“Thank you. I would say the biggest challenges that I perceive is managing growth. For me, the big thing would be responsible growth. I think we need better local jobs, better roads, enough water and public safety, and definitely more things for families of all types to do here. I want to make sure that we're not putting heavy industrial uses right next to neighborhoods and schools. And I'm fine with studying a broad planning area. But that shouldn't mean that we're committing to development everywhere inside of it. Thank you, Council Member Evans.”

“Council Member Bedoya. Thank you. Should we go through with, you know, the recommendation that's in the report today? Would that, I guess, for lack of better words, take it out of, even if it's temporarily, take it out of the ESC's hands or purview?”

“Okay. I could ask this question later, but I know the ESC's PREVIEW WASN'T, THEIR SCOPE WASN'T JUST THE CAP. FROM STAFF'S PREROGATIVE WHEN DISCUSSIONS KIND OF WERE PRELIMINARY AND KIND OF, YOU KNOW, FORMULATING THIS COMMISSION BOARD, HOW MUCH OF THE ESC WAS, HOW MUCH OF THE SCOPE WAS MEANT TO BE DEDICATED TO THE CAP PLAN? MAYBE IF NOT SPECIFICALLY WITH THOSE TECHNICAL TERMS, BUT the impact, the purpose of the ESC. And I guess, you know, I'll kind of prime it with this. The reason I ask is I'm just really thinking carefully about this decision and how it impacts with another decision that…”

“Thank you, staff. So I guess I would ask the question to whether it's council that wants to respond or staff. Sorry, it was based on the train of thought there. How does council or staff, I like to laugh, how does council or staff envision, should this pass today, get merged into, rolled into, I heard it was possibly be presented to different boards or commissions planning. When does that go to council? ONCE AGAIN, I'M JUST NERVOUS ABOUT COMPARTMENTALIZING OR CHOPPING UP SOMETHING THAT WAS A GREAT IDEA IN ITS INCEPTION. TO ME THIS IS AN ITEM THAT COUNCIL WANTS TO GAIN SUPPORT FOR, BUT IF…”

“IS IT OKAY IF I SHARE MY COMMENTS? Sorry, we already did public comment. It's been a long meeting. I can appreciate the passion from those who are heavily invested and interested in this. It's the same passion that I had have when I proposed the idea in 2021 for a sustainability action plan update. As mentioned, previous council meeting, it's been five years. As well as when I proposed a commission to You know, now it's called the ESC, but I proposed a water energy commission that would study the water energy nexus and, you know, try to reach sustainability for our city. That was sometime…”

“Yes. May fail. You can make a substitute motion. Sure. I would move to provide the ESC all the tools that they need to complete this task and make sure that we get all the members of the ESC fully filled. That would be my motion.”

“That's the current process, right? For the ESC where they like analyze and then present a draft to council as the same as planning and transportation. Am I?”

“IN THE SAME FASHION THAT OTHER PLAN, OTHER COMMISSIONS DRAFT PLANS AND THEN IT COMES TO COUNCIL. OKAY. FOR COUNCIL APPROVAL. OKAY. GOT IT. CAN I ASK WHAT OTHER COMMISSIONS HAVE DRAFTED A PLAN? TRANSPORTATION MASTER PLAN. DON'T ALL THOSE RUN THROUGH, SORRY, NOT FOR ME TO ANSWER.”

“Sure. My substitute motion would be to provide the ESC all the tools to draft this plan, the SAP, the CAP, and should it formally need to be said, grant them the purview of drafting the ESC in the same capacity as our other city plans where it's, you know, with staff, complete staff imports, staff input, staff led for the technical parts, and then resident led for the resident parts.”

“Thank you. I brought it up at last council meeting. I just had someone reach out to me again. I know, you know, possibly UP, but just whatever we can do as a city. There's the railroad tracks behind Schulte. I think it's basically both sides, but it's worse on the side going east. CARS HAVE TO SWERVE INTO THE BIKE LANE AND EVERY CAR IS DOING IT. IF THEY'RE NOT DOING IT, IT'S BECAUSE THEY HAVEN'T BEEN THROUGH THAT PART OF TRACY YET. THE NEXT TIME THEY WILL DO IT. SO THEY'RE SWERVING INTO THE BIKE LANE TO AVOID LIKE A TWO TO THREE INCH DROP ON I GUESS ON THE SORRY, ALMOST LIKE IN THE MIDDLE OF…”

“I guess if we were looking to like get all the details about this program so the public can see it and we can provide input or see where we're at before providing any input, what's the best format for that? I would leave it up to city staff unless council has any.”

“Great, thank you very much. Thank you, Mayor Patel. Council Member Duggan. Thank you. I see in the presentation that it says the proposed parks fee for a single family for 2026, it says $7.04 per square foot. I think in the actual Nexus study, I forgot the publisher, sorry. I think it says it's $7.27. Can I ask why is it different or which one are we adopting today?”

“Okay, okay, that clarifies, thank you. Sorry, I have one more question. Let's say for an average, Actually, it doesn't matter. But for a new single-family home, what's the net change in impact fees after the water fee reductions that we're seeing and the reductions? Out of all the increases and reductions that we're seeing, what's the net change for a single-family home? Are fees going up?”

“The lowering of the parks fee from 727 to 704, that happened kind of recently. Would staff, if we approve the 704, would staff still say that new development is paying for their fair share of infrastructure? Yes, absolutely.”

“Thank you, Council Member Nygaard. Council Member Bedoya. Thank you. I supported what I call correcting council compensation two years ago. I think it's currently fair. Going forward, I think it would be a good idea, or at least to think about tying it to something objective like Social Security COLA. Yeah.”

“Council Member Padilla, anything? A brief item when you get a chance. Cool. Okay. I just wanted to add that the climate adaptive tree planting request is really good news for Tracy. I work directly with Abram Diaz and Assemblymember Jesse Gabriela's office on the city's $2 million request. So I'm very glad to see the full request, including the state budget bill. There's still a process to finish, as was stated, but this is exactly the kind of outside funding that we should be working to bring home to Tracy. Thank you. Thank you, Council Member Evans.”

“Council Member Bedoya. Thank you. I have a question, I guess, about a specific issue that I saw and I guess could be largely applied if, you know, if it's appropriate. There's some railroad, I don't know exactly how it ties into the pavement, but there's some railroad tracks behind Williams Middle School, between Lauriana and Sycamore going east. And this is, there's a couple other railroad tracks that have a similar issue. essentially it looks like it feels like they're sinking compared to like the level of the asphalt and it's creating like a essentially like a divot um where it's causing…”

“Thank you. Does this 2023 plan reflect as much as possible of Ellis and Tracy Hill's And I guess the second part of the question is when it comes back to us in the fall, how much of Ellis and Tracy Hills can be represented as being part of our PCI? I think roads have to be turned over and all that.”

“Thank you, Mayor. I just want to tell staff I'm looking forward to fall's iteration of our updated plan to see kind of how you take council's different levels of consensus and comments and incorporate that for options. I do want to elevate a comment I heard from one of our constituents. I think I agree with somewhat of the approach being centered on return on investment. I do like the idea of focusing on our most used roads, most traveled, well-traveled, most used roads. In my mind, I picked, you know, from August to June. Basically, it's the school year and then part of summer school. But I…”
