“Real quick. On the LPR cameras, I don't know if you can answer this or maybe the chief. Do they respond to calls?”

“I keep hearing that about the financial part of these cameras. and how if we get rid of them, we're going to have trouble with having to replace them for, I guess, patrol staff. And I think it's gotten a little bit muddy that the cameras are supposed to be tools. They're not police officers. So these are two different things. We can spend our money on police officers or we can spend our money on technology, but the technology is not doing the same job. Is that correct?”

    City Council · Oct 19, 2026

  3. Play at 19:04
“Okay. I just wanted to be sure about that.”

“Mr. Mayor Thank You council Williams councillor council president register Yeah, so Morgan I guess do you know if the police department was consulted when this was written Yes, they were could I could I ask you a cup just a couple questions about it.”

    City Council · Oct 19, 2026

  5. Play at 50:11
“Yeah, thank you. Very quick. It's my understanding that part of the reason this ordinance was coming into play was because the police department felt like they couldn't enforce anything because they didn't have anything to fall back on. Like if somebody was consistently unsafe or whatever it was that was going on that they didn't have a law basically to be able to refer back to. to be able to, I don't know, cite somebody's a good term or not. Is that accurate or are you, is the police department in support of this?”

    City Council · Oct 19, 2026

  6. Play at 50:52
“Okay, so this ordinance actually benefits the police department to be able to do some? It does. Okay, all right. I appreciate that. Thank you. Thank you.”

    City Council · Oct 19, 2026

  7. Play at 51:42
“I just want to say that with these kinds of things, we're talking about tools and giving police departments tools. This is another example of a tool for a police department to be able to do what it is that they need to do. But I wouldn't do this and then discourage the education and everything else. I think they can sort of work simultaneously. And then if at some point we get to a point where Maybe this ordinance needs to be changed or modified. That would be something, too. But I do think we need to give the police department what they're asking for with this.”

    City Council · Oct 19, 2026

  8. Play at 1:45:35
“I agree with Councilor Williams. I think this is kind of an odd place for such an intense zone Can I see the list of things that could be put there under C4 again? I don't suppose you have like a side by side or anything like that between what we can do now versus what we could do if it's approved? Or is that? Oh, sorry.”

    City Council · Oct 19, 2026

  9. Play at 1:46:07
“Oh. So you were talking about some of the more intense units or uses, I'm sorry, under the C4. And I was kind of trying to look through it. It was a different slide, I think, from this. And it had, maybe it was that slide, I don't know, like storage units, things like that. That was all stuff that I saw there.”

    City Council · Oct 19, 2026

  10. Play at 1:48:09
“Okay. Well, I still agree with Councilor Williams. It's kind of an odd place for any intense uses, especially for the amount of time. Thank you.”

    City Council · Oct 19, 2026

  11. Play at 2:32:12
“Sorry just a quick question for Morgan. I Have some concerns about how close this is to a residential neighborhood in the noise that kind of thing However, I don't see anybody here to speak to that But I guess just my question for you, maybe this is going to be more curiosity They have a special use permit through the county to have a wedding venue here, correct? Once we, if we annex them, do they then have to get a special use permit through us?”

    City Council · Oct 19, 2026

  12. Play at 2:33:25
“Well, I, and I understand what you're saying and I guess I'm just trying to sort of wrap my brain around if we annex them and then all of a sudden we're in charge of that lot. So we, we could, I mean they could build a building and not have a wedding venue there right. They could put up a building and. They could still finish building their building but they don't have to have approval to have a wedding venue once we annex them. We're just adopting whatever the county had.”

    City Council · Oct 19, 2026

  13. Play at 2:35:06
“Well, the only thing that I saw in the packet was an email about the noise, um, from one person. And so I wish too that the public would come and speak so that we could hear more from the residents in that area, how they're going to be affected with this. But, um, Initially I was thinking about the Sunday one and maybe restricting the hours on Sunday But I'm not sure how much of a difference it makes if there's events all week long anyway, so I Don't know.”

