“I just wanted to clarify because in our agenda versus what the substitute reads, the language is a little different. The agenda says this is a budget amendment. I'm assuming this discussion was had for the mid-year, but the substitute says it's an appropriation. So it doesn't indicate that this is a budget adjustment. It kind of reads as if it's coming out of the District 3's discretionary. And I just need a little bit of clarity. Is this a budget amendment or is this District 3 funds?”
