“Councilman Kelly. I just want to say congratulations, Judge Pratt. I know your work, right? And I know your work from, like Councilwoman said, the results out in the community. You know, me coming up as a teenager in the 90s, people would hate to have certain, you know, go in front of certain judges. And when your name come up, it's like, whew, at least I'm going to get a fair shot. and possibly a second chance. And I won't say any names, but you definitely gave a second chance to one of my family members. And I am forever grateful for that. Thank you, because he's thriving.”
“I'm sorry. I just want to know what, um, what additional, what justifies the additional $150,000? H H captain.”
“Like, which trees, which backlog will be attacked first? Like, do you have a list of which areas will be hit first? And if so, can we get that list? Because, you know, I've been up here for years talking about the trees, the trimming, the stumps, and all of those things in the West Ward. So... I would love to know so I can tell my constituents that finally a tree is being addressed. Finally, some trimming is about to happen. Do we have a list of which areas will be attacked first?”
“Council President, myself and Councilwoman Bay, we have decided to defer this and she'll be here tomorrow. Okay. Move her and a second to defer.”
“Well, I'm going to defer to Councilwoman Vey tomorrow, but I do have a quick question. I just wanted to know what things were in place when it comes to protecting the seniors with the elevators, with the return rights and all of those things?”
“HOW ARE YOU DOING, DEPUTY MAYOR? QUICK QUESTION. DOES ACCEPTANCE CREATE UNFUNDED OBLIGATION TO THE CITY IN ANY WAY?”
“SO IF WE ACCEPT, DOES THIS CREATE AN EXPENSE LIKE THAT IS UNFUNDED BY AND THE CITY HAS TO TAKE PART IN LIKE MAINTENANCE OR ANYTHING LIKE THAT? Does it become the city's obligation to anything that is not funded, that's unfunded? Do the city have to deal with the maintenance? Does the city have to deal with anything that's unfunded? Do it becomes our obligation?”
“So it becomes the city's obligation. Correct, sir.”
“How you doing, Director? I hear you saying that it's not open-ended, right? But with this $70,000 additional, do we have firm completion date? Do we have a confirmed completion date?”
“Thank you, Council President. I want to go back to 7R3B. When are the construction dates? And has there been any alternative access for disabilities and things of that nature? Do you know that? Like when are the construction dates?”
“And that's for the University Avenue improvements also, right?”
“COUNCIL PRESIDENT, I WANT TO ADD SOMEONE TO SORROW AND REGRET AS WELL. I WANT TO ADD PASTOR POLLARD'S SON, KEITH POLLARD, TO SORROW AND REGRET.”
“Yes. Just on the water and sewer issue, I just want to mention that there is a catch basin on Salem and South Orange Avenue that is not in place. I know that there's two orange cones by it but we have children walking up and down South Farm Javanu who don't really know what those orange cones really mean and people sometimes who are not paying attention and if somebody falls in this catch basin or step into this catch basin that is an enormous lawsuit on the city of Newark, New Jersey. So please let's address this Salem and South Farm Javanu CATCH BASIN IMMEDIATELY, LIKE ASAP. THANK YOU.”
“Thank you, Council President. I agree with some of the things that my council colleagues are saying. You know, being in the West Ward on South Mount Javener with two lanes is hard. It's tough. I guess my question, too, is sort of what Councilwoman Jackson said. When they start, if we give them an 8 o'clock start, does that change cover the physical work? Does it cover the setup time? Because if they get there at 7.30 and they're supposed to start at 8, they do start at 7.30. And she's right, too. My son has to be to school by 8. you know, 8.30, we can get them there. And it's just going up…”
“Thank you. Just for clarity for me, I know I reported, we have, I mean, it's illegal dumping all over the city. And in the West Ward last year, I had numerous illegal dumping sites and I reported a couple of them. We were able to catch one and it said it went to the task force. So I'm unclear, does the task force still exist?”
“Yeah. Just, yeah, please. I would ask the BA to, to let's just, you know, just like Councilman Ramos said, let's put some more resources toward that. Also what you were saying, corporate council about, about, The fines will be different for individuals to corporations. Sure. The question I have is, I won't put them on blast, but when we caught the person dumping, it was a neighborhood corner store. Wow. That was dumping. So here it is, our residents, you know, they go and patronize this store every day and they're dumping in our city. What type of fine would they fall under? That would be the…”
“And what about the, as a lot of people in the audience usually say, the LLC boys.”
“Right, it is. It doesn't limit liability, but yes. Another thing I want to say thank you to Councilman Ramos in what his special improvement district bid did over there in the North Ward because- um the special improvement district in the west ward pwi in my office we will be following suit of what you did councilman ramos and we will be putting up cameras in our hot zones as well um and and i have to say it was needed but it was inspired to see how um councilman ramos did it so we will be also be doing it in the west ward okay”
“Thank you, Council President. How you doing? Officer Murphy, excuse me, Manager Murphy. My question is a two part question. It's about what happens when First of all, let me, let me take it back to prior council meeting where I asked a director about the new system. I guess it's the input system. Council, excuse me, the director said that you guys are training on it, I believe two to three times a week or I got calls from several officers that said they'd never trained on it and that they weren't training on it. And that was kind of confusing to me, you know, because the director, and I know…”
“Well, it's kind of concerning because it's not just one officer. It's a number of officers out of you guys' office that are saying they haven't been trained and that they're not training. And that's alarming to me. And just to go back to what you just said, the blast, you sent a blast email and asked if anybody needs... All inspectors.”
“So is it mandatory that they it's mandatory for them to get training?”
“And what happens when you have absence? They don't come.”
“But what happens when the officers don't show up? Do they do they get relieved for that day?”
“So how many trainings does an officer need to be efficient in the new system?”
“I really think that because of the number of violations that have been being pushed out of court, I think that calls for a new overhaul or oversight of how the officers are being trained. I don't know if it's a cert or whatever it is.”