    City Council · Oct 19, 2026

  14. Play at 2:19:16
“Thank you. Um, I also have some questions and then a couple of statements. Um, this has been a hard one for me with two decades of law enforcement experience. I like crime fighting tools. But I have concerns about the LPRs. So I kind of want to go through those You made a statement the very beginning of your presentation that this has been a very polarizing topic and I agree with that and one of the things that I feel like this council should do is Receive comment from the public We have had some people come in during public comments, but we have not had an official Townhall or anything like…”

    City Council · Oct 5, 2026

  15. Play at 2:20:56
“OK. So I did have a note on here about the drones. I do understand that this is more The urgency is more about the drones than anything else. So I do understand that, and I would look forward to what we could work out with Axon about the drones. But I don't think we need to put everything all together in one contract, including the ALPRs, until we know if we even want to keep that program. So that's going to be another question for me. It is a lot of money and a lot of time just to approve something to make sure that the Drones are provided when maybe we can section that out and do a separate…”

    City Council · Oct 5, 2026

  16. Play at 2:21:43
“Okay. So I'm still not willing to put LPRs into a contract. You know what I mean? Right now, if we have to make a decision about the drones. I went back and watched the original... Council meeting when we've originally were told about LPR s you were not there somebody else did the presentation just captain Rosen I believe it was It was well, it doesn't matter representatives from the police department, but it wasn't you know So I just want to make sure that I'm clear on that So during that presentation we were told that there would be no room within the police department set up with cameras…”

    City Council · Oct 5, 2026

  17. Play at 2:22:29
“Okay. There would be no live cameras. So do we have cameras that are constantly going, like where you're able to watch those on the screens? Yes, we do, ma'am. We were told that they would be put where crime is occurring. And I even asked the question if we could move them if there was some sort, like almost like if there was like a directed patrol and there was Burglaries that were hopping in one area could we move those cameras and we were told that they could come out and move them for us Theoretically they can't it just cost every time to move one, right? So if we were told they wouldn't…”

    City Council · Oct 5, 2026

  18. Play at 2:24:18
“OK. So one of our FLOC contracts ends in December, as far as what the city attorney advised me earlier. I guess that was probably the one that I went back and watched the video on. What I was told today was that every time that we approved more cameras or anything like that, that we entered into a new contract. So there's new contracts with FLOC apparently, as opposed to just purchasing new cameras on the contract we were on. So there's also the argument often that it's no different than somebody standing on a street corner and writing down license plates. And I understand that and I…”

    City Council · Oct 5, 2026

  19. Play at 2:25:32
“We are tracking movements. And if we need to go back because they've committed some kind of crime, we can.”

    City Council · Oct 5, 2026

  20. Play at 2:25:59
“Okay. So if somebody commits a crime, you can go back into your camera history and see if they've hit any of those cameras during whatever the time is that you're looking for?”

    City Council · Oct 5, 2026

  21. Play at 2:26:14
“Okay. So the other thing that I thought about a lot was that I would assume that when NCIC and ILITS was created, that people had great concern about that with all of their information being stored somewhere where people could have access to it. Councillor Williams touched a little bit on CJIS and how that works. And so everybody's clear, you do have to be certified to be able to access these systems. We know there's been abuse of it, but that's kind of, I mean, things get abused, right? Agencies take care of it NCIC is governed by the Department of Justice, right?”

    City Council · Oct 5, 2026

  22. Play at 2:26:56
“Okay, so with the cameras with the LPR cameras who is Besides the police department like I know you guys do your own audits who's auditing the police department No one ma'am. Okay, so there's no Overview of coming from CJIS or the Department of Justice or anything like that. We're doing it all in-house”

    City Council · Oct 5, 2026

  23. Play at 2:27:28
“The other thing that has been on my mind a lot lately are the courts and how they're going to start looking at cases that are involved with LPRs. I don't even want to guess as to how some of those things will go. I also read over the court case U.S. versus Kyle, seems to me that in that particular case, the LPRs were used unconstitutionally, and that's what happened. I didn't see anything that said that LPRs were unconstitutional across the board. So I do think that there's going to be more of those cases. We see how it goes. What concerns me about that, not just whether or not it's…”

    City Council · Oct 5, 2026

  24. Play at 2:29:26
“Okay. And then you said that there were 185 outcomes, I believe is the number.”

    City Council · Oct 5, 2026

  25. Play at 2:29:32
