“Thank you for the presentation. OK, so I'm curious, did you do a impact study on the economic effect it would have on downtown businesses at all?”

“OK, thank you for that answer. OK, so. We're familiar with Pagosa Springs doing their project. Now they had a lot of state funding because that was kind of pushed upon them. What's the possibility for state funding on downtown Main Street? And have we looked at what kind of funding opportunities besides raising our property taxes? Sure.”

“Well, I'd like to thank you for setting forth the plans and coming up with some cost estimates because when I first came to council, this was like a real big unfunded mandate, which it still is. And if there's options of not passing the cost down to all taxpayers and maybe just taxing the businesses who benefit from the new drains and all that, that would be something I would be in favor of. Because I don't want to raise the cost for all residents of Durango to pay for improvements downtown. And this gives me a more clear estimate of what is included in this project and the scope of it.…”

“Thank you, Mayor. OK, so you know on this page it says what Council needs to decide now versus later. You know, I was wondering if we could have a third option that is just a recommendation of what our residents can do without forcing a rate increase on them. Yeah. Because that would be my preference not to try to increase what they're already paying monthly and maybe give them some guidance in how to do composting.”

“That would be excellent if we just, you know, Make that an option on this page and I would feel good about that. You know we we all need to think about. Sustainability of the Earth, but the same time we gotta think about the fact that the cost of living here in Durango has increased a whole lot. So yeah.”

“Well, thank you. I really appreciate it because, you know, having gone to business school like you guys do, you know, the fact of continuous improvement and then making the product better is what it's all about. So thank you for all your efforts at that. I really do appreciate it. Thank you.”

“Yeah, thanks. OK, so I'm curious. So do you think our ridership has increased the last few years because the routes are well established and that bus stops are more convenient?”

“Yeah, well, thank you guys. I really do appreciate the. The effort to put it together in a pamphlet because. We're not business adverse. I did go to business school and I've been a business owner in my past, so I really appreciate the tools put together to help other businesses get started because there are a lot of hoops you have to jump through to get a successful business going in Durango and plus the seasonality and the tourism and we're a service economy, so there's a lot that goes into it. So thank you very much, Tommy, for helping this issue because I know you have a lot of knowledge…”

“Thank you, Mayor. Okay, so I did have my office hours on the 15th. And a couple of the topics that came up was, of course, parking. So I got a lot of input on that and what we should do. And then, well, I can't remember. Oh, just general activities at the rec center because I held my office hours at the rec center to see if I could draw in a different dynamic there. And so we got a lot of people also coming by just talking about how they enjoy the rec center. And, you know, we don't see city council. And it's like, well, I'm here. So I thought that was a good change of pace. But there was all…”

“Thank you, Mayor. Okay, so on the Water Construction Fund, it says $70,768 for project management fees. Are you hiring an outside contractor to do the management, or who's doing the management for that?”

“You know, I'm a firm believer in leaving it up to the people who are in charge of selecting the committees and pairing them with the counselors and the times and the applicants to meet because it's very hard to get to these appointments sometimes. I think they're very equitable in how they make the assignments and who they put on these teams. Now I have heard a counselor COSO say before that these two teams, the FAB and the Community Development Commission, that there's some kind of higher up than the other teams on the, or the committees on the With city council. No, I do feel like all these…”

“Alrighty, so let me think. Oh, on June 22nd, 23rd and 24th, I went to the Colorado Municipal League Conference up in Westminster, California. So I had the opportunity to network with quite a few people. It was a real fulfilling conference because I also attended the board meeting where we elected Jose to be on the municipal board. So that was a real thrill. I got to vote for him. And then I didn't realize that Bryce and Luke were going to do a presentation at one of the workshops I was attending. And so the name of their workshop was Relationships Must Be Built Before the Crisis. So there was…”

“All righty. I do think level two is the correct level of penalty. And when I read this aggravating factors, it says deliberate noncompliance. And this is what I see as a pattern is that for what, nine months he's been not able to come up with a license or fill out the applications. You know, to me, that is, you know, deliberate noncompliance. And 14 days, that would give him a good amount of time to try to see if he is able to fulfill any of the requirements of getting a license.”

“You know, I am supportive of the business community. In my past, I have been a business owner, and I've always done my licensing, my insurance, all that stuff. It's just part of being a business owner. It's like nothing special. You just do it because you have to do it. You know, it's kind of a plug and chug. But, you know, with this deliberate noncompliance, level two penalty phase is the correct penalty phase.”

“All righty, these questions are for Scott. And thank you for doing the presentation. It was very nice. I just have two questions. Now, are we certain where the water line goes and we're not going to have any problem with an exterior boundary of the Ute reservation? Good question. Do you guarantee that?”
