“Okay, and this, the, the, The easement's been in place before the houses were there. Is that true?”

“So I'd like to, I guess, offer the homeowners reassurances that you're going to work with them as much as you possibly can. Absolutely. Yeah. Are you going to go beyond that easement at all? I mean, if you need a backhoe or what, I mean, during this process, are you going to have to go beyond that easement with getting equipment in there?”

“But you can't go on their property beyond the easement.”

“Right. Okay. All right. Well, all right. So I sympathize.”

“But I really feel sorry. I want you to be able to work with the people. And I know you can't give all the assurances that they want to hear today. And unfortunately, the easement's been there for a while. So I'd like to hear from you that you're going to work with them as much as you possibly can, keep them informed as much as you possibly can during the process, so that they and you yourself could come out there and meet and talk with them during the, you know, as things are going to progress. And, you know, legally, you've got to do what you've got to do. Absolutely.”

“Okay. Uh, so, so I can call you. Um, anyway, I sympathize with the neighbors and, and, uh, having this, this is intrusive. It's on their property, it's on their land, it's where their kids and families. I'll congregate, and I sympathize, but that easement's been there. So I don't see a legitimate legal reason to support the appeal. So I'll make a motion to support staff's recommendation and move to deny the appeal and request that the Buena Sanitation District engage with the people affected and keep them notified throughout the process. So there's a motion to... Deny the appeal.”

“Yeah, sure. Okay, no, that's fine. From the Water Authority, again, the last meeting we executed a long-term agreement to sell the city of Burbank excess water. Believe it or not, we got excess water in San Diego County primarily because you have to order it like 10 years out, and we actually ordered more than our citizens are actually using because of the cutbacks and everything else and landscaping. So we're doing a great job. But unfortunately, we've got this excess water that we are responsible for that we still have to pay for. So the city of Burbank is going to be taking some of that…”

“Whatever works. Okay. Well, good morning, everyone. Supervisor Jim Desmond here, and I have the honor to proclaim the Hope on the Hard Road proclamation here today. So good morning, everyone. It's my honor to recognize Eric and Kristen Freund. They're co-founders of Hope on the Hard Road Incorporated. So thank you for being here today for this tremendous difference that your organization makes, not only just in the lives of children that have special needs, but with the families who care for them. Since its founding in 2019, Hope on the Hard Road has been guided by a powerful message.…”

“Thank you, Madam Chair. Appreciate it. Ultimately, I would like to see Mexico stand up and finally fix the source of this issue. I think we all would. And we've been waiting decades for that to happen. And unfortunately, it hasn't. But I agree we should do anything we can here within reason to provide relief for San Diegans and San Diego County. This is Mexico's fault. And if anything, a treatment plant should be built on their side of the border, not on our side of the border. We've already built one to the tune of $650 million, and that's just the cost of it. The operating costs are a…”

“Thank you. Sheriff, I want to say thank you and to all the deputy sheriffs as well for a job well done. Like Joel had mentioned, we're seeing better trends in a lot of different areas. So you gave out 600 iPads in one of the facilities? Is that it?”

“Oh, okay. And you plan on, was this like a pilot program at one facility? You're going to try to do that throughout, I guess, for every jail that we have?”

“Well, good. I was just on the phone with my provider the other day. But I wanted to say thank you very much, and I know you need resources, and these jails are not cheap, and I know the Vista Jail is very expensive, you know, high on the list, but it's going to take a lot of money to redo that. And they're way overdue, but I'd appreciate all, you know, you're doing the best you can with what you got. Thanks.”

“Thank you, Madam Chair. And Supervisor Anderson, you bring up a good point here about, I do remember at LAFCO we had a similar, I don't know if it was the same one you were talking about, but You know, here, even if we have a majority, it still takes three votes to pass something. Even if the majority is here, I understand that we don't just, if three people show up, two people can't make a decision. So this is kind of going to that minimum. And quite possibly, I don't know if you'd... except a friendly, well, I guess there's already been a motion, well, not yet, but if we made the minimum…”

“But I don't know if that would be something you'd consider or something that you might, at least that'd be a little bit more of a bar that has to be met other than the bottom that it's at now as being proposed. Sure, I'll make a motion that we go ahead and pass item six. It's your item. Or no, you pulled it. Item six, but allow that the minimum number of votes to pass an affirmative would require five votes.”
Board of Supervisors · Sep 1, 2026

“I guess I just want to clarify with the statement I made earlier. Andrew, do we have to have, we have to have three votes to pass something in the affirmative here at this board? Yes, charter requires three affirmative votes for any actions. We have that, yes. So we have to have three votes. You can't, if you have three people show up, you can't have two votes and it passes. So I guess that's kind of the rationale I was using for this one. Well, I guess one of the things we could do is, from CLRB, if we've got a vacant seat, we've got to know about it right away and hopefully fill those…”
