“We're currently getting about 3.8% yield per year. This change allows us, just moving it two months, one month actually, allows us to go up to 4.2, so a pretty big increase for the amount of money that we have. It's a significant change. It's a significant improvement for us for a very small change. I think it's a really, really good move, and thank you for doing some hard work on it.”

“And which hotels in Shenandoah will you be competing with the most?”

    City Council · Sep 23, 2026

“I have an issue with that, too. Being a formal P&Z commissioner, I certainly respect what our commissioners recommend because they really thoroughly investigate these things before they recommend it. But I did do a little research on it, and it was a split decision. And there are some people that feel very strongly that we should approve this. And we have some people on staff at the CBB, for instance, that really think it's a good idea to do this because it would really upgrade the the the quality of the hotels that we have to offer in Shenandoah we're losing the days in and if we approve…”

“That significantly improves our marketing position. to bring people into Shenandoah. And obviously the more people we bring here, either through the hospital or the shop or just to visit, they're gonna spend money and that lowers the taxes for the residents. Our taxes, 72% are paid by businesses, only 28% by the residents now. We need to stay on top of that and make sure we make that revenue grow. I think this is a really good idea for Shenandoah. think it's physically responsible to do something like this for our city and I think and also speaking to people on the Planning and Zoning…”

“This fits perfectly with what we wrote the IDC for. And while we have the rules there, they followed everything that we asked for for this city. It upgrades the quality of the hotels that we have in Shenandoah. We can compete so much better with our area communities if we do this. I strongly recommend that we do it. With a good conscience, I couldn't vote against this.”

“Any discussion? Once again, those P&Z people are pretty smart. They've looked at this, and I support it. All right.”

“I don't think we've ever updated these. They needed to be updated. We would like to have guidelines. Nobody wants to go against what the rules should be. And having them written down and us all understanding it is a big help. Everyone agreed in the club?”

  12. Play at 43:18
“It's a very positive step for the city of Shenandoah. Getting a closer relationship, which this brings us a lot closer than we've ever been with CISD, with the superintendent, the new superintendent that really appears to like and support the city of Shenandoah. This is a really positive step. I think it's just... like a small step. I'm hoping that next year we will even expand this contract to be even much more of a promotional thing for our city. It's really good for the city.”

“Good. So you're going to have a real big, beautiful tank that everyone can see for 20 miles away that says, Tamina, welcome to Tamina.”

  16. Play at 59:07
“Good work. Speaking of good work, I'd like to commend the staff for tightening up your expenses, especially the police department. You really tightened expenses a lot to... to accomplish what we need to do but still not cut to the bone to where it hurts the city and the department. But all departments did do that. All departments took a fine-tooth comb through the budgets to hold expenses down and is very much appreciated by the city. What's important about that is that we're able to do it and still be able to give the premium services that Shenandoah is known for. We're a premium city. We do…”

“My own. My only question, did you utilize zero-based budgeting, or did you use prior year's budget and just build on top of that and assume everything's going to happen that happened prior year without looking at cutting as much as you can?”

    City Council · Aug 5, 2026

  18. Play at 17:41
“If I have a department, I would think to me, we've laid out all the expenses I had this year. I can say, do I have to have all of this, do I have to spend all of that again next year, or can I trim this, can I trim that, and go line by line and trim as much as I can, especially if we've been coming under it traditionally?”

    City Council · Aug 5, 2026

  19. Play at 18:48
“decreased what increased stuff like that so each department had had to come forth and say this is what I busted for travel and entertainment last year I'm cutting as much as I can to save the city in these areas so my new budget for travel and entertainment next year will be this amount did every department do that”

    City Council · Aug 5, 2026

  20. Play at 20:00
“I think that's what that's not zero based budgeting. Yeah, I think it needs to be more specific if I'm going to send this this this person to entry-level training program Next year I'm not going to have that person do the same thing because he's already trained So I can cut that for to that particular training program out next year it would be better to go by department and by person and make each of those lines a Determination for each line trying to save as much as you can cutting as much an example is the the money that we spend for the city for events of Going through I know Charlie is…”

    City Council · Aug 5, 2026

  21. Play at 21:10
“Civic Club. And it would be nice if every department had that attitude and looked at it and said, what can I do to save? Because we don't want to take taxes up if we can help it. And if we have to, take it up as little as we can possibly take.”

    City Council · Aug 5, 2026

  22. Play at 31:54
“Just the salaries general ledger, I mean account We had to be a whole lot last year because we had the police parity but that wouldn't afford to not for admin So”

    City Council · Aug 5, 2026

  23. Play at 43:44
“I do too. And I just want to make sure that we're going line by line. I'm not trying to pick anybody apart. And the things that we can control that we could say, look, I can cut here and I can cut here. I'm going to cut to the bone if I can until it hurts the city. And then that's how much I would budget. On areas like gas and things that are totally uncontrollable, yeah, you've got to take a swag. but the ones that we can control to cut it as much as we can. And there are several items, I think, that every one of those lines have to be looked at by each department head and reviewed by SAM.”
