  2. I HAVE A FEW. I HAVE A FEW. THANK YOU. THANK YOU. MAYBE THIS ISN'T TO YOU AS MAYBE THIS ISN'T TO YOU AS MUCH TO THE CITY MANAGER. MUCH TO THE CITY MANAGER. 3. Thank you. Do we know which camera systems are currently being used by our school districts? Our elementary and high school districts all use surveillance cameras as well from all the entrance and exit points. Do we have any, have we done any homework to see how our system would compare to theirs?

  4. Okay, and then my last question. You said this isn't stored in the cloud and it's not publicly accessible. I would assume, however, if a child was to be lost or maybe thought to be abducted, we'd be able to use this quickly. What would the... What would that look like? How quickly can the PD actually access this coverage if a child is reported lost or considered possibly abducted?

  5. Thank you. Councilmember Newsom. Thank you. And to start off, I am not angry right now. A couple of questions. Thank you for a great presentation. Very thorough. You mentioned that there's the idea of reduction of hours for the permit center counter hours. Does this mean that the hours would be reduced? I'm assuming we wouldn't be available from nine to five Monday through Friday.

  6. Sure. And in terms of accessibility, do we have any calendar hours available that are not within the 9 to 5 Monday through Friday business hours? Meaning is there one day a week that someone can come in until 7 o'clock at night? Currently, no. Okay. It might be worthwhile to... you know, if we're going to reduce the amount of counter hours to have just one time a week where someone who maybe has a job from 9 to 5 can't get in, it would be interesting to maybe have that one day a week where it's till 6 or 6.30 or something.

  7. I've heard a little bit about this and I think I understand all this now, but the policy basically varies depending on the scope of the project. So I guess I'd like a little more understanding of what makes a minor versus major project, i.e. if you were adding a sunroom, I would assume that would be a minor project, but if you're tearing down all but one wall of your house, that would obviously be a major project. So how is that differentiated in terms of this policy?

  8. Okay. Thank you. That clarification is very helpful. I support what has been said about better notification to the neighbors. I am a little concerned because, you know, 12 adjacent properties in one neighborhood is significantly less than maybe 500 feet, but then you could be in San Mateo Park and 500 feet... is, you know, it's actually the other way. 12 adjacent homes in San Mateo Park is significantly more than 500 feet. So I kind of am on the fence about how I feel about that. I do think that the most important thing though is communication to these neighbors and maybe having a way for…

  9. Thank you. Thank you for clarifying that. Maybe a public service request. So as it stands right now, if your water heater is to crack and break, you are required to get a permit to replace it. Is that accurate?

  10. And do we think that that's done most of the time or?

  11. Do we have a policy in place where if someone's water heater is to crack or fail that they can move forward with that replacement and then kind of retroactively pull the permit?

  12. And then my last question was, what constitutes a protected tree? And when it comes to removal, were those permits previously being handled by the city arborist? And have we made this change, if so, obvious on the websites?

  13. Okay. And one more follow-up is, does that mean that if I'm removing a tree but not doing any home remodel, it still goes through the arborist?

  15. Council Member Newsom. Thank you. Through the mayor, I'm going to make a few comments and kind of scattering of questions, and then I'll answer these questions. I think that there is definitely a concern for example, in Martin Luther King parking lot, there's frequently a large size trailer that's put in the red zone on the weekends in the parking lot, which is a city parking lot. So I do believe that we have a right to enforce that. Is that accurate?

  16. Okay, but specifically in that instance, they're parked in a non-parking space, blocking the right-of-way and making it even difficult for cars to maneuver in the parking lot, that we should be able to enforce that. There's also a few other locations. For example, 3rd and Delaware Street across from the Taco Bell and along the El Camino Real Central Park, there are often vehicles that... pull a trailer, they'll take up multiple parking spaces and they're there for more than the time that a metered spot would be allowed. So again, in those situations, are we not able to enforce parking? I…

  17. Um, also definitely here concern in my district, um, South Delaware and con car, they are physically blocking the entire sidewalk. They're leaving a lot of grease and producing a lot of smoke. Um, Um, and then there's the whole aspect of no food handling certification, no facility to wash your hands or use the bathroom because there is no bathroom. Um, So, you know, I in those types of circumstances, I would very much encourage that we work with the county to enforce enforce the food health standards that we have as a county. There's also been a case where near a business park or a good…

  18. Okay. Another question, when it comes to alcohol consumption, a lot of times these food trucks don't sell alcohol, but then they have people congregated around the food truck consuming alcohol in public spaces. And again, you can't, in California, in a non-event zone, be drinking and have open containers in the public right-of-way. So are we not able to enforce that if we see those circumstances?

  19. ARE THERE ARE AREAS OF CONCERN? That's most of the concerned areas that I've heard about from my constituents. Now I'll go to answering the questions. Should the city allow food trucks to operate on vacant lots? I would say probably not unless, of course, the lot owner is wanting to do that. If they want to do that, then I would assume that we would have to look at this holistically, making sure that they have food handling certification, each booth holds a city business permit and also pays taxes. So, you know, in those types of circumstances, and one of the things we talked about a few…

They passed a noise management rules agreement of which basically how they're going to measure the airlines over the next year. So that was passed recently. and is going to be put in place it was interesting to hear that in san mateo particularly eastern east side of one on a one complaints and noise complaints have been up over the last five or six months part of the the reason they think behind this was that one of the rail runways was closed for for about five months and they suspect that now that that runway is…

  24. Council Member Newsom. Thank you, through the mayor. Chapter 12, I do understand the idea of two-year term limits. I do have a few concerns, in particular, I think under the roles that we would consider governance and legislative bodies as opposed to ceremonial roles. To use a few examples, I have served on the fire board for our fire JPA for the last four years. It took me three years. Actually, it wasn't until my fourth year that I actually became chair of the fire board. And I think that that is the case as well when you look at CCAG and ABAG and some of these other more governance-type…

  25. All right. So on chapter seven, I was curious how it works with group presentations. Does that mean that all group presentations must be present in room to make a presentation? Or can there be a hybrid scenario where one person's here and four people are online? Or can the whole group be online?
