  4. Is it more efficient to manage these questions through a site plan review and approval or through a variance through board of adjustment?

  5. I don't have a problem with that. I just wondered if maybe we thought it might be more efficient to manage it through this form of discussion rather than through the formal process of board adjustment.

  6. Right. Is it best to have the comparison on a per capita population analysis or a square mile analysis of the size of our community? I understand the per capita and I'm sure that it probably is relatively similar, but when you consider the size of Sioux City and our layout compared to Des Moines or Davenport or any of the other communities, and then try and understand the number of signs, it's really not the number of people that we have and our density, it's the space of our real estate. And the street, whether it's Singing Hills or Gordon Drive or floid Boulevard, Hamilton Boulevard, and…

  7. This is a question of their population base, not on their physical real estate size. And Sioux city has always been considered to be a relatively large physical community, even though our population base is smaller. So your per capital numbers are going to be a little bit off 85,000 people compared to Des Moines Davenport Cedar Rapids and otherwise The number of billboards that we have is going to be I think going to be a little bit skewed I'm not saying that it's wrong But I think the per capita analysis on a population analysis is going to be skewed and I'd rather see it on a Per square…

  8. So one of the other comments that we heard was that when certain sign companies go to a community that others will follow and often times and there's a theoretically there's going to be a process where they can apply for up to ten locations. We've been told that their intent is to acquire the locations, build the poles and the signs and then sell them. Would it be a consideration that when a new company comes in town, acquires their locations, builds their signs, that we have a, not a moratorium, but a hold period of two years, five years, that we prohibit the sale of the property?

  9. I think you can create conditions and covenants on the sale of real estate and the development of real estate in a real estate contract. I don't necessarily personally think that it's an issue, but if one of the things that's been shared with us is that one of the concerns is that companies will follow, they'll acquire space, they'll build locations simply for the purpose of selling. If that's an issue for us, then I'm curious whether we can manage that by contract and by ordinance.

  10. I think we've got to extend the moratorium.

  13. I agree. I'm going to approve this because I know we've got a second and third that are coming. If we need to extend the moratorium for that period of time, we will. You're going to have two weeks where they're going to be banging those in, just so you know.

  15. I just want to make sure I'm clear. You're saying that the sense is that the council will not approve removing the one hour free? I just want to make sure I'm clear on what you're talking about.

  18. So when you looked at adjusting the rates, either Tiffany or maybe this is for Reagan. How did our rates compared to other communities?

  19. Reagan, is it your sense, having your finger on the pulse of the downtown sector, the owners, the merchants, those that come down to the community, the customers, that this will be an issue to raise the rates?

  20. And I do think the most salient point is we as a community have to figure out a way to revitalize our downtown and we as a city council staff the community we need to start rethinking this because the reason I ask the question whether the five dollar increases or such are consistent with other communities is because I think it's fair to be consistent with other communities at the same time we have to find a way to to better utilize our downtown our downtown sector I think when we start getting a little bit more direction from others when we look at the entertainment district on the walgreens…
