“And representing the city of Wichita at that time, I think we had a vision that we didn't want to compete with the city to the north or the south of us. We felt like if someone was doing an economic development thing, it benefited the whole region. So we wanted to ensure that whether you were going to Bel Air, you were going to Wichita, you were going to Hayesville, We weren't saying, hey, it's better to come here or there. There was more consistency over it.”
