Thank you, and thank you for the presentation. I had two questions. One is around, what is the percentage of the money goes to city and nonprofit partnership? What is the percentage of going city nonprofit and a school district partnership, or nonprofit at a school district partnership? And my question goes to, the fact that, as council member Wilson is saying, sometimes if we were running this as a city, we could be mapping out more THE SERVICES TO TARGET THE KIDS THAT ARE NEEDED MORE THAN WHERE THE C3s ARE LOCATED. So I wonder is that partnership could also potentially be filling that gap…
Okay, thank you. And then the other part is the evaluation of the quality of the program. Could you put the slide? One of the things that I was thinking about is, is there any, like, any way you compare other high-quality programs to kind of like have a benchmark for these. I see a lot of the surveys are the participants saying, I like these, I would like to recommend this program. But it's also, do you have evaluation where you compare the quality of these programs with other similar programs that are actually also in other parts doing a good job serving the same communities or something…
Yeah, thank you for the presentation. I had the opportunity to hear that in the auditorium. And I'm glad that some of this is done. As a cancer survivor, it's also personal to me. But I wanted to say, so a couple days ago, our community experienced this rotten egg smell people started to sense that at 6 p.m. There was no warning until really late that day. And it ended up being from the refinery. So my thing is how is that a refinery doesn't know the source of that if it's coming from the refinery and it could not have that warning early. So these are the things that we are exposed and our…
And I'm sorry KCRT, it's really hard to hear you so can we put the volume up?
Can KCRT help us to turn the volume up? Go ahead.
Yeah, it was 400. So following that, the other public comments talk about the cumulative impact. So we are exposed to the order, and that was really high based on the threshold. And on top of that, our community is also exposed to the other toxins that cause cancer. How that is affecting us, how that it takes into account to see the cumulative effects of living next to a refinery and how we can measure that. And what will be the proposed improvements to public health?
Yeah, thank you. And I feel like I would love to working with you around how these one-time exposure is affecting our community because what happened is that we need to add right away to have people to go to the the ER or the clinics to get checked so we can have that data because right now we don't have that data. We know that the community was exposed. We didn't receive any warning and the warning that we received after many, many hours was that it was level one. So we didn't really got a shelter in place because we didn't know that and that cannot happen and We need to work with the health…
Thank you so much, Professor Corbin, for agreeing to present tonight. This is an important topic for the city of Richmond, and it's great that you are taking the time to come here and present, so looking forward to the presentation. Thank you.
Yeah, thank you so much. I remember you because I went to UC Berkeley and you were one of the professors there in my program. And it's no conflict of interest, right? Because I was there before city council and before thinking about being a city council. I wanted, there is this, first of all, I wanted to say thank you and I want to quote Sam Bond because he always say that. Thank you. At the end of the day, we had been reducing gun violence in the city of Richmond because those individuals who had been in that life had decided to not do it again. And that is really important that we also…
This is why this program could be, needs to be part of other cities, so we can decrease that, see that decrease violence in other cities. My last thing is, I think like the thing that I say a lot is that the prevention part is really key, right? We don't want to lose members in our community. And this is why we have been investing in a holistic approach of public safety. to decrease, to not go after the fat, but also provide this opportunity. So now I have been hearing, yes, we had this decrease, but I have two questions. If another council decided not to support ONS right here in the city of…
So my last question here is the violence had decreased significantly and there is now a conversation, I feel, or I think there is a need for a conversation about what is next, right? We are saving these lives, but what would you recommend to the city council based on what you are doing? What is next that we need to
Yeah, for the record I would like to be added as co-sponsor or item O11.
I second to put it on the consent calendar. On the consent calendar.
Okay. Excuse me, can you wait until the translation starts up?
Yeah. Thank you for the presentation. I Think also we need the data about if the investment that we are putting it is actually resolving in what we want to invest, if this is helping us to resolve the crimes that we need or stopping crimes. So you talk about some FOIA information. Is that FOIA for the city of Richmond data?
Yeah, could you share that a little bit? Yeah. Because I was just, I am, one of the things that I am concerned is how many times our data was shared by outside agencies. And yeah, there is technology that we have, but like we are in this council going to be making decisions about whether we have more technology that can be accessed to, from other agencies in this time where our communities are being hunted by ICE. if that make it easier for them to have all this information. So can you speak more about what you find and what is the next thing that your organization is going to do with that…
So my last question is, I just wanted, so one of the questions is about whether we will have the capacity to prevent the search from outside and all of the things that we are, worry about and you mentioned that it's not possible is that the correct thing like I understand you well in that regard so I think that what Councilman Havana said about
No. And can you say that it's for eight years the same thing that happened to FLAC. that Exxon will like is the same or because we are trying to decide like flat cameras. We know that that company lied to us and there is a lot of things that we are worried about and now we are in a decision where we are going to change to Exxon. And are you saying that this is the same system just with different name?
Thank you so much. And I love how highly emotional you are with this topic because it gives me certainty that you are really passionate about that and that you are really looking into this with all the objectivity that is needed. Thank you.
Yeah, thank you for the presentation, and I think it's difficult for me divide all of these as the mayor say, but I will try. So I think it will be good for us to see past projections, five year projections of like four or five times before. And I will say that because when I get to the city council the first time, before I got here, there was a $19 million in deficit. And when I got here, they were $20 million in surplus. And I know that like, I think like what we are trying to get here is that we are in the unknown with projections, with how we are presenting this information in some ways,…
So I am not asking any question. I am just making that comment, right? Yeah, we're not allowed to do that. So one of my things that I want to say here is that also the projections are projecting the status quo that we have, like how much we are going to receive. There is no new information about maybe if we have an investment in a new technology or a new business, how much that, because we don't know. And the idea of us voting last time to have a consultant to help us to guide this process is not only that the community, we want to see what the community wants also, but also get informed by…
Excuse me. I am a little confused about that because they are, we have, There are some recommendations. I'm part of that recommendation if we approve ABC. So can we? Yeah.
New speaker. I think along the way with Councilmember Doria, are these funds considered short-term funds?
I think I just wanted to say that the other things that I believe is important and this is why I want to continue this process of the community process and to look at the finances of how we are going to invest this 10-year revenue that we are getting is because that might also solve some of these five-year projections. For instance, we decided that we are going to do some investment and we have return of investment in some of these monies that we can invest, then we can start thinking about new revenues. I feel like for me is that all of these projections are not taking into account what we…
I would like to make a motion to approve this item with option C so we can start the community process and really think about how we invest this money so we can start addressing some of the revenue issues problems that we are seeing in the projections.
