“while you're making money at the same time thank you i appreciate that i guess my question is we're not changing the start and stops times of the uh of the school zones are we we're no those exist those exist and they've always existed the way they exist permitted by requested i guess by miami-dade county schools and permitted by dot and all others so we're simply i i'm trying we're just clarifying that the whole area is an overlapping district that is enforced during the entire period okay so help help me think so if the sign says that the that the school zone and again it's not a new sign…”

“Look, we're enforcing it for the entire time that the school board said you can't speed. You can't go over 15 miles an hour. That's what it sounds like. We're not changing the time. We're just enforcing the entire time because that's the most fair thing to do, for the village to come in and enforce part of the time. That's not a good thing, right? We should enforce the entire time, or what?”

“That's wrong? It's really not wrong. And also, no, we've done the public comment. So this is first reading.”

“All right, is there anybody else that wants to give a public comment on this topic? All right, seeing none, we'll close the public hearing. Why don't we do this? Why don't we go through this and do what we're going to do tonight? And then maybe if you want to chat in between readings, get together to get a better understanding of maybe what the issue is. So this... doesn't look necessarily wrong to me. It doesn't look like necessary. We're enforcing when the signs say enforce. No new signs, no new times, no analysis of speed limits or any of that. This was simply placement of cameras. Okay,…”

“Okay. I'm just going to need to understand that a little bit. But they didn't recommend times. They just recommend here's where you should put your camera.”

“Thank you. Let's do it. I want you to read it verbatim, the entire comp plan, but with no notes. All right, how do you want to do this? If you want to just give a quick update, Mitch, do we do each one of these individually, vote them all at once, or vote them all?”

“No, I would agree. I don't want to tie the hands of the future of the councils by saying we will do something that maybe becomes cost prohibitive.”

“Do we have a bicycle pedestrian level of service?”
Village Council · Apr 14, 2026
- Play at 3:32:53
“Well, the DOT's got like a, it's not a level of service in the sense that automobiles, you get X amount of cars past the point in a certain amount of time. It's a quality of service type of issue that looks at your streets and says, well, are you too close based on the road? Are you too close to the vehicles? Do you need to separate a path? Those types of things. Maybe if you do a transportation master plan in the future, you'd put a bicycle and pedestrian quality of service. When's the last time we did a bike and master plan?”

“That was the whole thing. Okay, so we didn't put the level of service in there.”
