, so people didn't believe what I was saying. I said, here it is in writing. So I'm going to real quick go over a few highlights, and then I have a couple of other things I'd like to share with you. After 28 years as principal legal advisor city council, the city manager in all the city…”

“I have a comment. I am sure glad that we are using a Redlands firm to do this for us. I'm extremely pleased, so... I move the City Council approve professional service agreement with Hicks and Hardwick Inc. to provide an on-call general engineering services amount not to exceed $200,000 for initial one-year term with an option to extend one of additional years in an amount not to exceed $200,000 for a total of potential not to exceed value of $400,000. And I move the City Council determine that approval of the agreement with Hicks and Hardwick Inc. is exempt from environmental pursuant to…”

“Well, I can't. Well, not for the city. My wife and I were on vacation for a week in Maui, so we got the waves and a little bit of wind. But anyway, very relaxing, but there's no place like, Dorothy said, no place like home. So we're glad to be back in Redlands where it's nice and safe and sound, and we're very happy. All right. Council Member Davis.”

“I want to congratulate. I'll tell you, if I had to pick out one program that's very, very important for the city, this would be it, adult literacy. If we can get people to be able to read and write, they become productive citizens in the city of Redlands. They can get a job. So it's very, very important that we are able to teach people to read and write, and you guys have been, you know, so dedicated to this, especially Diane. You've been to programs since it started, I think. Oh, Trudy. Okay, I'm sorry. Anyway, let me just read it real quick. I could read, but I need glasses. California…”

“It doesn't impose a higher tax or anything like that on the citizens?”

  9. Play at 1:27:43
“I am also in favor of a warehouse ban when we can, but... Wanted to be able to give an opportunity for old warehouses to come into the 21st century Because you know that they have old Air conditionings and ducts and everything else and the whole idea of this was to be able to clean these These buildings up to make it more efficient And but it doesn't seem like we're getting there with this so I I'm not really comfortable with him with the modifications at all and I mean, the whole thing, it goes back to the old Lazy Boy building, and that thing is, what, 75 years old, at least 70 years old or…”

“A REAL QUICK COMMENT AS WELL AS MY UNDERSTANDING IS THE DEVELOPER OF THE WAREHOUSE SAID THEY'RE NOT GOING TO INCREASE THE SIZE OF IT. THEY PULLED THAT BACK THAT WAS INITIALLY BROUGHT TO THE CITY COUNCIL A YEAR AGO, WAS IT? AND WE END UP TABLEING IT. THEY WERE JUST GOING TO IMPROVE AND BRING IT UP AGAIN UP TO THE 21ST CENTURY.”

    City Council · Sep 1, 2026

  11. Play at 1:38:51
“Let's, I think we're not necessarily spinning our wheels, but we're only talking about one building. We don't have capacity to build any more warehouses in Redlands, which is okay.”

    City Council · Sep 1, 2026

  12. Play at 1:39:03
“But I'm talking about the rebuilding of the Lazy Boy. That's the one I'm talking about.”

    City Council · Sep 1, 2026

  13. Play at 1:39:11
“Unfortunately, we can't control the Donut Hole. And we got stuck with that. And if you drive down 10, go through Beaumont or going through Beaumont, they're loading up with warehouses there. And we can't prevent that. So I want to make sure that we just don't have a lot of, you know, we have efficient warehouses that they're up to code. They're up to the quality of what we're looking, again, like solar and. and new filter systems and things like that to keep them efficient. As you well know, it's tough enough already to get electricity to some of these buildings. Again, I'm not sure if this…”

  15. Play at 1:43:51
“Which comes to the city council. We approve conditional use permits. Is that correct? Typically, that would be the planning commission. Okay. The Planning Commission. Okay, so it doesn't come to the City Council.”

    City Council · Sep 1, 2026

  16. Play at 1:44:10
“We have checks and balance. I don't want to begin. I'm not trying to degrade the Planning Commission. I appreciate what they do, but essentially it comes down to us. We're the elected officials.”

    City Council · Sep 1, 2026

  17. Play at 1:52:37
“That's fine. I agree, but I don't like to, again, I don't want to be backed in the corner when we're kind of forced to vote on something because of legal matters that we were, and again, the example of that is the The old water park, you know, that's a good-looking warehouse, but it's not being occupied And I like I said, I go back, you know by at least a couple time anytime I have to go west I get on the California street off on ramp and it doesn't seem like there's any action there But again, we were told that legally we did we weren't we we'd be acceptable to a suit because it was already…”

“No? I don't understand. $95,000 is coming out of the general fund to support this. Is that correct? Yes?”

  20. Play at 2:03:08
“You want to comment on the, I mean, the city lent the organization a million dollars. If I'm not mistaken, if it's not totally paid back, I know three quarters have been paid back to the city. So I think they're good for the money, so I'm not concerned about that. But we also have to make it feasible that they'll be able to sustain what they need to do. And ultimately, if that works, it helps the city. So I'd be in favor of doing anything that would help this organization make sure that we're solvent with this new addition to the city.”

    City Council · Sep 1, 2026

  21. Play at 2:08:17
“Just a comment. It just improves. I think we have the best homeless program in the state of California. Mayor Bass, they brag about theirs and come close to how well ours is working. I'll put ours against anybody. You're doing a fantastic job. And this new grant just improves, expands our services. So thank you very much. I'm fully in favor.”

  22. Play at 2:08:53
“Okay, now let me get to it. I move the authorization of additional appropriation in the amount of $611,041 and determine that the HHP-5 grants and service are exempt from environmental pursuant to section 15061B3 of the State Guidelines Implementing California Environmental Quality Act, and I move the city approve acceptance of a grant award from the County of San Bernardino, thank you, of homeless services in the amount of $611,041 for the homeless housing assistance and prevention five grant for this project site, emergency shelter and outreach authorize the city manager or his designee to…”
