“Thank you president pain first I just want to say this came up in committee and I didn't have any questions or concerns about the noise ordinance changes, but Residents in North Minneapolis had lots of questions about this and concerns. So I know that Kelly's here and maybe can answer some questions please Yes, so the folks are concerned about safety and how the city is. I guess inserting themselves in what makes them feel safe and so this ring camera situation is is what we're dealing with here. I guess the first question is how is this going to be enforced.”

“Okay. I just, you know, I want to talk about some of the concerns I've heard. really are concerned about the public safety trade off for this. The feedback I've received is this is used as a tool for package thieves, right? Like this sounds off and it scares people, it makes other neighbors alert that somebody could be walking up to someone else's porch or their porch. elderly folks use this as a tool, people who maybe have hearing impairments. It might sound loud to the neighborhood, but it sounds perfectly normal to them. The other issue that's coming up is, does this disproportionately…”

“Yeah, and I appreciate you sharing that, but I also think that before we change an ordinance, we should maybe try to work through this situation, this one situation, because I've just heard from too many people who really don't understand what we're changing here and feel like it's gonna impact them greatly because it is used as a public safety tool for them. And they don't feel like they get assistance with other things when they need it. They certainly are afraid of um inspectors driving around the neighborhood uh you know they feel like they're going to be targeted by this and i appreciate…”

“Thank you, President Payne. I'm just wondering if we can figure out a way to separate these votes. I want to vote against this portion of the noise ordinance change and not the entire item. So clerks, maybe you can help with that. I know that Council Member Chavez has moved this, but I would like to separate it out if possible.”

“Thank you chair of pain. Couple things sad announcement and happy announcement. The first one is the world lost an icon this week. in Dolly Parton. I just want to read an email that my aide Wyatt sent to the mayor's office, a part of an email. It's the longest email I've ever seen him write, so I'll just read a part of this email. He says, we the people of Ward 4 would like to request a mayoral proclamation recognizing September 25th, 9 to 5, as Dolly Parton Day in the city of Minneapolis. A nod to her iconic song and film 9 to 5. 9 to 5 became far more than a hit song. It gave voice to the…”

“Thank you, Chair Payne. And thank you, President Payne, for finding someone else. It was brought to my attention that the current person that I am bringing forward, Justin Baylor, was going to be removed from the ballpark authority. I just want to make sure that it's clear that Justin has served as a fantastic commissioner on the ballpark authority. had no idea that his appointment was even being looked at as a person to be taken off of the ballpark authority. So it became a red flag to me from the Minneapolis NAACP. I had concerns about the folks who were on the ballpark commission and him…”

“Thank you, President Payne. I just wanted to thank the organizers of the very first Northside Jazz and Culture Festival. It was literally the hottest day of the summer, but it was packed. The Northside showed up, had a great time. We got to listen to some amazing local artists, including Council Member Warren's daughter, Aniyah. She got to sing a song that she doesn't normally get to sing, and she was so proud of herself, and I was so proud of her also. She was fantastic, and so were the other artists.
