  2. Yes, thank you. So if we already set aside funds for a consultant for the settlement engagement process, what would be the hindrance?

  3. Okay, so it's about capacity that we don't have.

  4. Yeah, because that's where I get I get the reassignment. Yeah, I get confused when we have the option. But if we can't do it, why is there an option if it's not feasible? And so what I'm trying to understand is that if we don't have the capacity now, when will we have the capacity to proceed with the limited fund in community engagement, because this is something that I thought that was supposed to happen. And we were supposed to have some sort of like results from this by the end of the year.

  5. Okay, thank you. So the so basically option C, city staff are unable to do this concurrently to all the other obligations.

  6. Okay. Not successfully. So I'm almost convinced with Council Member Zepeda when he said we need an option D because you basically said that option A and B needs to happen before we can even get into C. It's a recommendation if Council thinks that that is what is necessary. Okay. All right. Thank you. That's all.

  7. Can I make a friendly amendment to that, if you'll accept? That we pause the city council directed plans and bring that back to the council separately so we could work on the prioritization of that because it's been expressed that capacity is what's holding up staff from assisting in this process. So agreeing to the process but putting a pause.

  8. Okay, so I'll clarify. Not stopping the work on the things that are in process, but the things that the 32 something that was mentioned, that we don't move forward on those things until we work out what the prioritization is, the list. That would be really helpful.

  9. I just want to ask the city attorney, does passing this moratorium with the context of needing to have a current and immediate threat, does that open the city up to litigation, future litigation?

  10. Because you need six votes here to to to enact it because it goes into effect immediately right so I would want to know that if we vote yes on this that we're not exposing the city there's there's always going to be exposure well known exposure like so have we established I think I'm asking have we established the current and immediate threat that would that would be an exemption to meeting the the penal or the code that you mentioned

  16. Yeah. So we have speakers before. Can we make a motion or do we have the speakers come?

  17. Because I'm just thinking that I'm agreeing with Councilmember Bonner. I think the ability to have a diversity on the ad hoc committee is so important. And with refusal, it's showing like a lack of, collaboration, a lack of leadership when you refuse to have a different perspective. I just think that it's, I mean, I just want us to go on this break and really just reconsider some things because it seems like every week or every council meeting we come here, it's a battle, it's a war zone. It's us against them. And it's so frustrating and so disheartening that that's the representation that…

  18. Yes, thank you for bringing this item forward and for all the hard work that's gone into it. It has gone through a few iterations and so I'm really pleased to see what has come. I was excited to hear when the county did approve this ordinance and I think that mirroring the language and all the necessary modifications in order to inherit their support with the enforcement component because that was the holdup in Richmond. It was that we didn't have any enforcement so it just sat there. And this isn't anything that adults brought to the city council. These are young high school students who are…

  19. Even with Cinco de Mayo, which is one of our largest, largest events, like thousands and thousands of people come from everywhere for Cinco de Mayo, the Cicla Via event still, even with the numbers that you presented tonight, still exceeds that event. I don't know what the... anticipated turnout for a Ciclovia event would be, but I know Cinco de Mayo is huge, double stage, blocks and blocks, and it seems like the numbers given tonight still, the Ciclovia exceeds our Cinco de Mayo event. So to me, that raises an eyebrow with, actually exceeds both of our largest events, Juneteenth and Cinco de…

  20. So I think more so what I'm trying to get at, because I know we talked about, I think I remember during the presentation as well, but I know before it was like three hours before or three hours after, and those were going to be like where the cost was starting to rise because we would have to pay for like all of this additional staffing costs. whether we did it before or after, what I'm saying is during the event, could there be a designated area where Cikla Via activities can take place so we're not trying to find money for an event that is piggybacking off of an existing event.

  21. No, I agree. I think I'm just asking, is there a cost associated with having a designated area within a current event for the Seek Libya activities?

  22. From the boarder. Yes. Clarifying question. I just want to know how much would that cost with what is being proposed?

  23. So that's what I want to understand. Are we voting for the... this to come back with those alternatives, or are we, because I feel like there's, if we vote yes, there's cost associated with it, and you all have reiterated that we don't have the money, so I'm just trying to understand what I'm voting on before I say yes or no.
