    “Isn't that the same issue that we saw with the... the board in various instances getting sued or the county getting sued because they were not applying the same standards and using arbitrary standards to deny certain approvals. And I just think we're setting ourselves up, particularly for people that have already articulated they don't want to be a part of this, to have to go through that process on their property.”
