“NEW SPEAKER YEAH, I JUST WANT TO SAY THAT I CAN'T UNDERSTAND, I THINK WE, AS A STATE, I think we rushed into this without having a plan behind it. Here we have a class one substance now in the class of heroin, and we can't take it away from people. We can't confiscate, which makes absolutely no sense, because if you can't confiscate it, somebody's going to overdose on that stuff in those stores. So I just don't get it, but I want to see if the city can pass their own ordinance. Thank you.”
