“Let us pray. O gracious one, as the cool, crisp morning air brings us to awakeness, may your spirit breathe through us and open up our senses so that we may see things in a new way and be able to see your will clearly and take actions and make decisions that will move this city forward into becoming the community that you desire. Amen.”
“Yeah. Thank you. And I really appreciate the smile on your face and the smile on the young people's faces and the energy you bring and the joy that you've filled this room with. So thank you very much. And may your joy be infectious for others. And I think that's just right in the spirit of the Lights On program. So thank you.”
“Mayor, I move that we declare ordinance number 32220-26 an emergency. Second, Your Honor.”

“So moved, Your Honor. Second the motion, Your Honor.”
“YEAH, THANK YOU, MAYOR. Thank you for the presentation. Look forward to the partnership. You know, my daughter grew up in Boonshoft, and we know what an asset it is, not only for families but for the whole community. So thank you for the work you do and the continued opportunity you have for families to be educated. So thank you.”
“Thank you for the presentation. Very helpful. I'm sure our citizens will appreciate it.”
“Yeah, thank you, Commissioner. And I echo your lifting up the repairs both for renters and for homeowners through Rebuilding Together Dayton and the Dayton Energy Network. So thank you.”
“I move that we declare ordinance number 32210-26 an emergency. Second.”
“I move that we declare ordinance number 32214-26 an emergency. Second, Your Honor.”
“And then take the roll. Point of order. It doesn't need to be declared an emergency. It's an informal resolution.”
“We just pass it, right? So your motion is that we adopt it.”
“Yeah, congratulations to Kettering Health Dayton, celebrating their 100th anniversary of providing health care to the residents of Dayton, and then also to the leaders over in Belmont for their successful Belmont days on Saturday. And then tomorrow... The Dayton Food Bank will host its largest annual food distribution at UD Arena, offering fresh food, pet supplies, dental hygiene products, and free health screenings and flu vaccines. Residents should enter through Entrance B on Edwin C. Moses Boulevard, and the event will be from 10 a.m. to noon. If you have questions, you can call…”
“Yeah, similar comments. Thank you for the work you've done, especially also the citizens who are engaging to help me make this work. So thank you. Thank you.”
“I move that we adopt the city manager's recommendations. And I second the motion.”
“uh just question of clarity we're going to vote next week because we just had the first reading this week is that right yes so we'll have so we'll have the presentation available for the public to review okay thank you thank you for raising that point commissioner commissioner i'm good thank you commissioner joseph yeah we were i think we were probably all at the dedication of the park so we know the layout and we're okay but thank you”
“Yeah, no, thank you. And thank you, Commissioner Beckham, for your comments. I appreciate you opening up the possibility of looking at the use of force committee. When we revised it, I felt like we... We missed an opportunity there. We went from four meetings a year to two meetings a year. And given the number of cases of use of force, I thought that was insufficient. And so I think re-looking at that whole committee, how it's structured, its scope, might be an important first step as we look to address that issue. And just for some clarity, I can't remember the comment that was made, but The…”

“Oh, well, I'm sorry. And just, you know, Friday will be September 11th, so I know that that is a day that people observe, and so I encourage people to take a moment there to reflect. We know a lot of... of families were impacted by that experience. We also know that a lot of policies were made out of that experience. And I'm not sure that we have fully kind of taken in the significance of the consequences of that event and come to terms with all of that. So I invite people to take a moment to observe that day.”
“And Commissioner Joseph has a moment of silence. Want me to start, Commissioner?”
“Thank you, Commissioner. And for our prayer tonight, Wendell Berry passed yesterday. And Wendell Berry was a Christian mystic, a farmer, an advocate for economic and racial and social justice. And if you're not familiar with his writings and his poetry, I encourage you to become familiar. So I have a poem for our prayer tonight from Wendell Berry. It's entitled, What We Need Is Here. Geese appear high over us, pass, and the sky closes. Abandon, as in love or sleep, holds them to their way. Clear in the ancient faith, what we need is here. And we pray, not for new earth or heaven, but to be…”
“Yeah, thank you for this report. It's very helpful. I'm curious, what happens when in your review your assessment differs from I assume it's the Professional Standards Bureau that's making these determinations. So there was two cases where you looked at the cases and you said, these really should have been sustained. But that's not what the Professional Standards Bureau had determined. What happens at that point?”
“Okay. Would that then possibly be a reversal of their decision or is it just looking forward to how they might do their work better in the future?”
“Thank you. And Chief Henderson already kind of shared my second comment, which I was on the training police reform group. And I remember that conversation about where de-escalation went. And there was originally going to go in use of force, but as Chief said, we moved it out because it should be broader. And so I think your recommendation is in spirit with what the reform group was doing and getting better language and then training that's consistent with that language will be helpful. Thank you.”
