“Thanks so much, Council President. I just want to let everybody know, in case you're on the edge of your seats, we had our sixth annual Franklinton v. Hilltop charity softball game this weekend, and the Hilltop remains victorious two years in a row. So congratulations to my neighbors on the Hilltop. Let's give that a round of applause. Yes, yes. I will not be running the marathon. My body is broken after just the most minimal amount of physical activity this weekend. So best of luck to you, Council President Pro Tem. And that is all from me.”

“Yeah. Thank you, chair. Um, I'm just so deeply disappointed to the point that council member versus APD had just made and Nancy, uh, counselor chair, they all coward just made, um, It was disingenuous. It was misleading, as it was intended to be. And it doesn't have to be that way. There's a lot of people that are counting on us to do big and important work, like making sure that they have their rec center back open, work that was already underway. And we want to be a partner in this big and important work with all of you. I do have one question, and I think actually, Director Long, this one…”

“And would you be willing and able to notify us of the status of those insurance claims as we have updates on them and as we have kind of final actions as well?”

“Thank you so much, Council President. Tonight in our Health, Human Services, and Equity Committee, we have two ordinances on second reading. Two ordinances. That was weird. Our first one is Ordinance 1537-2026 to authorize the Board of Health to enter into contracts with Nationwide Children's Hospital for the provision of WIC clinics at their facilities to authorize the expenditure of $1 million from the Health Department's grant fund. I'm sure that all of you are familiar with our absolutely incredible WIC program that CPH administers every year. The Board of Health has been awarded a grant…”

“Thank you. Our second ordinance tonight is 2595-2026 to authorize and direct the Board of Health to enter into a contract with 3SG plus LLC to provide document conversion services to waive the competitive bidding provisions of the Columbus City Code to authorize an expenditure from the Health Department Grants Fund and to declare an emergency. CPH is, you know, continuing to go through the process of changing their, converting all of their physical HR documents to a digital format and transferring them to the on-base digital platform. So this contract period in order to complete this work is…”

“Thank you, Council Member Bankston. Yeah, we're really excited to hold this hearing. You know, I think since the FRAC report came out, we have not had the opportunity yet to solicit real feedback from our stakeholders and community members. You know, I think the report itself provides an ambitious roadmap of a lot of different thoughts or ideas of ways that we can shore up our critical services that support people across our community, across a broad range. content areas and so you know we're really looking forward to the conversation really looking forward to the community input to help…”

“Thank you so much, Council President. First and foremost, today is a very special day in the Green household because it is my sweet little baby Miles' sixth birthday today. So I'm sure he's not watching me right now. He wanted a steak dinner tonight, a six-year-old of refined tastes, but in the off chance he is. Happy birthday, Miles. I love you very, very much. And also, tomorrow evening, we would love to invite everyone to join us here at City Hall. We are going to be hosting a childhood cancer awareness illumination here at 6 p.m. at City Hall. It will begin last year. I think that this…”

“Thank you so much, Council President. Tonight we have one ordinance on second reading in our Health, Human Services and Equity Committee. It is Ordinance 2243-2026 to authorize the appropriation of $1 million from the unappropriated balance of the income tax set aside or the ITSA sub fund to support crisis response activity costs and to declare an emergency. At this point in time, while actually, you know, I think we're all, I have questions about this ordinance, so I'm going to get to those questions in a minute. I just want to express my ongoing support for this work regarding alternate…”

“Thank you so much. A question for the city auditor's office. Can we get an understanding of what appropriate use of it's a funds is. I know that we've been having a lot of conversations about the use of it's a funding, um, for things that traditionally have been, uh, that may or may not have been covered, um, by the, by the general fund. I know last year we had a seven and a half million dollar allocation, which was the outgoing general fund allocation towards our alternate crisis programs. Then we had an additional million dollars. My understanding is that, um, allocation was to be general…”

“Okay. Director Long, could you talk a little bit about the – about the funding source to fund this work and how we imagine seeing this grow as we are looking to grow the alternate crisis response programs in the future.”

“Do we have a breakdown of what that million dollars of expenses are anticipated to be? It seems like a high for a program that's total budget is $7.5 million, then to all of a sudden have a $1 million capital cost associated with it. That seems like a large percentage.”

“We do have one public speaker that signed up to speak on this ordinance, and I'm going to go ahead and call her up. It is Chana Wiley, representing the Columbus Safety Collective. Chana, welcome back to council. Thank you so much for being here and for your work and supporting this program, or THESE EFFORTS. I THINK, AGAIN, WE'RE ALL VERY COMMITTED TO THEM. WE WANT TO MAKE SURE THAT WE HAVE A SUSTAINABLE REVENUE STREAM THAT IS FUNDING THIS WORK SO THAT IT CAN NOT JUST SUSTAIN IT IN ITS CURRENT FORM BUT HELP IT GROW IN THE FUTURE. CHAWNA, THE FLOOR IS YOURS.”

“Yeah, and I mean, maybe we can work together to figure out, you know, I think there was specific timelines built in in terms of you know, application dates when we need those applications open, when we plan on people being seated. And so thanks for keeping us accountable to that, Shauna. We'll get you updates pretty shortly. Um, okay. So obviously the conversations, I mean, you know, the way that the ordinance was worded, obviously jumped out. You know, I think the focus of this ordinance was, it was just, it's a, and alternate crisis and very little details in terms of what the, it's a money…”
