“Yeah. Thank you for that presentation. All those explanations. I've always been a strong supporter of the school district and will continue to be so. One question that I have been asking the public is can you give a little more about the oversight committee? We use those here at the city and they're highly effective and I think that just places a lot of trust in the voters when you talk about what an oversight committee would look like. Who is that gonna be? Who can apply? Just, you know, brief details on that.”

“So John, just to be clear, interpretation, TCAG is gonna pay for this route to Tulare. Is that what? And that would not come out of our transit? Or I know TRA said they were doing a joint venture on this. So it goes to Government Plaza and then over to Tulare?”

    City Council · Sep 21, 2026

  3. Play at 57:29
“Okay. Yeah. And it's still, but it would still be 30 minutes between Government Plaza and Tulare.”

“I could see this taken off, especially with the Tulare COS campus and our campus. Yeah, that seems like that would end up being a really high ridership, yeah.”

“I have a question on that. So looking at this map, because one of the areas I was a little bit concerned about was the Mooney-Riggin between Houston and Riggin out there, we call it Birdland, because it's a lower income area. So you're saying if I look at this map at B, which encompass some of that, that would put them, they could catch the fixed route on Houston, or how would microtransit work out there? Would it be on demand, or would you have a stop where they'd pick them up every 15 minutes? How does that work?”

    City Council · Sep 21, 2026

  6. Play at 1:05:47
“And then do you envision that cost being the same as if they had just taken fixed route all the way?”

    City Council · Sep 21, 2026

  7. Play at 1:07:01
“Right, because that $5 fare is highly subsidized right now, and that's going to run out in three years.”

  8. Play at 1:24:53
“Oh, John, you had... Oh, do you have... Go ahead.”

    City Council · Sep 21, 2026

  9. Play at 1:29:25
“I like our timeline because it's going to give time for a lot of community input as well as council input, although I think that community inputs can be much more effective than ours. But do you, when will we see, if we start this in 2028, when will we see some measurable results? Will it be a year, a year and a half, six months? What's your estimate on that?”

    City Council · Sep 21, 2026

  10. Play at 1:29:58
“No, that's fair. That's what I want to say. I think it's going to take at least six months to educate everybody.”

    City Council · Sep 21, 2026

  11. Play at 1:30:53
“But if we have overwhelming response to one of these routes, which I can see happening, especially that Tulare, Vice City Tulare one, will we be flexible enough that we could add another bus and go 15 minutes between? In that scenario, if that happens, are we gauging ourselves so that we have some flexibility to increase if we need to? I'm not so much worried about the decrease but more the increase and kind of ride that momentum of people finding that they can get places that they need to in a reasonable time, and it's like all of a sudden we said, well, we could pick up more riders if we…”

“In addition to even a- It's June 2028, that's supposed to be finished.”

    City Council · Sep 21, 2026

  13. Play at 1:41:27
“That's correct. But you're working toward that, right? With the consolidated fare with the county?”

    City Council · Sep 21, 2026

  14. Play at 1:45:24
“But, Jody, there's no incentive to not. Before we had that option, we had terrible service, so it was in our best interest to just take the subsidy and improve our airport. That's not that case now, right? And we're bigger, and we can probably support it.”

    City Council · Sep 21, 2026

  15. Play at 1:47:39
“Thank you for that history. I just want people to understand there was a reason that we went down that road.”

    City Council · Sep 21, 2026

  16. Play at 2:05:37
“And the only expense would be the building that we would have to, because TSA would provide all the staffing, correct?”

    City Council · Sep 21, 2026

  17. Play at 2:07:34
“But we would get some money to help cover that cost from this EAS service, wouldn't we?”

    City Council · Sep 21, 2026

  18. Play at 2:12:11
“What's the timeline on the involvement on the committee?”

    City Council · Sep 21, 2026

  19. Play at 2:12:28
“I'm not asking the right question. I mean, when would it start?”

    City Council · Sep 21, 2026

  20. Play at 2:12:33
“When do we, yeah, I didn't ask the right question.”

    City Council · Sep 21, 2026

  21. Play at 2:12:59
“Ultimately... 30 to 60 days after that October RFP is what I'm guessing.”

    City Council · Sep 21, 2026

  22. Play at 2:13:09
“Yeah, I would be interested in serving as well. Okay. And then my question was... For the part 139, is that funding, we would have to bear that cost? That we don't get any extra EAS funds or FAA funds or anything to do that? Dan, you got a grant you can hook us up with?”

    City Council · Sep 21, 2026

  23. Play at 2:19:09
“And maybe an alternate? Perfect. And then somebody can't make it? Sounds like a plan.”

    City Council · Sep 21, 2026

  24. Play at 2:57:48
“I move to introduce the first reading of ordinance number 202611, amending chapter 8.70, which will increase the amount for the retrieval and return of shopping carts per business and establish a cart containment system requirement for new construction and for existing businesses that obtain a building permit with a valuation exceeding $50,000. I'll second.”

    City Council · Sep 21, 2026

  25. Play at 3:44:12
“Yeah, I just wanted to... What do you see the future of flock cameras? Right now, you focus primarily on commercial, industrial downtown areas, is that correct? There's no plans to put these in every neighborhood, correct?”
