“And so with that principle, somewhere you got approval to be able to build what you're building on your land, I assume. Correct. Did anybody have the opportunity to say no to you?”
“I'm just trying to get the clarification. People, you don't need to comment. He has a lot of questions. I'm just trying to understand.”
“Well, Linda, I appreciate your comments. They're forthright. The part that I'm concerned that people are not making the connection is that the legislature, a few years ago, changed the funding formula through two House bills. And through that process, City Council asked our Finance Director to go back and to look at Where would we be had the legislature not changed Idaho code? We would have taxed an additional $26.6 million over the last four and a half years. That $26.6 million would be fixing infrastructure, funding police, etc. Now, some would say, I'm glad my taxes didn't raise. I'm…”
“Thank you. Council President. Mayor, thank you. Building permits, are they issued by the county or by the city?”
“Can you enlighten us how 5-4, 5-5, 5-6 are going to work out on budget amendment and where that money is coming from?”
Not quoted here: it may name a member of the public. Hear it at the meeting.
“Well, yes, as far as the request. I think we've got to visit this issue, though, as a city.”
“No, I'm liable to say more bad stuff, so...”
“So, Terry, there's a new building that's been under construction on Victory. It's the Victory tie-in from the roundabout. Just as it hits the old portion of Victory, it's to the southeast of the red area.”
“I'm assuming that project was built under the county. And not under city or is it?”
“Okay. So we've already approved as a city, we have approved building two IL buildings in this same area. Is that correct?”
“Yeah, I understand they're on one property. I'm saying two buildings. This proposal is one property, two buildings. So we've already, I'm just confirming because our maps don't necessarily show city limits. Not that I could have found that map and answered the question, but I needed that clarification. So I appreciate that. The second part is, is that We have across the street, we have IL, correct?”
“Directly across, yes, but slightly to the northwest. So an automobile... repair shop or something went in there here.”
“And this council annexed property to the north that crossed onto the east side of Happy Valley and I believe two buildings have been built in that location within the past year. Less than a year, I believe. I'm just trying to look at what has happened and what has been approved. And it seems like this project is somewhat consistent with what has happened. And so I'm just looking for staff's confirmation of that, if my conclusion is correct.”
“Appreciate that. I don't have a conflict of interest with this applicant, but For the record, I've been a customer. I've purchased hollow metal frames and doors and hardware and other specialty from this company. I've only had great service and good work, but I don't have a financial interest in what they're doing. I don't have conflict in terms of I don't necessarily know their ownership. I just thought I'd better put it on the record that I've done business with them.”
“What's the likelihood of additional jet traffic into the Napa airport?”
“Okay, so follow-up. We're bounded by Kings Road and Garrity and Airport Road on the west. Here we have Happy Valley and Victory. What's the likelihood that the runway is going to expand?”
“So, therefore, the likelihood of the runway being expanded is minimal. The likelihood of Larger jet traffic than what already occasionally comes in is not likely. Therefore, the light industrial is a compatible and a quieter use from an airport point of view.”
“Councilor? Yes, sir. So I think it's compatible in such a way it's difficult. I understand that from the standpoint of the residents that are there. I believe that council could add as a part of the annexation to specify an eight-foot building fence as opposed to six on the, it's a, it's a bigger deal, but it, uh, East property line. Um, I, I personally think, uh, the light industrial has less impact than dividing it up in residential. Um, I think that, I think the neighbors candidly, if, if a, uh, Residential unit went in if there was sewer available to allow it to go in with the residential…”
“Is that better? Okay, my apology. Don't repeat everything, though. I couldn't remember if I could try. Okay. I'm just saying I think the use, while it could be awkward, I think also the applicant is trying to mitigate some of the concerns that have been raised. I think it's within our perusal, and I would be saying that we would require an eight-foot fence I don't know that a block wall is necessary, but a taller fence situation I think is appropriate on the east side. So those are my thoughts, and I think it would be beneficial to have the business here.”
“Mayor, I'd make a motion to approve the annexation of zoning dial. Parcels listed on the screen. Closer. So with all the conditions that staff has listed and the added requirement with the annexation that there be a eight foot fence along the east boundary I think so. That's the motion. I can explain the fence issue in contrast to Councilman Griffin's deal, but that's the motion.”
“So discussion-wise, I've been involved in putting in a great deal of landscape berms and then putting fence on top of those. Sometimes successful, sometimes not. And so I think it's better to get a good structural fence eight feet high. If you think about it, eight feet is going to be up to most of these houses' eave line. So a good sound barrier fence is going to do a lot in that regard. If it goes up a little bit on the landscape or grading plan, it's fine at one or two. I've also seen others put fence on berms and see the fence fall over. Um, there's just, it's just trying to basically get…”
“From my side, an eight-foot fence is going to be a structural fence. It's either block or it's going to be a heavy-duty material in order to meet that eight foot.”
“You can do it. Make a motion to pass under suspension rules. Second. Rocco.”
“Mayor, I just want to follow up. Sean shared in a work session on this topic and brought up what's been done in other jurisdictions, and the private sector builds and puts in the improvements and Organizes who's coming and going far as the food truck business side of it City needs to weigh into that I think the city's ordinances should be what is being presented and then our other ordinances Take care of somebody saying Proximity of certain venues that this would be a good move to do Not city shouldn't. Events, yes. I would concur.”
