“Thank you, Mayor. I do want to thank our city staff, the budget office, and the finance team, and all the folks in the city manager's office. I've kind of asked a few of you, has this been the toughest budget year in your career here? Without reluctance, you all have said yes. And so I think we owe a lot to you. You've had to follow a lot of directional change from this council and you've gotten us so much information that we've asked so quickly to make our decisions hopefully easier. So thank you all for the hard work that you do and the work that goes unrecognized. Also want to thank the d4…”

“I got just some clarifying questions. Number one, do they have enough money to cover the officer's salary? And is it covering just the salary or is it covering all of the additional benefits and things that officers get as the full package of an employee? Because it's not just the base salary for any employee. There's a lot of additional money that goes into just the base salary.”

“And they would also be on the hook. in their individual budgets for the increases in pay that we all just well most of us just passed last week because there's a five percent increase in officer pay so is that they're gonna have to also pay for that next fiscal year”

“And if those specific officers that are hired, if they have to do overtime work, are the districts 9 and 10 going to also pay for the overtime work?”

“Okay, because it's not a static employee 9 to 5. So my concern is that obviously officers are going to have non-traditional hours and include overtime. So it's not going to be wholly paid for by their budgets. And unless they're going to make an amendment that they're on the hook for no matter what and they can decrease their staff or their offices as time goes on, that's one thing. But also I think what Eric's point is, is just that these officers will not be officially assigned to Northside. They will be added to the police force and the police chief will make a decision on staffing levels…”

“So is it the chief's opinion? Maybe he might need to come up here. Is it the chief's opinion that the North side substation needs, uh, two more officers over East, Central, South West patrol?”

“Well, I would hate for my colleagues to pay for officers that will serve our districts or something. So there's a lot of questions remaining on that. Thank you.”

“Thank you, Mayor. I just want to thank Maria and certainly the team from Sapola for getting together on the negotiating side. I think both parties went into it with good faith in each other and trying to work out a solution, and I think it accomplishes certainly our fiduciary concerns and things we were considering as an accountability as well as Growth and competitiveness for the police department that they were seeking. So I'm glad that the officers approved that And so I do look forward to approving it today and moving on and getting getting this done.”

“Go ahead Thank you mayor and thank you to everybody who came out here today to speak on this issue It's certainly a lot of community attention to this. So I think certainly Ending this tours before 2060 could be a very prudent decision considering our constraints and and the work that's already been done in the Midtown tours and So at this point I'd like I'd move to amend item 20 to require city staff To present a midtown tourist finance plan an updated extension ordinance that allows financing of current projects with appropriate financial buffers So that financing obligations are completed…”

“Yeah, let me restate the entire motion. Move to amend item 20 to require city staff to present a Midtown Turst finance plan, an updated extension ordinance that allows financing of current projects with appropriate financial buffers so that financing obligations are completed and the Midtown Turst can end before 2016.”

“Yes, so it's early. And it's yes to your two points because as the mayor pointed out during public comment, there is a substantial balance that it would be remain up to through 2060 that is not committed and so we want to make I want to make sure that that's pulled back as much as possible uh with the approval today so hopefully that's clarifying enough”

“but no amounts or included and definitely not one of the action items for today and Eric just a point of clarification all the different finance plans as you'll bring back will have to be voted on individually Yes, sir, and as we do projects just right and so if the council decided to turn down that plan that you all are gonna work on That could make it shorter It could make it the time difference if we wanted to vote down all of those projects to come back to us with the finance plans Obviously that would mean that the midtown tours could be yes and it's shorter.”

“Thank you, Mary. I just want to add real quick. I've heard a lot of the concerns that, of course, residents have brought up and my colleagues, including Councilman Speer. So I do want to ask Justina and Veronica that at either this upcoming PCDC meeting that we look at the cost of service item for TERS. They will look at the board makeup of TERS and possibly policy amendments based on the conversation. So there's a lot of work still to be done. Thank you.”

“I also want to give my kudos to you, Councilman, for your work. These projects like this don't happen overnight. They take diligence and intention over years to do. You've engaged the community. It's going to have an affordable housing project with the Housing Trust, which is awesome. And it's a world-class facility, and the folks there deserve nothing less. And I just really appreciate you for doing all this. And I hope that when that is finally open I can go to the ribbon-cutting and see that I think it's gonna be phenomenal and I hope that it will also be a base for New when we do new…”
