“And I wanted to show that tonight we're approving releasing the mini bids for the vehicles. Oh, really? So that process takes about two weeks. It's the New York state contract. Great. So I put in for a small to midsize SUV.”
“The Code Enforcement Office has been dealing all summer. They dealt with like no air conditioning. And thank you for dealing with that.”
“Okay. So I'd like to invite up our planning board. lisa smith, that's on page 54. lisa smith, So many notes.”
“lisa smith, Will you walk us through this? lisa smith, I'm sorry. lisa smith, Will you walk us through this?”
“Did you factor in the planning board attorney?”
“How much administrative review time, not anything, nothing that's getting reimbursed by escrow, but how much time is going into the law line?”
“But that the day of church time was being covered by, so the applicant might end up just paying the same amount in the end.”
“I guess I was thinking the cost of the applicant might not actually go up that much in the model that you're suggesting for lot lines specifically, because they were paying 100 dollars plus 150. So, what we would do if it works out, it's going to be distributed more towards staff.”
“So how would you say that doing it that way would save administrative costs of managing the escrow expenditure with the public hearings?”
“Well, what I wanted to say is that the analysis of the expenditures compared to the cost was not meant to say that the planning board should be revenue generating because planning what the role that you play is a public service. So what you, a lot of what you do is for the public good. It is tied to the town comprehensive plan. So what you are doing is in service of the entire community. So when something is in service of the entire community, that is when it is funded by the general fund. But the parts of the application that are for the benefit of the applicant, which is the administrative…”
“And we had bumped up the budget for the town planner, but we're not even coming close to using that. And we've been using him for other things. So not every bill is for things that the planning board has requested. So I have been moving money out of that for this year. And I guess I just wanted to check in and see what you thought of what I put in.”
“Yeah, and we're on pace, even with generous projections, for that to be $12,000. So I put in 22 for the 2027 budget.”
“yeah and i think what i've projected gives us the ability to do some of the uh work with him on those areas of code that he's identified are creating bottlenecks for applicants and for the board and we would really like to smooth out a lot of those processes and make it easier for everyone”
“PB, Lupita D Montoya, Do you have any questions or comments for the board. We don't get to see you guys.”
“Thank you. Thank you. I know you worked really hard for the planning board. Thank you all. We'll return to the budget in a little bit. Right now we are at the public comment portion of our meeting. So we reserve time at each meeting, each regularly scheduled meeting for the public to address the board. The ground rules for this is that you address the board and not other members of the audience. There's no back and forth or debate or conversation. The board also does not respond to questions or comments made during this session. So if you are asking us questions and we're just looking at you,…”
“Yes. Okay. Hold on just a second. I'm going to reset my timer for you so that it doesn't go off. All right, go ahead.”
“Is there anyone else who would like to address the board tonight?”
“Anyone else? With that, I will close the public comment portion of the meeting. So now we have time, board member time. Do any, thank you again. Thank you. Board members have anything you would like to?”
“And we did submit that request to the county.”
“Just that we've taken the issue up and I will be tracking the progress. It is true that it takes a long time. It's not something that they take action on.”
“Okay. Do you want me to put my timer on for you? No, I don't.”
“Anything else? So we will move on to the discussion portion of our meeting. I also wanted to remind Jerry and the board that As of November 5th, there will be a spot on the agenda for Jerry to report to us so that he doesn't have to try to fit everything into that. So you'll have your own spot on the agenda. I just want to remind you that so that you can share any updates that you need to. Okay. I can still give you a time limit.”
“So we do have to audit the bills, but we haven't had a chance and we have a few agenda resolutions on the agenda, but I do think that we should spend some time going through the budget because we haven't. On Sunday, we have scheduled a special workshop meeting to work through the budget and get to the version that will be the preliminary budget. We will be scheduling the public hearing on the budget Sunday. On Sunday, I would like us to spend the first portion of our time talking about the wage schedule. Because the board had expressed some ambitious plans for what we wanted to do with the…”
“I feel like revenue should be Sunday also because a lot of any number that's not a department number is something that I put in and I will be potentially adjusting those department revenue numbers based on the building department and the planning board. So, okay. We start on page 36. And this is kind of your time, because I'm the one that put this together. So the first thing we have is town board salaries. I put in a 2% increase for the majority of the elected officials. We did a decrease of the highway superintendent. So that's what that, the tentative budget number is 2%. Thanks.”
“So once we, for the preliminary budget, you can't raise elected official salaries once we've sketched the publication. We are supposed to get computers for you guys this year.”
