“Lisa, I thought this was really interesting. when I was looking at this graph and the major event issues. And you could see where, when COVID hit, that dip was not as dramatic as I thought it was gonna be. And then the way we bounced back from that, it just, it did, it saved the day, but it was the fact that we recovered so quickly. And that, to me, and look at Harvey. When Harvey came through, how quickly we recovered from that. And it just, in my mind, reinforces the fact that, yes, we absolutely have to have a reserve. That is a good business practice. I think we just probably can back off…”

“But that's fine. But now we're in a situation today where we had to raise taxes last year. We're looking at what our needs are going to be for the future. If we free up some of that for the future and classify it the way the council thinks it should be, whether it be you know, committed to certain funding-type activities. I'm not suggesting that we just unclassify it and leave it there, but maybe some of that could go into available cash for the future. At any rate, I personally feel like 90 days is a pretty good number.”

“Well, I'd like to propose that we revise our reserve policy and that we ask our city administrator to make a recommendation to the council on the number of days. Have his input on here as well.”

“Well, sure, I gotta jump in here. As you all know, I sat on his side of the bench when it came to public administration, and all my organizations did this. This is actually fun to go through. For a council to go through a strategic planning session with staff, you get together, you do a retreat, you spend time. Establishing what your vision is, what your mission's gonna be. You identify those things, you set goals. Usually, I've seen, I think anywhere from six to eight major goals will evolve. They'll come out of this conversation. Goals about staff, goals about public works, goals about…”

“You have a comprehensive plan. Comprehensive 10-year plan, yeah. There's a big vision required by a statute, basically. The state's required. How are you going to deal with these major projects? Mobility, all that kind of stuff. This is how you're going to operate.”

“And Joe and everybody in here, there's a couple of places you can go. go to the Woodlands Township. Look at their strategic plan. You'll get it immediately. You'll understand it. Or go to Just just let me there's a couple of other towns up in the Dallas area that have some really good ones, too I can send the council some examples of links to cities that have strategic plans you can get an idea what we're looking at”

“Right. So I think we'll have that conversation in our next board meeting. I suspect that you'll have a consensus from that group as well. So you might as well go ahead and move forward.”

“Chief, isn't Conroe's 20% jump? That's really because they didn't do anything last year.”

  11. Play at 2:41:45
“You made a good point there. We have a responsibility to the citizens I think what's important to understand that we have a responsibility to the citizens and that responsibility is to make sure that we have the absolute best that we can deliver in the way of services.”

“I always think about that. What's the best benefit for the resident? I want them to have the best officers out there. I want them to have the best public works people out there. We were really in a good position, if I recall, until external forces changed that dynamic. Isn't that right? Correct. Did it start with the DPS?”

“Ask this question. You might be very right about that, but I'm not. Sure. Okay? So you have to help me understand that. Yeah. But Sam isn't it possible or is it possible that we could? Allocate out of the because we make the change In that 90 days versus 180 days that we have freed up some resources that we use a pot since we established policy here Financial fiscal policy can we not allocate some of that? to the police department to cover some of this expense and keep from raising the taxes and”

“But we need a gap period here. We can cover these expenses, not raise taxes and get out there and do what we need to do to generate more revenue for the city. And we're having some discussions about how we can do that. I'm just, I'm looking for a period. Give us a year to work through this.”

  20. Play at 3:28:00
“I would propose that you put the money in the budget. It's not a commitment to sign a contract or buy anything, but you have at least covered the cost by putting it in the budget now. And let them do some more work, research, termination, sell us on the concepts if the council's feeling going in that direction.”

    City Council · Aug 5, 2026

  22. Play at 3:31:51
“Even when even when it jams up on Holly Hill, I've sat up in that parking lot just to watch the reaction of people when I hit that speed sign. And you can see those brakes, the people hit. It is causing people to react and slow them down. I don't speed in the neighborhood, and I slam on brakes, too, like, oh, no.”

  23. Play at 3:44:53
“I think we should do it. I'm just going to cut it short and say it. I support that. Anything that's going to help you make you do your job better. And you don't have to hire an employee to do it.”
