“You said one of those assistant police chief positions was cut in 2024. I due to retirement? 2021. 2021, okay. Okay, that's where I was like, wait a second, I wanted to backtrack a little bit, because I don't remember that happening, okay.”

  2. Play at 1:10:05
“We even offered money for retirement, too. That was also part of working with Captain Hendrickson at the time.”

“Well, Chief, before we move on, I do have a question with that. So in 2025 and 2026 adopted budget, it said West Street 1 at $1,200 and fixed LPR-1 at $3,600. Now it's only changed to West State Street 1 for $5,680. Is that line still going to be used to fix the LPRs? And if not, then why did the electricity jump up to basically quadrupling?”

    City Council · Oct 6, 2026

  4. Play at 1:45:39
“Before you go on, Chief, I kind of got a follow-up to that. So I've tried to get through the budget the best I could recently. Where is the 2027 FLOC ALPR cost budgeted? The subscription, cameras, connectivity, installation, maintenance, related software, like what page is that on where I could have missed that?”

    City Council · Oct 6, 2026

  5. Play at 1:46:45
“Is it just listed though? Hardware and software would like no way for us to, as we were flipping through the budget to know that's where the flock and the ALPR was. Is it just as ambiguous as software and hardware in the budget?”

    City Council · Oct 6, 2026

  6. Play at 2:32:41
“our department and my administration and uh and quality training okay on street parking yes page 65. wait wait one second before we skip page 64. uh line item reward fund i see that has 5 000 in the proposed budget what is that chief so”

    City Council · Oct 6, 2026

  7. Play at 2:34:30
“Okay. Yeah, that's what I was curious, if it was a reward like that, or maybe something you guys did some kind of raffle or reward for an outstanding service member by the community recognized, or what does it mean, reward?”

    City Council · Oct 6, 2026

  8. Play at 2:42:20
“So, Chief, you said you have six active, but looking at the budget, the winter coats, raincoats, safety vests, pants, and the shirts are all budgeted for just four. Does that mean two already have all the gear and you only need to buy for four?”

    City Council · Oct 6, 2026

  9. Play at 2:42:37
“I wasn't sure. I mean, if you were just updating everybody to start fresh or.”

    City Council · Oct 6, 2026

  10. Play at 2:42:59
“Oh, yeah. I just know like with the high-vis safety vests, you only get 25 washes, and then they're no longer retroreflective. Right. So that's why when I see you're only buying four safety vests, I'm wondering how long the other two possibly had theirs because I've wore safety vests for 20 years of my life, so I know all about the retroreflective.”

    City Council · Oct 6, 2026

  11. Play at 3:20:08
“Hang on a second, Ben. I see temporary services is zeroed out all the way across. Does that mean the special projects administrator position is ending at December 31st, Megan?”

    City Council · Oct 6, 2026

  12. Play at 3:49:34
“So, Ben, that being a city-run event, why did that get moved from economic development to the mayor's office?”

    City Council · Oct 6, 2026

  13. Play at 3:50:01
“Yeah, I mean I specifically asked for everything to be on one page and previous budgets and I'm happy that they're all there even if they're But if you put it the way you just said that specifically everything on one page then that would be every event on one page How do they determine what events stay with economic development and what events go through the mayor's office is my question. I”

    City Council · Oct 6, 2026

  14. Play at 3:50:38
“Then why not make an itemized budget line instead of just putting it under celebrations if we were going to sponsor them every year?”

    City Council · Oct 6, 2026

  15. Play at 3:50:53
“I'm just curious, because it seems like different events have kind of slid back and forth the last couple years.”

    City Council · Oct 6, 2026

  16. Play at 3:55:19
“megan or ben are these amounts for the community events just earmarked depending or are they guaranteed depending on budget approval like is it guaranteed if we approve it that luma is going to get the 75 grand it's not just earmarked”

    City Council · Oct 6, 2026

  17. Play at 4:00:49
“Ben, can you get me a copy of the breakdown of the community events that we gave money to last year and how much money we gave to each event so I can just cross-reference?”

    City Council · Oct 6, 2026

  18. Play at 26:13
“Chief or Megan is there any way you guys could determine how many of them are construction projects where the dust is setting off the fire alarm because I know that happens within the school districts when there's doing remodeling and stuff and how many of them are considered like would it be more it's one contractor doing it over multiple addresses and job sites versus it's just that one address”

    City Council · Sep 24, 2026

  19. Play at 26:46
“Yeah, I mean, I just know there was times even when we would work at Binghamton schools, you try to put plastic around all the butt, she rock dust, silica dust, it does set them off. And I mean, is it more repeat offenders versus addresses to where then I would rather see that we're digging the right people. To the offender.”

    City Council · Sep 24, 2026

  20. Play at 44:44
“Well, I got a question for Corp Council. So it seems like this seems to be a history, whether it was rec park tennis courts, Now the ramp on Water Street because of the apartments not being on top and the drains being wrong, now it seems like some of the design and the construction is not correct on the fire station. Why do we not go back after the developers and the contractors to recoup some of this money instead of to keep putting money in projects that we've already spent taxpayer money on to build in the first place?”

    City Council · Sep 24, 2026

  21. Play at 45:43
“Yeah, it just seems like, I mean, we keep spending taxpayers' money to build different projects, and the infrastructure's needed, but then that's the whole part of enacting lowest responsible bidder law was to prevent this in the first place, which obviously the fire department happened before, but it seems like this just keeps being a reoccurring event, and as a construction guy, I don't care if it's a union or non-union contractor. They need to do the job right, or they need to recoup the city for it.”

    City Council · Sep 24, 2026

  22. Play at 46:50
“No, I remember that. We definitely talked about that last year.”

    City Council · Sep 24, 2026

  23. Play at 49:25
“Chief, what's been the lead time for these vehicles? Like, obviously, I know with a lot of construction rigs being fitted, it's two, sometimes three years out. Is that kind of what you ran into with the Quint truck?”

    City Council · Sep 24, 2026

  24. Play at 1:40:21
“got a question on the green fees so here on the munis report it says uh year-to-date actual is negative 478 000 and change but according to the budget line cr42027 it says encumbered or expended through 915 2026 negative 765 000 in change why do we have a difference”

    City Council · Sep 24, 2026

  25. Play at 1:42:44
“Yeah, I mean, I understand that, but I mean, according to this Munis report, this says all the way to the end of the month should be accurate, and then obviously that the budget that the mayor gives us should be accurate to the 15th. That's still over a $300,000 discrepancy that doesn't make any sense if you're waiting for revenues to come in to pay that out. How are you giving us two reports that are supposed to be dated around the same time, but yet have a $300,000 discrepancy?”
