“Thank you mayor Thank you mayor for two more there any questions or comments Go ahead councilman. We're sorry. Yes.”
“Thank you for sharing that. Good. I guess when we start, then we'll go to Mayor Proctor.”
Not quoted here: it may name a member of the public. Hear it at the meeting.
“Wonderful, thank you. And another follow-up question too is just wondering how you landed on the 14 days to be able to show proof to the police department versus, just seems to me personally, a very small window to be able to show proof that they've taken this online course or whether an in-person course as opposed to staying with, for example, the parking citations, the general practice is about 21 days versus a moving citation, the general practice is 30 to 60 days. How do we land on 14 days for a young person to be able to prove that they've taken that course, as opposed to maybe 21 days…”
“Thank you. And just one other question. I noticed here that the first citation indicates that the city attorney is authorized not to file the citation or may otherwise dismiss it or waive any fines and penalties related to the citation. Is that a discretionary action that we're allowing the city attorney to take or is that a shall do it on the first citation?”
“I appreciate that. That makes sense. I appreciate it. Thank you. Any other? Yes. Do we have any speakers? Madam Clerk for this item?”
“Does that conclude the speakers for this item? Not good, I guess we're probably glad.”
“And that's what I raised as well, because I think you need some clarity, because if we approve the in-person, if the in-person is not, because this is completely, It says violators must complete the mandatory education program and submit proof to OPD within 14 days. Maybe it should be cleaned up to where they can submit to take a course, whether in person or online, within that 14-day window. And then I don't know what the terminology can look like or craft it to where they have x amount of time then to formally complete the course. Go ahead, Mayor Portilla.”
“Thank you, Mayor Portem. Councilwoman Rodriguez, go ahead.”
“Thank you before I go to council member star. I just I just want to add to as I initially Stated I don't support. I'm very supportive of this item his identity committee The 14 days is too short. I would align with Councilmember Perez. I think minimally 21 to 30 days to submit proof. I do appreciate Mayor Pro Tem's in-person. I think there's a lot of value to that, but I think in 2026 we need to provide our young people with alternatives as well as families to be able to do it better. online, also recognizing that the most recent census report indicated that nearly 10% of our household…”
“Thank you, Council Member. Ambassador, go ahead.”
“Thank you, Councilwoman. City Manager, go ahead. Alex, go ahead.”
“Thank you, Alex, very much. Councilwoman Perez, go ahead.”
“That's good. Thank you, Sergeant Jentz. Was that a test one? Olympia, go ahead.”
“MR. GONZALES, WERE YOU GOING TO SAY SOMETHING IN RESPONSE TO? WE'LL GO TO MAYOR PORTUNE. GO AHEAD.”
“Or, I mean, what would be the difference between this and like a traffic school, right, for a young 16-year-old getting a movie citation and he or she attends traffic school coupled with an adult offender, right? There is no, no differences. Would that be right?”
“And I would just follow up. I don't know if Sergeant Jens, you can speak to that as to maybe the frequency that would be reasonable to offer in-person classes and that can be aligned with the policy decision that we implement here tonight.”
“A quarterly, yeah. I'm sorry, Council Member, so go ahead and then we'll let Alex.”
“Were you going to say something, Alex? Go ahead.”
“Thank you, Alex. Council Member Stone, go ahead.”
“Thank you for that. And I think along those lines, if you have the option to do it online, then you can do that anytime without waiting.”
“Thank you. If I can offer, I still believe the 14 days is quite short, given that there could be a number of holidays in between those two weeks. The police departments typically or generally open only, I don't know, eight to five during working hours. I think that's who they're going to submit the proof to. So that really confines when a young prisoner or his or her parents can take them to the police station. I personally would be more comfortable if we align with a 30-day window to submit And that would align with a court case, for example, typically 30 days to submit proof that they've…”
“Correct. I think that's a reasonable time in my personal opinion. Councilmember Perrello, go ahead.”
“Yeah, I don't think there's a, I know it doesn't exist, where you can go to Costco and buy a an e-bike for your son or daughter or it's a Christmas gift for someone and there isn't a requirement that stipulates you must buy a helmet or accompany this e-bike.”
“I would just imagine it's like anything else. You buy an item, you read the description and recommendations from the manufacturer, and you make a sound decision whether or not you want to procure that for your son or daughter or relative, and you just make a decision at that point. Any other comments or questions? Any other guidance?”
