“Suggestion, can we put that in the very last thing then, once we have a packed agenda?”
“Mayor, we already approved that one. I think you read the wrong one.”
“Thank you, Mayor. I move that the City Council approve resolution 2026-67, amending the appropriations for the fiscal year 2027 annual budget and the amount of $300,000 to make repairs to the City Hall Annex Elevator and authorize the Mayor and City Clerk to sign.”
“When we had finance committee over there, I was warned by staff to always make sure I had my cell phone on me just in case I do get stuck in that elevator. So I stopped writing it as well. So I'm glad we're finally getting this fixed and where it needs to be.”
Not quoted here: it may name a member of the public. Hear it at the meeting.
“When was the DDA, um, adopted by city council?”
“It's a follow up comment that goes along with this. And this is my problem with big 113 page documents that I get on a Friday that I'm supposed to read until Monday, right? Or Tuesday. On page nine, it says it was developed in 1989. which is probably to your point, but on page 63, it said it was approved in 2003. So I still have problems with some of these documents that are this big. And maybe I'm reading page 63 wrong. So if I could get some clarity on that, that would be great. Thank you.”
“You're good, you're good. It's fine. It's been a night already. Kind of echoing what Councillor Lockhart said, I love going to downtowns that have Wi-Fi, bathrooms, some sort of green space event center, whatever that looks like. A big open space that people just bring lawn chairs and there's a band on Friday night or whatever. I really like those. And if we can make more multi-purpose spaces available That's always great and I think it was maybe my first year on council, maybe my second, we started talking about the alleys and man, I was on board then, like let's do that now kind of thing. I…”
“Staff, thanks for answering my questions before I could answer them, but I appreciate the public comment part of it when you come to us about these things because these happen to be the hardest ones for me to vote on because I don't live over there and I don't know what kind of zoning these guys want, right? And it sounds like if we didn't get anything, I have to assume that they would be okay with it, especially if they got the letters. So if that's not the case, please reach out to council, but I have to support this.”
“Thanks, Mayor. I move that the Laramie City Council approve original ordinance number 2115 on introduction and first reading amending Laramie Municipal Code 5.09 related to open containers.”
“I think if the public sees that kind of thing, they should reach out to our nice police officers because in the packet it says that there hasn't been any big concerns. And then my last comment, comment is finally, I've been pushing for this since I started council, like the first, and this agenda is exactly why, right? We're rushing up against time and this is something that if it doesn't work next year, guess what? We can bring it back and vote it down then, right? So I'm like, little things like this, I hope we can continue doing this, thanks.”
“I have two and I'll do them really quick. I would like an EMS update since it's been a year since we took over that from the hospital. So I would like to get an update on that.”
“Okay, second one. I would like a ranch update in like March or April, just to see how that is going.”
“Yeah, could we remove that? Because we're just going to vote on it, on the changes instead.”
“I move to adjourn to executive session regarding personnel, Wyoming State Statute 16-4-405, subsection A, paragraph 10, and litigation, Wyoming State Statute 16-4-405, subsection A, paragraph three.”
“I move that the Laramie City Council approve the transfer of retail liquor license number 26 from Maverick Inc., doing business as Maverick number 668 to Maverick Group LLC, doing business as Maverick 668, locating at 1301 South 3rd Street, effective August 20th, 2026 to May 7th, 2027, and authorize the mayor and city court to sign.”
“I think I know the answer, but I just want clarification. On the application on page 5, it looks like maybe it was just signed in Arkansas, which is why it says, like, state of Arkansas instead of Wyoming.”
“Yeah, after reading through our rules and procedures, I think- No. I don't think so.”
“I don't think Jim... Well, I guess my idea was already shot down. Jim, you're on speaker.”
“Okay, I'll start over. After reading some of the rules and procedures, we have terms mixed up and we have, we use like fifth Tuesday when we should be using something else and then talking to the mayor, we have some ideas on how to make the meeting a little bit more fluent. So I would like a work session on our rules and procedures.”
“If we just make it a full review, I think, you know, looking at maybe public comment on Zoom again in the beginning, like I think we can wrap all that into one.”
“Thanks. Thank you, Mayor. First off, the comment. Thank you for all this information. Thanks for the nice dog pictures that made this way easier to look at than just a bunch of numbers. And then Councilor Bowling, thanks for spearheading kind of that part of the work session when I think a couple of us couldn't come to it, so. I appreciate that. I guess I have two questions. My first question would be the dog versus dog and dog versus people. Do we have stats on how common that is? I have a super... not friendly dog that I cannot take to the parks, and I know not to, right? But then my hybrid…”
“And then follow up if I could. Follow up? A whole nother question, I guess. The maintenance part of it, do we have, and I haven't traveled to all the dog parts, do we have some that are like artificial grass or are they all grass to where the maintenance is? even more than like artificial grass would be.”
“I'm just gonna plant the seed since you're talking about dogs and then maybe the study or budgets. The other thing that I've heard is people won't take their dogs on the greenbelt as much anymore because of the asphalt. So just to plant that seed there.”
“Just an update that we have a meeting tomorrow. with a dinner.”
