“Yeah, I just wanted to thank you for coming out and speaking in support of that bill. And also, I'm not Vice Mayor, it's Vice Mayor Millinger, Council Member, but thank you so much for coming out and we'll look at that bill very seriously. Thank you.”

“Yeah, I have a question about that claim that we see as narrow. you know, we learn from what we do. And so will some process be changed so that that'll be caught earlier in some way or do you still need to do that investigation?”

“I had a question. So if the study sessions are embedded in now the meeting, like when there was a definite section for study session, the study session was confined to a certain time. I was just wondering with the 6 o'clock, will you still strive for it to be an hour or a certain time? Or how will you control that so it doesn't take over the meeting? Just wondering.”

“I just want to say you are all so impressive. Just in a small amount of time, you could explain the complicated thing you're working on and the reason for it and the importance. So that's a tremendous work that you've done. And also great that Council Member Sreenivasan has mentored you. I know it's taken a lot of time. And it's good that you have a really great working relationship. The last thing is, how do you, do you foresee this, you will be going off to college and do you foresee this continuing this beyond when you're off to college?”

“I thank you for your presentation, and I actually got my start in advocacy related to elevating the pollution from the Lehigh Cement Plant, which is right next to Rancho San Antonio Park. We're familiar. Yeah. Through the years, Midpen has been a strong advocate. And without Midpen, that issue probably would have died. So I just want to thank you for your courage and your determination And you're persistent with that. And now we have a beautiful park still, Rancho San Antonio. So with the Lehigh cement plant, the redevelopment, does that impact Rancho San Antonio? Or do you have any oversight…”

“That's great. And I remember at one point, the county oversaw them, but MidPenn took it upon yourself to say, pass them whatever, that said that both the county and MidPenn have the Right.”

“um okay so thank you for the presentation and um it says estimated construction start is November 2026. so um uh financing of this to get the 70 million um it doesn't um the start date doesn't it's not contingent in any way because that seems like really close or”

“Mm-hmm. Okay. And so... So it says the city has no responsibility for the debt. It's all the Santa Clara County Housing Authority. And so great job. So thank you. Keep working on this. Thank you.”

“Okay. So I attended the Cities Association of Santa Clara County as Mayor Klein's alternate, and it was a really interesting presentation. It was the Silicon Valley Regional Interoperability Authority, which make sure that all the radios and the government radios all work together and so they mentioned that many years ago they invested 100 million into the system so thousands of radios all over our region can talk to each other and that was put to test with super bowl and fifa so they said like thousands like i think 3 000 radios were on and being used different government agency and it all…”

“Okay. Hi. I had a question about the project management. So has Sunnyvale ever done anything of this magnitude? And if you haven't, what do we leverage? Other public works projects are other... What do we do? How do we keep this on project, on time, on budget? what gives you the confidence”

“So from the work you have done already at the water treatment plant, You mentioned there was some lessons learned. And so that will be applied to this. So has the past projects, even though they were smaller scale, have they been on budget and on time or if not understanding where we need to augment so that going forward, this larger project will be successful? Any thoughts on that? Like, what are some focus areas that you want to focus on lessons learned?”

“And you mentioned something about I just have one more minute about you having like good legal support. So I imagine that with such huge projects that something goes a little right, the contractor will want to you know, get their money back from somewhere, and then they might blame like Sunnyvale, because you know, this and that contractor, we had to wait for them, and you made us wait for them and all that. So any strategies for that?”

“Hi, thank you for this presentation. And I'm on the Air District Board, which has its board meeting in San Francisco. So I take Caltrains twice, twice a month. And it's really enjoyable. It's on time. I love it. So thank you. And people in Sunnyvale that used to hear the noise of the old trains, they love the quietness. So I really like the service. But you have financial challenges. I think I read an article or in this it says, well, you have the 75Million dollar deficit. And so even with this funding measure, it's for 15 years. And so if That measure passes, what will you be doing in those…”

“And I also agree with Vice Mayor Millinger. TOD benefits our community, gets them close to the transit. And I'm on the VTA board representing Sunnyvale and VTA is investing a lot into TOD, you know, thousands of housing units will be built over the next few years, and that'll just help our community overall and help the transit system too. So hope you keep working on that. So thank you for coming to Sunnyvale today.”

“Just quickly, I was just wondering if you've considered public-private partnerships. Like I've seen it where there's parking garages on the bottom floor and then above it there's housing. So I know even if you're able to pass this measure, there won't be a lot of extra money for investment. Is that correct? It's mostly just filling the gap.”

“And last thing, does the state legislation that allows more housing to be developed more easily closer to transit, will that help your outlook in the future of more transit-oriented development communities like in Sunnyvale?”

“grade separations are tending to be more and more expensive. Are there any thoughts that Caltrain has to try to reduce the costs or different models of developing the grade separation? Are there any insights that you're thinking of to help fund the grade separation in the future?”
City Council · Aug 25, 2026
- Play at 4:42:14
“Okay, and then do you see cap and trade at the state level being able to fund grade separations? And if so, is that like the legislature that would advocate for that? Or is that Caltrans that would build a coalition to advocate to the legislature? Do you see cap and trade being a source for grade separation funding?”

“So we had the study issues of study issues, and then you found bottlenecks, and then we found don't put so much work in the front end so we can have more time for everything else. Are there still any things that are on the horizon to make the process less If there's possible or efficiencies or anything like that, or is it as efficient as it can be, because I think in that process also was identified that there's certain departments, such as finance that has to help all of these projects of them, that is a limitation.”
