“Okay. The soul, the use of the word soul on when we're talking about the primary funding source of organizations and how they're using the park tax, I don't like the word soul because it implies one, I would rather use primary, meaning that we would look at entities who are using the park tax as a primary source of funding and be a little bit more cautious there. Because I think every nonprofit can find a way to not have this be their sole source of funding. But I think there needs to be maybe a little bit more scrutiny than just one”

“You don't want... Yeah, like I think that the park tax is like a supplementary form of funding for these organizations, but it should not be the primary source of funding for any of them.”

“Yeah, I will just chime in my perspective. This is an opt-in tax. that the residents vote on to opt into, I think it's really, really important to have a committee of residents who give input on how it's spent. And so if we can maybe redesign the process without eliminating the resident input, I'd be open to that and maybe finding some middle ground. But this is something that if we want it to continue, we need to make sure that there's resident engagement throughout the whole process, in my opinion.”

“Run a bill file. Add some clarity up there. Get our legislators to just add in events or something. Because I think this was written for the zoo and the aquarium and those big things that depend on a lot of this. I don't think when the legislators wrote this that they were thinking about Chalk It Up. But I think there is value in a Chalk It Up event. So we have time over the next session to work with our reps to get an amendment passed. And then we could be able to put it into play next year, too.”

“What I'm saying is even a step further that all of these organizations should be working to survive with or without the tax so that if the tax were to ever go away, we don't lose these vital organizations in our community. And so if we create something that we're the sole source of funding for them and it's not renewed, that's going to be a difficult budget cycle for that next council. So I just want to incentivize them to diversify as much as possible.”

“You'd look at their revenues and look at the percent of total to determine who's the primary funder.”

“It's really for them, right? Because it's an opt-in tax that our residents vote on. and if they decide to opt out those organizations are at risk and i worry about that for them so the major minor or both all all of those organizations i'm worried so you just don't know right so if we change it to primary at this point i think it would”

“We just didn't follow it. We were new. It is policy.”

“I know. And so maybe we're just hashing out. Like at the end of the day, are we creating something that doesn't matter because the council can do whatever they want anyway, right? What is a guideline if we don't believe in it? Why would we pass it? Why would we have it? If we're going to have a guideline, we should follow something.”

“Can you work on maybe developing a different process? Like if we kept the committee, but the way in which the process happened changed, is that an option?”

“Yeah, but the way in which the process of, like, because I still think we could have applicants come to both, right? And that would meet that need.”

“Can you give me an example of a data breach? for in this context with the city? Would this be utility data that we host, or would this be employee data that we have?”

“I, Mr. Mayor, may I? Yes, please. I think I had talked to Dean about possible impact fees, being able to pay for this. Did you happen to ever find that out?”

“Okay. So some of the impact fees can be used to pay for this.”

“So from my opinion and perspective, that's the information I was waiting on. I wanted to know if we could use some of the impact fees to help pay for it. I'm supportive of it and just wanted more information on how to finance it. So anyway, that's where I stand.”

“And then I'd have a question about the plaza. What do you imagine being in the plaza? Is it like farmer's markets or things like that?”

“Mayor Mayer. I like the plan. I have some thoughts on it, maybe some suggestions, but I think the thing that concerns me the most is maybe timeline and order of operations, which buildings next and at what point are we doing it. I think that slide is in here. Can we talk through what your guys' vision was for that?”

“Could we contract with the county and use some of their space or a different city's space? Like, is there options of where we could temporarily house the court while we were doing it?”

“What does it look like for cities who don't have a justice court?”
City Council · Jul 28, 2026

“What does that kind of cost? What's it like versus having your own and not having your own? Do cities without a justice court save money?”
City Council · Jul 28, 2026

“Yeah, so maybe I should make a strong disclaimer. I am not advocating to eliminate staff or the Justice Court in any way, shape, or form. I'm asking questions to learn and understand.”

“And where I'm trying to get to is if we spend millions of dollars on a court, our residents are going to want to know why did you do that? And so I'm asking questions that I think a lot of residents would be asking. Why do we have one? Why don't we contract with the county? What's the value add? You know, all those things so that we can justify... spending millions on infrastructure and capital projects.”
