  1. On the same vein, talking about the tax credit, I know you mentioned that we'll see that coming back. Have there been talks of any member putting something forward? Because I know that was kind of the rolling discussion. Who's up to the plate and when should we expect something?

  2. Great. And we can hope and we can also, it's helpful to know who to target for us. And I know Rick Chavez has been a champion for the entertainment industry. So I know who to bug.

  3. Thank you to everybody who came tonight and spoke. Appreciate it. Congratulations to all the presentations. I'll try to be very unbiased. Congrats, Burroughs, on winning the cup again. I said try. No, I'm glad we're getting more voter registration. I hope this encourages the students at Burbank High to register even more people next year. I know our clerk will make sure that happens.

  4. Good. We need more folks registered to vote. And if competition is what does it, great. And thank you to the folks with the Human Relations Council for the rally and for talking about hate. We have sure seen a lot of hatefulness in our country and in our city. And so I'm glad that there's people talking about it. And happy Italian American Heritage Month, council member. And to my family and all our indigenous community, happy Indigenous Peoples Day. Yesterday.

  7. So in essence, you're saying we don't need to sacrifice a playground because you're very good at this and you would know how to work it out?

  8. And for folks who may not know in the audience, I do, because I know we all know what we're talking about at this point. And as a social worker, I've been told that I can use acronyms a lot or industry terms. When we say prevailing wage, that just means that as a city or as a contractor or as an entity, you agree to pay what the prevailing wage is. It doesn't necessarily mean that you are hiring union workers. What a PLA establishes is that now all of the folks working on the project are trained, skilled union electricians, union laborers, union carpenters, union plumbers and pipe fitters,…

  9. While he's heading up, I just had a question. Was it $6 million or was it $3.1 to $4.6 million?

  10. While she's heading up, Councilor Rosati, thank you for asking that because I had that question too. And to clarify, when I was talking about Some of us had the assumption, I am speaking for me, because I straight up said that during our PLA discussion. We could have projects like the library, which is coming up, be built under a PLA. And I would have liked that sometime between then and now, staff would have told me directly, hey, that's not going to happen, or we're not having the same expectation as you on this. So that's where I think the discrepancies. And I know I heard our mayor…

  11. Yeah, Madam Mayor, I have two concerns with that. The one being there is no local hire clause, which is what changes things with the PLA. The other thing being, again, prevailing wage is one thing, but we're really talking about skilled labor. I appreciate the city attorney's office for presenting those two options. And I think the difference in them is, and this is a council decision, is time, right? Do we want to ask them to go into a PLA now or do we want to wait for January? I can tell you where I'm at and totally understand if my colleagues don't share that. And I'll tell you in a story.…

  14. I would love to hear in the public what is the disagreement, because I want to have all the information. When you all shake your head no, I get nervous.

  16. Madam Mayor, I would like to make the motion. But first, I had one question unrelated to the PLA discussion, just because Eric, it's a sticking point for me, and I wanted to make sure to ask it. Taking us a step back, I know we mentioned very briefly that this was originally a P3 project. Can you tell us what changed and whether it was our decision to move away from a fabulous P3 project or if it was something outside of our control?

  19. On Thursday, October 1st, I joined many of my colleagues to see the preview of the completed Burbank Replacement Passenger Terminal. It was really great. We got to see what it will look like in the future, because I know they're still putting in the finishing touches on some of our restaurants and other things, but I saw exactly where I'm going to be aligned for my coffee and where I'm going to be aligned for my bean and cheese burrito at Paquito Mas. So... It was great. And then on Saturday, October 3rd, I attended the Burbank YMCA mural unveiling block party, and it was a great experience.…

  20. Thank you so much. My question is, and I've seen these, and I know this is an issue because it's come up before, where a car is towed. When you say marked, do you mean they leave a note? Because I've seen notes, I think, on there that just say this car needs to be moved, something of that nature.

  21. That was my second question because I totally hear you. I think you all are looking for those. But I have seen it in the community where a car is there for an extended period of time and it's in front of a homeowner's home, people will call. So thank you for that. And I think my last comment will just be it may be worth us looking into signs, some kind of awareness for folks because we have heard about it a few times.

  24. Before we do that, sorry, I was going to stop. Please. I forget what item number it was. Oh, four. Thank you. I just wanted to see if we can get a highlight of item four. I don't want to pull it. I just want more information because I'm very excited that this is in the consent calendar. I just want the public to be aware.

  25. Thank you so much. I just wanted to highlight that because I think it's great that we're starting. I think it's great that this council has chosen to fill a gap because this program, and Albert can attest, is already working for other parts of our region, and they are managing it. So we have been a little bit of a gap there, and I'm glad this council voted to. to ensure that, so thank you.
