“Well, yeah. So one, um, so the truck for buildings and grounds, which is in need of being replaced, like desperately. Um, and then one, the two others I'm doing mini bids for, um, hybrids, um, One would be a small to midsize SUV hybrid that would be for the code enforcement. And the other is for a hatchback sedan, small sedan type for a general town use that could be shared among departments. And I'm requesting financing from the dealers If we do it like that and we are paying monthly payments, we can keep it. It's not considered a capital expense. We can keep it in the vehicle budget…”
“So I'll make the motion that the town board authorizes the town supervisor to solicit bids on the New York state vehicle purchase portal for four vehicles as presented to the town board in form A of the mini bid process, which is incorporated into this resolution, a replacement truck for buildings and grounds, a vehicle for code enforcement office, a multi-use town vehicle, and a truck to replace the recently totaled highway truck, which will be paid for in part by insurance recovery funds. Any discussion? All in favor? Aye. Opposed? Abstain? Motion carries.”
“I think it's standard at, what is it? 12 years? I can't remember. There's like a standard use of life, right? I don't have the chart. I have a chart. I don't have it in front of me. Okay. We can lease vehicles, but I just feel like that's for the type of form.”
“Right. I think it's either. I can't. It's more than five. Certainly more than five. So in front of you, I have the law to override the tax cap. What is in front of the board. There is one change from Mary Lou. That is one word. Section three to delete the word as Um,”
“Sorry, should we amend that to say local law F? Yes.”
“Okay, i'm all in favor aye opposed abstain motion carries, so I have a brief executive session that oh oh. Actually, Mary Lou, I was going to request that the board authorized me to submit a grant application, but I haven't finished the budget. Should I am I supposed to have the total that I'm applying for.”
“Do you have an idea? It's not going to be that.”
“It's a 50% matching grant. So this grant that I'm requesting is the... I shared it with the board. I'm going to pull it up so I don't get the name wrong. This is a grant available from the DEC annually to cover... recycling and recycling education expenditures. The reason why I really want to apply for this is because given we have our budget constraints, this grant will pay for 50% of the wages of a recycling coordinator. Which coordinator? Yes, you have to apply every year, but a lot of places get this grant every year, and it's just funding that person's salary. So it could be one year,…”
“No, that employee would change civil service titles.”
“And I will be putting that in as a full-time position just so that if... We decide we want that to be full-time. It can be full-time, but if we want to keep it at 32 or, you know, we could do that too.”
“Yep. So let's do it. I'll make a motion. Oh, I emailed that to you. I emailed you guys that. I just didn't know anything.”
“Oh, okay. Maybe I just... It's just going to go... I'll make a motion that the town board authorizes the town supervisor to submit the municipal waste reduction and recycling education promotion planning and coordination project grant in an amount not to exceed $75,000. by October 30th, 2026. Second. Any discussion? All in favor? Aye. Opposed? Abstain? Motion carries. And now we have a brief executive session followed by audit of the bills and then we'll do that abstract 10 resolution and that'll be it. So I'll make a motion that the town board mary lou do you have any updates on any of our…”
“Okay. Good evening. I'd like to call the town of Rochester Town Board October 14th, 2026 special budget meeting to order. If you could all join me in being very fledged to the floor. to the flag of the United States of America and to the Republic for which it stands, one nation, indivisible, with liberty and justice for all. We'll be taking minutes tonight, so I will do the roll call. Councilwoman Sinseth? Here. Councilman Coleman?”
“And Supervisor Inouye is here. So first item, acceptance of the agenda. The agenda that I have in front of the board has a couple amendments I needed to add. So I'll make a motion. that the board accepts the agenda as prepared by the town supervisor with the following amendments, authorizing the renewal of the Anthem Vision insurance, authorizing a grant application submission, and adding an executive session to discuss matters related to a potential litigation.”
“Any discussion? All in favor? Aye. Opposed abstain, motion carries. So I made that motion, sorry. Okay. So first up we, the main purpose of this meeting is budget discussions. So we have three departments that are on our docket tonight. The highway department at 6.30, 7.30, we're seeing the recreation department. 8.30, we are seeing town justice court. If we end any of those discussions early, I think we should just continue with the agenda. We can either continue with the agenda or talk more budget stuff that doesn't have anything to do with the departments, but we'll fill the space so that…”
“I'm sorry, the remote? There's snacks on that side.”
“I think we might just need to go with audio to make. It's very distracting, and we have work to do.”
“So if everyone could be sure to speak HAB-Juliette Boone, As clearly and loudly as you can, so that we can capture especially board members that will capture the discussion. HAB-Juliette Boone, Our microphone is above me okay so highway department, thank you for joining us. HAB-Juliette Boone, And we usually start by talking about revenues. HAB-Juliette Boone, and what we have in front of us, if you're on page 57, or if you have the detail there, Jared, the purple text was the, oh, I'm so embarrassed. I left those as saying 2026. They should all say 2007. The purple are the department…”
“Yes. Yep. So for insurance, I... projected, um, an increase over what we paid, what we actually paid. So we don't actually, we never know what our insurance is actually going to be until December. Um, but I factor in a three to 8% increase depending on the type of insurance. So I put that number in there. Um, if we go to 5010.4 administration, um, We have the, do you want to walk us through those lines, Jared and Jessica, for what those things cover? Or I'm happy to also.”
“It also just, It's kind of arbitrary also. It used the budget. I've started combining all of those, but these are also internal. All of these are internal. So we might as well think of it as those two combined. That's how I'm.”
“The tank. The actual program that we use. Yeah. The actual program for the fuel dispersion system. Yeah.”
“Where's that? This is administration. So this isn't.”
“We just got the bill for the bill for the fuel master just came in. Oh, nevermind.”
“Okay. For the professional services. So we are planning on spending what's in the budget this year. I'm getting quotes from civil engineering firms to do assessments on the bridges and what we thought is, I don't think 13,000 is enough to cover it. So we'll see what we can get done this year. And then we just plugged in 10,000 because I think that it's really important that we have some kind of engineering consultant team in there to either finish out the bridge analysis or just we're starting to think about some of those things. So I should have quotes before we adopt the budget so that we…”
“And we will be putting vehicles in capital.”
