“Thank you, Madam Chair. I think as the council has learned a lot about megawatts recently, I think this is a modest increase, moving it from five to seven. And I would urge the council to approve amendment number one.”

“Thank you, Madam Chair. I think we're all aware that we're behind on clean energy in this state and we need to play catch up. I think this eliminates another layer of process. It also eliminates another layer of cost and unpredictability to utility providers. that need to have predictability and a timeline. So as it was indicated by our fire marshal in study session today, the evaluation, whether it's a permit or a conditional use permit, the evaluation's gonna be the same. and the fire marshal can deny a permit at any time if it doesn't meet safety standards. So I would urge the council to…”

“Thank you, Madam Chair. I think this is, of all the amendments, is probably the best amendment. So I urge the council to support amendment number three. Thank you.”

“Thank you, Madam Chair, and I don't know if there's anyone on staff from the department that could comment on this language. I've looked at it, and it is new to me. I think everyone else, all the other jurisdictions that I've looked at, They don't use this type of language. So I'm just kind of curious if anyone has come across This type of language in any of the best Proposals Planning and Public Works staff to the rescue”

“Okay, then I guess my follow-up question is when you come back in roughly about a year, this terminology may be more familiar to you and at that time could you implement some of that language into some kind of ordinance or some kind of a guiding document?”
County Council · Sep 15, 2026
- Play at 1:14:48
“right right and there again a lot of this terminology as you said working with grid works and those engineers is way up here versus kind of the language that is universal right now so um yeah i just don't want to get too far ahead of us on that so thank you thank you madam chair thank you thank you we're going to go back to councilmember cooper”

“Thank you, Madam Chair. I move for approval of Council Amendment Number 8.”

“Thank you Madam Chair. I think this is just common sense that we put in there that the fire districts get notified. I think there again and with this type of technology they need to be aware of what's going into their communities. So I agree with Council Member Denson on this one and urge your support.”

“Thank you, Madam Chair. Yes, with the notification. We're telling you to notify. So anyway, procedural process, is the Scribner error okay, or do we need to make a verbal amendment?”

“Thank you, Madam Chair. I think a lot of it has been said from my colleagues, you know, I don't think it goes far enough, but there again, no legislation is perfect out of the gate. Like the comments that were made, I wanna appreciate everybody involved in this process. It's been a huge education for me as it probably has been for you. I still don't understand all the terminology and technology involved, all I know is, you know we we need this renewable energy storage and uh you know it's it's one of the ways that we can move forward and that way we can move our county forward also not only…”

“you madam chair in reviewing this and i will say this is highly unusual that we take these amendments like this but as i understand the intent of this one to me is just common sense i would think that the department would make sure all those involved are taken into consideration when making these kind of decisions and then they also would understand the impacts of community since they have to deal with it all the time so on on this one i i'm okay with thank you thank you councilmember yambe”

“Thank you, Madam Chair. Appreciate the discussion of my colleagues. I think this goes back probably almost 30 years where Pierce County ended up being the dumping grounds, mainly in District 6, that the state would always allow to happen, especially with folks that have been returned to Western State, even though they weren't from this area, but yet allowed them to be released into our area. And I know fair share has been a topic on many community agendas and I think there again if we continue to show that we are sensitive to geographic equity I think that'll go a long ways and there again…”

“Now that you've seen this amendment, by the time you bring it back to us in a ordinance version, we can check off some of these to make sure you've done your work on these issues?”
County Council · Sep 8, 2026

“Okay, and now that you have these amendments before you, speaking to this one specifically, you can now just make sure that you're doing this on evidence-based?”

“I do appreciate my colleagues' passion for these amendments, but I think as we request everybody, all these departments to do work plans, that we ourselves do our work plan. And nothing that we have moves forward at very high rates as far as policy goes, unless you're doing an emergency. It moves pretty fast. But with this, we are allowing more time. We're extending it another six months. And to any colleague of mine, this is not a good way to amend things on the fly. One or two amendments I could see happening, but not 10. And this doesn't put the council in good light, it doesn't put staff…”

“Thank you, Madam Chair. At this time, I'd like to make a motion that we continue resolution or ordinance 02026-552 to the September 15th meeting, council meeting.”

“I wouldn't mind extending it to 2027. I won't do that. No, I think there again, one of my colleagues has multiple amendments on this, and I think our time would be better spent continuing this to another meeting where some of these things can be addressed.”

“Thank you, Madam Chair. Appreciate the presentation. Always a pleasure to have the library folks here, especially the new guy in the tie there. He's looking pretty dapper. My question is on your slide where you had, you know, visits. How do you measure visits at a library?”

“Okay, so I can, you know, do my spy stuff by trying to figure a way around these sensors?”

“Okay, because I was... It was interesting because when the White River Bridge went down, the Parks Department put up a sensor that counted people. I didn't know they had it. So, you know, it was just a beam that you broke and that counted. So just curious to see if you had it at the entrance or just throughout the library.”
