“Thank you. I'd like to pull from consent the agreement with Snohomish County Surface Water Management. I will need to abstain from that vote.”

“Thanks. Thank you for the presentation. Feels full circle because I started working with the city and the planning department on this very thing back in the last decade. So I remember back to the previous cycle of Kenyon Park sub area updating. And one of the stakeholders that we want to bring on board early and engage often is the Business Park Owners Association. And I'm just wondering if you have regular connection with them or if you have plans to engage them kind of regularly or just during the outreach phase. What's your plan there?”

“That's great to hear. The other stakeholder I was thinking about is you mentioned the express toll lane improvements that are running right through the sub area. There's been curiosity in our community about how tree mitigation for some of the impacts to the improvements from WSDOT are going to be planned. canopy improvements throughout Canyon Park because that's the area where trees are being cut for the the project and so I'm wondering if that is an element of this process and if the community will have a chance to review you know some of the mitigation efforts as part of tree cutting I…”

“I attended the MISWAC, Municipal Solid Waste Advisory Council meeting last week. Among stimulating conversation about solid waste rates and public comment for that, if you're interested, give me a shout, was kind of the legislative session. docket of items that are of interest to the folks in the committee. So I can share that out. I was also, I still get, somehow my Microsoft Teams is linked to K4C. So there was a lot of notifications during the meeting that I can't attend anymore. And I saw that that committee is also coming out with a legislative sort of wish list or list that they're…”

“I think there was a lot of information in the packet and that was fine. I am going to recuse myself from this vote out of an abundance of transparency. I work for Snohomish County Surface Water and while it is a public entity and we're not making money off of the contract, I just wanted to be really clear that I separate myself from my work in the day job.”

“This gets into a question that I have overarching, which is when we fund an ambassador, it's inherently a community outreach. position, right? And the community will also want to outreach to this ambassador if they notice things that are awry and need to be fixed or need investigation. And so as part of a wider story and one of our other council sort of ideas and goals is to look at our existing customer action requests and roll it into some sort of application or convenient way for the community to get responses and track stuff. So I'm wondering if that's kind of in this, or is it a separate…”

“Council Member Curd. Thanks. Thank you for the presentation. I find it really useful to get a tracking on... the sort of experiment that we run from policy to see how it filters down into the real world. You mentioned that about 30% of the projects are subject to the minimum density standards that we've set. In the future, I'd like to understand whether those peaks look different between translating between early permitting to late or if we're finding that people are throwing mud on the wall and then finding minimum density to be a huge barrier so I'd like to get more information on as time…”

“conversations that could have just started. Last week I had the privilege of attending with the mayor the Wayne Creek restoration groundbreaking. It's always weird to hold the golden shovel when I'm not the one doing the work but I'm super excited for this project. Over the next two construction seasons of summer we're gonna see that area change dramatically. We had this really complex puzzle of funding assembled from a variety of really interesting and novel sources for the city. And I'm really grateful for the work that our public works team and surface water department is doing to move…”

“Well, Calgary, to some extent, is further along in their relationship with Lime, and there are other vendors, too, that we have to be thinking about, so that's why it's good to be comprehensive. But Lime in Calgary has corrals and they have helmets on each scooter. So there's other ways that the company itself is looking to evolve and change too. But I agree that we need to have that as part of a wider conversation about our relationship with Lime. And yeah, micromobility goes beyond just vendors and companies too, because there are folks that have scooters that need parking if they're not…”

“just a side note I meant center of gravity the words have come back to me now thank you one of the things that I saw here was security with bike parking and I like the idea of bike lockers but that's not gonna work everywhere security for Existing on-street bike parking in front of businesses varies in the city based on when the properties were developed. There are some businesses with bike securing racks or whatever that literally can be like just a wrench could take it off out of the pavement. And so that's not really secure. I'd be looking for... something that's encased in concrete or has…”

“Councilmember Curd. Thank you for the presentation and for coming to council to share a little bit more about the project too. Because of the committee that I sit on, the watershed committee about salmon, I hear about this project a lot because it's so important. One of the things that makes it really special in my mind is that it's the furthest downstream in our jurisdiction where a small stream enters into the Sammamish River. If you haven't heard me harp on it before, the Sammamish River is really hot. It's hard for salmon to get around because of what we've done to it over the past…”

