“I also think it's hard for us being in the position that we're in, which was we designed a building on a property that was not suitable according to where we're at today. And we don't want to repeat that issue. And we don't want to design something that's not suitable or feasible. And so not knowing who Animal Arts is or what their capabilities are, I know that's your responsibility. That's kind of new news. But I'm going to say that it's critical for us to get over those two hurdles before we ever approve something. Does that make sense?”

“So, yeah, I understand that. I just think there's a whole picture here. There's a whole process. And I'm learning more pieces tonight than I knew before I came. I didn't know about animal arts, nor did our citizens know about that, that we're actually going to conduct a feasibility and suitability study.”

“No, Mayor. Please make yourself comfortable. First of all, I can't thank this council enough for your integrity on this matter. I really think that we as a city always get ourselves in tremendous trouble when we don't follow a process. And I won't quote the times and the events that have recently been held where we didn't follow a process. And so I think good governance dictates that we always follow the process. And as Council Member Fassett pointed out, there was no errors made. There was nothing that would cause this action to occur in my opinion. And I think it's a slippery slope if we…”

“Mayor put him. Yeah, just a general comment. Thank you for your work on this staff. Thank you for your work on moving this along. I do want to point out that government works best when people get engaged in government listens. This is a great example of that. So we want to thank our citizens as well for your input and being a part of our great city. Thank you.”

“Yeah, I appreciate you taking that. Many of us have had to do the very same thing with mistakes and errors and errors and omissions that occur. I'm just not sure of the financial damage that might be here. And it does concern me that we're starting all over. It's not a fresh start. There's never a fresh start. We're doing the best we can. So, again, thank you for coming. Very concerned about this project.”

“Mayor, I do thank Councilmember Britton for making the motion to deny. I thought we had a very lively discussion last night and work session. A lot of points were made. The point that I kind of come back to are two things. One security we talked about that but to the business community. We want to be open for business and rather wants to be known as a business friendly city. And so this ordinance move from 2 pages to 14 pages. I want to get our hands around all of our restrictions so that we are open for business and so for that I'm going to vote to deny this motion. Thank you.”

“I THINK WE HAD A VERY ROBUST CONVERSATION ABOUT CDBG IN WORK SESSION, SO APPRECIATE THIS COMING FORWARD. WE KNOW IT'S A LOT OF WORK APPLYING FOR THESE GRANTS AND ADMINISTRATING IT. SO HATS OFF TO THE CITY AND STAFF FOR DOING THAT AND OUR ASSOCIATES. A LOT OF GOOD WORK IS BEING DONE THROUGH SALVATION ARMY AND DOING ROADS AND SUCH. I think our opportunity here is to look at this in the future and really make sure that we're maximizing the utilization of this for our citizens. I have no objection to this item, but just want to thank you for putting it forward. Thank you for your work in that…”
