“I don't want this to turn into a discussion, but there was a lot of moving parts that day and, um, you know, you were at the airport with me. It was a lot of things happening all at the same time. So I think emotions were a little high and things just. Develop the way they did, but, you know, I don't think. We should say anybody was wrong or right. It was a lot of things were happening that day. And, you know, times were moved around for the press conference. There was a lot of back and forth. I do agree with you that we need to organize ourselves in these matters. But I know that everyone…”

“Mr. Chair, I have 5M as well, but I'd like to speak on it.”

Board of County Commissioners · Sep 1, 2026

  4. Play at 2:58:58
“Yes. Yes, on 5M. So this came to my attention in April, at which time I requested a deferral because I got a lot of feedback. I went myself by this neighborhood, Shenley Park, very familiar with this neighborhood. And when I found out that there was a proposal for two duplexes on these small parcels of land, it just didn't make sense. It didn't conform to the neighborhood. So I asked for a deferral so that we could figure out what we could do. And in doing my research, I found out that somewhere along the line there was an ordinance change that allowed this type of use to just be done…”

“Okay. And I'm asking these series of questions because we have obviously a resident here who is against this. And I have received numerous phone calls and emails against this plat. So I wanted the residents to understand that I have been, in the last couple of months, trying to figure out how we can do right by them. So my question now to the attorneys is, what happens today if we vote this down?”

Board of County Commissioners · Sep 1, 2026

  6. Play at 3:01:46
“Okay, well, I am not comfortable with this and hearing our residents are against this. I know I've spoken on this before as this item has come up. Shenley Park is entirely single family homes. Although the designs that are proposed are beautiful, I don't think they conform with the neighborhood. So I am okay with it going through the process and I would motion to deny it.”

Board of County Commissioners · Sep 1, 2026

  7. Play at 3:04:06
“Mr. Chair, I wanted to add on that, that I have been working with the county attorneys on legislation that Would change this in the future so that it would come to us so that we can have jurisdiction over these types of plots. So I am working on that already with the county attorney's office because to me it was extremely offensive to find out about this just on an agenda and to be told basically there's nothing you can do about this. It has to go forward when all these residents have come forward, they're not okay with it. And it doesn't conform with the neighborhood. Thank you, Mr. Chair.”

Board of County Commissioners · Sep 1, 2026

  8. Play at 3:05:47
“I appreciate that. I'd be happy to entertain the motion to defer. I also wanted to add, my staff just brought up to me and I did notice because I drive by there all the time. These developers have already begun construction. They have already begun laying down the foundation for this property without knowing if they were going to get an approval or not. So that is astounding. It is terrible. that we are basically bound by this and we have no say. And that speaks bounds of what the expectations are for these kind of applications. They're basically assuming that we are going to approve it.…”

  9. Play at 3:19:39
“Thank you, Mr. Chair, if I may. I'm happy to do the deferral at this time as I'm working with the Attorney's Office on the legislation. I would request it to the second meeting in October to allow some time to work on that. And to Commissioner Gilbert's, what he just said, I agree that we need to work on the affordability crisis, 100%. but these are not affordable homes these are million dollar duplexes so i don't know that we're helping anybody in this case we're not helping a first-time family buying a home because no one can afford that this is a different situation so i but i agree and i…”

“Thank you, Mr. Chair. Obviously, I agree with the task force recommendations. I know you've worked very diligently for the past year on hopefully fixing our procurement system. I know that we get so many complaints, one of the most that we receive as commissioners, and I'm glad that we were able to address the small business unrest that there was. I'm glad that we're able to assist them, so thank you for bringing this forward.”

“Mr. Chair, I just had a statement from the Celia Cruz estate that they had asked me to read, if I may?”

Board of County Commissioners · Sep 1, 2026

  14. Play at 5:47:07
“Thank you. So on behalf of the Celia Cruz estate, I want to extend our deepest gratitude to State Representative Alex Rizzo, Senator Rainey Garcia, the State Legislature, City of Hialeah, the Chairman Anthony Rodriguez, Commissioner Milian Orbis, and every member of the Miami-Dade Board of County Commissioners for honoring Celia with the designation of Celia Cruz Way. This tribute holds profound meaning for the estate of Celia Cruz and for all who cherish Celia's extraordinary legacy. Hialeah and the South Florida community represent the heart of the Cuban exile experience and embrace Celia…”

“Yes, thank you so much, Mr. Chair. So this is a co-designation for Manolo Reyes, and obviously Manolo Reyes left a tremendous legacy in our community. He was a fierce advocate for the community, and he literally left us while still fighting relentlessly for his community. He was loved by all. And his family is very special to me, to my family, myself. And I think I saw his son, Manny Reyes, here earlier. I don't know if he's still here, but he's a dear friend. This street code designation is so well deserved, and I am so delighted that it is in District 6. In my research, I found out that all…”

  16. Play at 5:51:05
“Well, I just wanted to ask the county attorneys if you can clarify, now that we're in the sunshine, if you can let us know specifically that the hold, that everything that comes out of Tallahassee goes to one commissioner, and it has to go to that commissioner, even if it's in our district?”

Board of County Commissioners · Sep 1, 2026

  17. Play at 6:41:41
“Thank you, Mr. Chair. I'm obviously supportive of the item. I asked to co-sponsor it. Would you accept that the distinction is made in the report that what Commissioner Regalado is saying, the pots where the funding is coming from, so that we can be aware of those different distinctions in the parcels that are being identified?”

Board of County Commissioners · Sep 1, 2026

  18. Play at 1:12:43
“Thank you. Thank you, Mr. Chair, for sponsoring this very important presentation. There is really no way to thank you all. What you do is selfless. You deploy every single day to serve our community. And as they say, when folks are running away from an emergency and from danger, you all are running towards it. So there is no way to thank you for what you do. And to thank your families for the sacrifices that they do every single day to allow you to serve our county and save our residents and keep us safe. So thank you for serving in this way. Thank you for going over to Venezuela during this…”

“I do want to state something on the record.”

Board of County Commissioners · Jul 21, 2026

  20. Play at 4:13:10
“So I had deferred this item twice and I understand it's quasi-judicial, but it's because it's done through administrative, it's an administrative item as I understand. And I just wanted to ensure that the residents that live adjacent to this property or this parcel were aware of what was coming to their neighborhood and that they had an opportunity to express any concerns. I understand that administration has reached out and notified them because it's very important for me for the constituents to know when a change like this is coming to their neighborhood. So with that, thank you. Thank you,…”

  21. Play at 4:14:03
“I'm not really, but from what I understand, it's quasi-judicial, so we can't. Yes, Commissioner. I'm okay with it. I'll be a no.”

Board of County Commissioners · Jul 21, 2026

  22. Play at 5:02:33
“Thank you, Mr chair. I have a question for Dennis. How are you? Um, what was the rationale from the task force for removing it from the planning advisory board and creating the separate boundary commission?”

Board of County Commissioners · Jul 21, 2026

“okay um commissioner orbis then d7 thank you mr chair um i'm going to refer to 2b5 the report card so in the memo it doesn't specify what constitutes a violation so what constitutes a violation for these organizations and why is the threshold How is that decided, that they are allowed to do five violations before they get action taken against the corrective action?”

Board of County Commissioners · Jul 21, 2026

  25. Play at 6:04:35
“Okay and is it per fiscal year? Yes. The violations are they Could it be five violations in a year or is it every time they apply? How do you keep track of that?”
