“I actually thought about this too because I was well first of all I had the question the bottom of that page 97 and going to the top it says larger annexations will be generally preferable because of service efficiencies and to keep neighborhoods and communities intact and in my head I went to the scenario that we've just been discussing and thought should we have language that says something like annexations that address adding unannexed areas within annexed areas should be also prioritized. Because I don't know what you mean by large. Larger, does that mean like five acres, 10 acres, 20…”

“I had one more question. I just want to understand this because this is new for me. So when they do petition, they are going to be compensated at 60% of the property value?”

“Please. I have a couple. One is on the descriptive part. This is page 44 when it talks about limiting adverse impacts. It says the city has adopted engineering standards that are consistent with the 1992 Puget Sound water quality manual. And I just wondered, that sounds like a long time ago, and I wondered if there's anything more recent that updates that that should be looked at and included, because we keep learning more and more, I guess, is what my big thought is, and I would like us to be up to date.”

“Okay. sustainability which is on page 47 um it talks about city incorporating environmentally friendly green building principles practices into design and the operation of city facilities city funded projects and infrastructure to the fullest extent possible i wondered if we could just make that a full end stop and possibly remove the other part because when you say consistent with wise management of scarce public financial resources it immediately gives us and out, and I think that's one of the things we need to start to be very firm on. We want this to happen, and we don't need to keep…”

“I just want to also welcome our new commissioner tonight. And again, appreciate state appreciation for the members of the public that continue to come and let us know what you're thinking and what you want from our community and really appreciate hearing what you have to say. And I also am very grateful for the city staff for all the work you do to make our jobs easy. Thank you.”

“I had a couple things. In the section, page 25, under travel demand and trip reduction, I'm not sure if it, It belongs here or not, but there were kind of specific areas identified as, you know, future development in the Cardi Road, South Hillhurst Road should incorporate safe and direct bike lanes and stuff. And there wasn't a mention that I saw in this document about bike lanes on Pioneer. And I just wondered if that was something that would be appropriate to include in some place, because that seems like one major artery that a lot of us like to use for either walking running or biking,…”

“Well, as someone who has had so many trucks of rocks going past my house and taking out the dirt, yes, love that. It actually made me think, and I don't know that it fits in here, but one of my pet peeves has to do with when the city has new areas of plantings like in a center strip and they're using rock, because rock holds heat, It does not reduce the heat in the area. And if we were planting shrubs or more native plants, which is outlined in this, in those areas instead, and having them grow over and cover instead of using rocks so often, I think it could be helpful. Not sure if it's in…”

“And just a little below that, policy 9.5.5, prioritize distribution of educational materials. I just felt like that sounds a little antiquated in these days of like I pictured flyers and booklets, and I think the most effective is social media campaigns for really getting this sort of message to people. So if that's appropriate, it seems like that could be added in there, not to take out the educational materials we should educate, but maybe the social media aspect of that. I feel like that's more the way people learn about things.”

“I just want to say to the many people that showed up tonight that we're listening. We appreciate the turnout. We appreciate your thoughtful comments. You're clearly digging deep and finding facts and information that need to be considered. It's unclear to me as a planning commission person how much direct involvement we will have I've not really I don't know for sure but I certainly live in this community the same way most of you do I walk at the refuge with my dog I love it down there I moved here I see the beauty I'm a native plant enthusiast I work hard in my personal time to protect the…”

“I have a comment question about, and I guess it fits under goal 5.6, which has to do with supporting small businesses. I feel like the overall tone and emphasis on the economic development is very... you know, towards the mixed-use job centers and the large employers and high-wage sectors and stuff. And I think about down the street from me, which is currently not annexed in the city but eventually would be, there's a two-acre, three-acre small farm. And I wonder if we don't need a policy that helps us to kind of retain some of our history, our agricultural values and historical economy to…”

“I had one thing, and I think it's in this section. I think it was just overall, and I can't point to a specific policy, but I'll just say in general what I was concerned about. I just noticed between this section on stormwater and public facilities, I guess, and economic development, that there seemed to be a contradiction between trying to, on the one hand, support and fast-track development and on the other trying to protect our ground waters and stuff and one example of that was there was the one of the goals somewhere which I'm sorry I thought I had it noted but I can't find it right now…”

“Actually, just to go back to Steven's point about the green roofs, I did think that naturally that green roof emphasis definitely helps with that more than say removing impermeable surfaces, because then you're actually doing something that helps to, you know, have plant life that can filter the water. Thank you.”

“Well, while we're on questions about parks, I also was curious about Flume Creek Conservation Area. which is listed, I guess, as a, I was curious why it's on here, because it's owned by Clark County, but I'm guessing it's within Ridgefield, somehow, not maybe within, anyway, it's a sizable amount of acres, 150 acres, I just don't know where it is, and the significance of, yeah.”

“So that means like, in other words, eventually it could become a, a park that the city would have or own or just?”

“Um, yeah, I also want to just say thank you so much for, um, to city staff, to Claire and, and all the work with you to make, um, it easy for those of us are nudist work to understand what's going on in the work that's behind what's the planning and, um, making our, you know, listening carefully and taking notes and noticing that we have contributions and really, really appreciate that. Also really grateful to the public for coming down and sharing their views. And I live in a neighborhood, I've lived in Ridgefield for about 20 years and I live in a neighborhood that has vastly changed in the…”
