Mary? Thank you, Mary Pro Tem. You stole my thunder. Here, I just wanted to bring up one of my pet peeves, which is unfunded mandates. Speaking of the PFAS remediation, when that presentation was provided to us a couple of weeks ago now, yeah, the numbers were eye-popping, and I don't know and maybe you can clue us in whether or not there's discussion down Maricopa way, as far as helping rurals deal with that unfunded mandate that came when the federal EPA dropped the parts per million, billion, I don't remember which it is. Is it million? Okay, when they dropped the- Four per trillion. I…
Okay, whatever it is, the feds, the EPA dropped it down very significantly and have left municipalities that have a water system on the hook. And so I don't know if there's any discussion down in the legislature as to whether or not to help the rurals, the small budgeted cities and towns that are staring at eye crushing numbers.
I appreciate that. I know Prescott is not standing out in the field alone on this issue. There are many small budgeted municipalities and cities and towns that are going to be facing the same issue. Let me bring up one other thing, which is I really appreciated the comments you made earlier about your efforts to pull funding specific into the rural areas as opposed to the big pot of money down to the south of us that tends to get spent down to the south of us. So I appreciate that, and I'm... I would like to hear your thoughts as to whether or not that same kind of concern for the rural's…
Just a question. It's been a couple of years now, but when I was volunteering at Arizona Crisis Team, I know there was a dust-up in relation to whether there was sufficient ambulance service coverage in our area, and I believe it was priority ambulance that came in and filled some part of the role. Is that still part of the system here?
I appreciate that. And the Lifeline service is fantastic, frankly. And I was just wondering if Priority was also operating here in the Prescott area.
I'm sorry, Dallin, just to follow up on that, because I'm curious, did the county, whoever you spoke to there, give a reason why, well, in particular, I'm not talking about people coming to the rodeo using their parking lot, because that's a bigger ask, but specifically the auto club coming and going through their parking lot, did they say what their complaint was about that?
I'm sorry, if I can just add my two. Oh, thank you, Mary. Thank you. I didn't see you up on the board. And just to... Just to say something, I will just say, yes, I think the master plan should go forward. I think there should be the two conditions that have been discussed significantly, one being not enacted until leases have names on the line that is executed. not just negotiated, not presented, just presented to boards or the council, but executed. And the timeline, a timeframe, a sunset, I'm not at 10 years, I think that goes by in a heartbeat, but I think 20 years would be a good…
Just so I get straight in my head and maybe others in the audience are wondering the same, having the two on, override and the bond, do I understand correctly that the override just allows us to go and increase the tax levy for the bonds?
And so where it says up to 15%, and what is it that you are going for?
Are you looking just from a management standpoint to keep that very nice spread between admin costs and operational classroom costs? You're not looking to...
Thank you. It's an enterprise fund. I don't think we should be operating in a deficit. I'm on board with the $31. As shocking as it is to the individual residential customer, it's a big jump. And that's can be harsh. I have no doubt about that. Inflation was what it was through the COVID years and beyond, and that was, as was mentioned, out of our control. But the fact is, it's an enterprise fund that's supposed to carry its load, and we need to have the consumers of this service pay for it. But I do like the study session that's coming to address all of these issues and with the goal maybe…
Brady, maybe you know just from your contacts in the industry, do you perceive any change coming by which recyclables will have more value, or are we just doing a feel-good mechanism here that does not have any impact in the world's status of trash?
Thank you. Speaking of that, as you were saying, yeah, they'll be doing traffic, I noticed as I was going through this documentation that there's an exclusions list. This is on page 617 of the packet. Exclusions include traffic control. Traffic plans. And traffic plans are designed. So are... Would this fan contract include traffic control or not?
Okay, and that's actually leading to what my initial question was going to be. So this CMAR contract is for pre-construction services only?
and at least the staff's write-up on background, it indicates that the city anticipates starting construction in spring of 2027. What is it, eight, nine months from now? So is this pre-construction CMAR contract just for the couple of months between now and spring of 2027?
So 358,000 for the CMAR, for the pre-construction contract.
Run through spring of next year. Okay. And is there, maybe by industry standards, of which I'm completely ignorant, the fact that FAN has a CMAR for the pre-construction, does that, at least by usual practice, mean that there'll be the CMAR once construction happens?
Councilwoman Fredrickson? Yes, I was going to vote up on what Mayor Roussing just said, but what I'm looking at on the screen, excuse me, on the screen is approval of city contract number blah blah with fan contract. So it's, I have in here that it's a postponement.
Did I just hear you mention the fire marshal and I'm wondering if there's been a recent assessment by the fire marshal as far as either the plans that are within the master plan or for example how the current seating and row structure is currently. I know we've heard from people who question the way the seating runs in the concrete bleachers now as far as people being able to get in and out of any particular area. And I don't know, I haven't heard whether or not the fire marshal has given his blessing for the current configuration and or what's considered in the master plan.
