“Thank you. Next on our agenda is pledges of allegiance to the United States and Texas. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty We will now do our citizen comment. City Council will hear citizens' comments. at regular meetings, work sessions, and workshops. There is a process to sign up. If you are online, when it's almost your turn, there's gonna be a pop-up question on your screen and you must respond to that in order to speak and turn on your video when it's your turn to talk.…”

“Our next speaker is Henry Hoganson. Is Henry Hoganson here? Sam Young.”

“Circling back, did Ashley Wilson get here? Ashley Wilson was signed up to speak. Henry Hoganson? Okay, that concludes our citizen comment time period, and we are now to presentations. Item one.”

“Yes, ma'am. I have a few. When you say resident write-off, define resident for me, please, as gonna be defined here.”

    City Council · Sep 1, 2026

  15. Play at 33:07
“Okay, let me ask it differently. Are we saying it has to be a City of San Marcos corporate city limits resident? Yes, ma'am, and less. Not just a San Marcos address, because many, many people don't know if they live inside the corporate city limits or not. They know they have a San Marcos address.”

    City Council · Sep 1, 2026

  16. Play at 33:33
“And that's part of it. And then what about this agreement that we've got with shirts? We've got this agreement with them. So does that make them residents? And how much are they paying us?”

    City Council · Sep 1, 2026

  17. Play at 34:12
“So just because we have a contract, we're not gonna consider them residents? That is absolutely up to you, ma'am. Okay, and then my next question is, I'm just calling it travelers, because I don't think somebody who needs EMS services is scheduling that, they didn't plan to be in a car accident when they were traveling through San Marcos or whatever else might happen. So what are we talking about with travelers? Because if we're talking about a resident write-off, I'm trying to figure out who that is.”

    City Council · Sep 1, 2026

  18. Play at 35:11
“OK. So those are some of my questions. Apologies for not putting that on the message board so you had more of a notice. When do we define those?”

    City Council · Sep 1, 2026

  19. Play at 35:41
“Okay, another question is if something happens to me and I get a bill, what am I going to see on that bill?”

    City Council · Sep 1, 2026

  20. Play at 36:01
“So I won't see a bill until it's been run through whatever. All of your insurance, yes, ma'am. Because y'all are going to ask that. Hopefully I or someone can answer that question as to what insurance I have, et cetera.”

    City Council · Sep 1, 2026

  21. Play at 36:35
“So I'll see the gross bill. Yes, ma'am. I'll see whatever some agency has paid.”

    City Council · Sep 1, 2026

  22. Play at 37:06
“So that resident write-off is not going to be on the bill that I received? that's negotiable and a policy decision that we'll need to make. Okay, because I know some people, my dad, for example, is gonna pay what the bill says. And that would have been more than what would be required. But he wouldn't have asked. He would have said, you know, I use the service. This is what they tell me it's worth. And would have busted his butt to pay it. So that's what I'm concerned about is people who can have options that will pay part of that bill for them. How and when do they know that?”

    City Council · Sep 1, 2026

  23. Play at 38:39
“Okay. I'll see what others have to ask, but it sounds like there's still some stuff that we need to get figured out.”

    City Council · Sep 1, 2026

  24. Play at 39:15
“But it's not going to tell them, unless you know the address. Exactly. That's my concern, is any of those IDs would not. Did you have anything else?”

    City Council · Sep 1, 2026

  25. Play at 40:11
“But for the paid parking and for access to the parks, that wasn't costing us other than, I mean, we had to have people there anyway. In this particular case with EMS, that could well be costing us because what we're paying into the system is coming from our taxpayers' dollars. Correct. And those other folks are not paying into that system. So that's where I'm in a bit of a quandary as to how we're going to approach that.”