“Thanks for bringing these forward. Wow, there's a lot. Our code is messy. I haven't... listen to any planning commission discussions or deliberations on these. So I'm kind of approaching this from a blank slate. So a couple of them that you've been reading, I have more questions about. One is on the public hearing process changes. I agree that sometimes opening a public hearing and then closing it because there's nobody who comes to give public testimony at City Council because everybody's already done it at Planning Commission. But when would we decide as a council to hold a public hearing…”

“And are we waiting for the planning commission to provide an advisory recommendation based on what they know and what they've heard? Or are we asking them to do our job by interfacing with the public? That's my question, too. I'd rather that the public come talk to us, their elected representatives, than our appointed representatives. busy, like detail people to the, the reason why I loved planning commission, um, was because I liked getting information on a topic and learning about it, learning the staff perspective, using my own, um, experiences to inform decisions and then making a…”

“I want to touch on a couple of other things that you brought up in the presentation too, and I'll just list them off and then if other people have different ones or want to refine some of the things, that's fine too. You mentioned the phasing requirements and only granting 50% occupancy for the first phase of a multifamily development. And I'm thinking about incremental developers who have an idea of a big multifamily project on their site, but it's taking them a while to get there or they have a plan to start with a triplex. and then move on to a small apartment unit. We're seeing projects…”

“I see. In that case, I don't really have a problem with that if we don't cede that authority. But there are times where the hearing examiner decisions are kind of like, well, that wasn't actually the intent of the legislation that we, the land use legislation that we passed. And so I'm kind of like, what is the, what is the process that we have to be a check and balance on the hearing examiner or are they just like the judicial process and we don't have any, like it's very confusing to me what the hearing examiner's limits of their authority are and what we do to influence how they do their…”

“I like that. I also think that we could do a better job advertising to possible developers and to the community how to leverage the multifamily tax exemption program. So the city of Everett has a whole web page. and it's very, despite being a city web page, it's intuitive, it walks you through who are you and what is your purpose on this website and it's really helpful as like a communication tool. And so I would say that not only is MFTE, it has to always be updated in response to economic conditions because a project is gonna pencil at a different Dave Kuntz, Am I at any given time, based…”

“I wasn't thinking about it until we got the public comment. And now I'm thinking if we're seeing 80% in other nearby jurisdictions be empty or not leveraged, I'm kind of wondering if we try with 70% and then tweak later. Or we need to see some response before we open it up. more. And there is a cost associated with MFTE, right? And so that's one of the things that we're not talking about here is what is the cost to the community to run the MFTE program. And that's something that we do have a duty to make sure that we're achieving our bands. And so I'm kind of leaning more towards the 70.”

“I think it comes down to this. This is an economically driven calculation, and economics change all the time. So when we get this back as a policy, I'm going to be looking for when will it next be assessed. And having a regular check-in rather than like, oh, it's not working. when we get angry public comments saying your MFT is broken and that's what prompts us to fix it and work on it that's not that's not sustainable so I'd love to see us revisit this on a regular cadence and have that be part of the policy that comes back with these code updates”

“Thanks, Mayor, and thank you for the presentation. I have been bothering Kyle about what are we doing about water supply stuff since I started Council, so this is really good to hear and good to see all the work that's been put into the update of the plan here. Two things jumped out to me. One was If notifications come through the mail, it could be up to maybe three or five business days before a customer might know that they're out of compliance. And those three to five business days could put them in significant financial distress more so than they might need to be. And I'm thinking because…”

“I went to Municipal Solid Waste Advisory Council last week. They're in the process of doing their own comprehensive plan, and while they are focusing most of their outreach efforts to cities through Sound Cities Association, of which we are not a member, they are doing redundant feedback through MSWAC as well, the committee that I'm sitting on, so we should be Hopefully well represented. If you have questions about it, let me know. Also, they were advertising some tours that are coming up this summer. I already went on a tour of the dump. It was really cool.
