“Okay, a few things. We are in the final weeks of the downtown project, at least substantial construction will be done by the end of October. And yes, they are still on track. So they will be busy. You're gonna start to see the street be milled in advance of paving soon. The arches should be coming in next week. So things will start coming together pretty quickly. Just hold on the calendar, particularly for council, but for anyone, we are planning to do a grand opening or a celebration on Friday, November 6th. I will have more information for you by the next council meeting, but if you want to…”

“I do want to add, we do emergency text alerts. So I will give you a piece of paper where you can sign up for them. That covers all the FOIL alerts and all of those things. And so that's just good for everyone to know. If you haven't done that, you can do that on our website or on the county's website and just opt in for the city of Mansfield.”

“I might suggest maybe just send an email and ask. It might have been just a one-off day for some reason, but I think as an elected official, you certainly can ask another elected official.”

“Thank you. I was just going to suggest, I know we have a lot of students in the audience tonight. If anyone wants to stick around and take a photo with council, I'd love to do that. So we'll just kind of come up towards the front and give everyone a chance to shuffle here. So thanks.”

“A few updates and then I have our next beautification award to give out tonight. So I wanted to just let everyone know I spoke last week at the last. Yeah, I think it was last week. Weeks are running together now for the Ohio Mayors Alliance. They are launching an initiative to try to lobby the state legislature to create a core cities transformation fund for And what they're proposing to use is not taking money away from anything else in the state budget. It would be using excess revenues. The idea behind this is somewhat similar to what used to happen once upon a time with the local…”

“COVID messes with your photography. Yeah. Yeah. So, well, thanks for investing. Thank you so much. Will you take a photo of us? Thank you. IT slash photographer. Do it all. but as I was getting ready this morning, I almost put a different outfit on. When I got to the city building, I was looking at the photos up and I was like, I almost wore the exact same outfit this month. I'm done.”

“Just for newer council members, I serve on the Solid Waste Management Board along with several others, including Commissioner Banks, township folks, and some private folks. So we did adopt this as the Solid Waste Management Board. Um, it is really continuing the work that they do. So they're overseeing the landfills, um, as well as the recycling that you see that's happening in the area. Of course, their facility is out on national parkway, um, out by Trimble and, uh, Eddie Hale is their executive director. They do really great work. Um, and they have been very supportive of the city. Uh, the…”

“So they have one deputy that's for the entire county. So, you know, how it generally works for them, because, of course, you know, when they're coming into another jurisdiction is a police report is filed. So codes and permits often will work with. And I think actually the neighborhood impact section is kind of assisting with some of those, unless it's obviously something serious coming through patrol departments. You know, we have an ongoing battle on Arch Street with dumping that happens there. And there's lots of other locations around the city. I did just you know, I mean, we could keep…”

“Yeah. Yeah. Yeah. It's a, well, it's costly. It's just a difficult subject here because, of course, our trash services are privatized. Yes. Well, there's a lot of them. So Now, NECIC has been doing the dumpster days for many, many years. They always get a good turnout. We do have someone that is willing to sponsor dumpster days up more towards the Glessner Avenue neighborhood, which also could use a decent clean out. We're trying to find volunteers right now to help us staff that. So, you know, I think short of what you're suggesting, at least trying to make sure that some of those are taking…”

“It's a little bit of both. More often than not, though, they want a police report filed before they're doing that. He does know some of our regular dumping grounds, though, and does some regular patrols. He also one of the things he does look for is unauthorized trash. Yeah. Yeah, haulers. Thank you. So they're all supposed to be registered in the city of Mansfield. So he has our list. He has absolutely pulled over unauthorized trash haulers. He also will sometimes sit up on 13 North. And if trash haulers don't have their loads secured and trash is blown out, he will ticket them for that as…”

“Yeah, more or less. I think the hospital has shown an openness to having it on their property. So, but we need folks to, I think that we can probably get some help from the city with, you know, haulers and backhoes and loaders and stuff. So, so we have that kind of thing, but people directing traffic and, and, and things like they do for, for that day.”

“Mr. President, can I just add? So the state does have a demolition grant open right now for application. So we did talk with the land bank about as long as properties have been legislated, they can be put in for a potential match in that grant. So there's a chance we wouldn't have to use pride funds with a lot of these. So I just thought I would let you know.”

“I just want to add my thanks on, I think this is a really exciting project. I think it might be the only post I have made on my Facebook page that was pretty much universally liked. That's very rare. So congratulations. And a lot of you probably don't know, but Carl is responsible for bringing me to town. He was chairman of the chamber when I came here and And his dad is he was just an amazing man. And so when the announcement was made that they were setting up the foundation, I knew that was going to mean just tremendously transformational things in the community. And I don't think any of us…”

“I do have a few things. So first of all, I do want to let everyone know that our goal is not to make everyone mad with traffic right now. I know because I've been caught in it too. There's a lot of projects happening and, So I thought I asked Bob for some timing updates. And so let's start with the shortest one. Obviously, today we've had Diamond Street closed at third. That cuts off our particular north northbound traffic. That is for the water main replacement project. They have been in there all day today. They will be in there again in the morning. They the plan is to open it tomorrow…”

“Can I just make a clarification? It actually will be two dump trucks. So the sewer department will be getting one for the 125. The streets department has already some money to allocate towards this in their non-personnel, but they're running very, very low in personnel this year just because of some staffing things there. So we were asking to move 50 so they could also get a... a dump truck, and that one will have the plow package. Actually, they both will get the plow package. Sorry.”

“Going back to piece 156, that all does say flare mower, but it should be a flail with an L, not an R. I don't know if that is, if we should just amend that to be correct. I mean, I also don't know that it holds us up from purchasing it either, but.”

“All right. Before I do the next beautification awards, I wanted to make a couple quick announcements. First, some of you are aware because you participated, but the CIC has been steadily working behind the scenes, putting together a plan for on addressing the entryways, and most specifically Main Street, both North and South Main Street, outside of the downtown area. So we did a walkthrough two weeks ago, I believe it was. We had department heads there, we had business community leaders there, and Councilwomen Mount and Meyer were able to join us. So we're continuing to work on that, and I'll…”

“And our second honoree this month is the M1 Church. We have Pastor Mark Lehman is joining us. I think we've got some photos there as well. There we go. They have done a lot of rebranding and outside work on the outside of the church. They're over on McPherson Street. Their property is always really well kept, and that is certainly an area that we want to continue to encourage people to invest in their properties and keep it up. I should say we can give you a stake if you want to stake these in the ground, but we did it without the stake to start. Anything you would like to say?”

“I think the way that Barrett has it set up is that it doesn't necessarily have to come back through council, but what he and I have talked about is when there are updates that he'll track those changes with footnotes so that it's very easy for you to pick out what is changing. Now, if something really substantial was going to come through, I probably would bring that through council, even though by this legislation we're not required to. I did want to add that how we're going to handle the hangars is definitely not anything set in stone at this point. The rents that they're paying are…”

“Oh, tons. Just a couple updates really for council. We are starting budget season. So department heads have through this Friday to submit their budgets to me. And then we start our meetings with them towards the end of August, of course, getting ready to bring a final budget to you later this fall. So just As a heads up, that process has begun, and we've been having good discussions and giving them some good challenges this year. I also wanted to let everyone know Pastor Jamila O'Neill, who was here and spoke last time. We were able to connect between last council meeting and tonight. Met…”

“And we're paying separately for our enrollment service that we may not need down the line. So that was an additional cost with our previous broker that we're going to stay on that because that's what everyone is familiar with for this open enrollment. And then after this year, we'll explore that. So it could end up dropping back a little bit.”
