“Supervisor Mahmoud. Thank you, President Mandelman. Colleagues, I want to speak on the legislation before us regarding the open-up contract and in support of the amendments proposed by Supervisor Chen. Much has already been said about the process to approve this contract. The focus of my comments are not on the process, but on a goal, like Supervisor Malgar mentioned, that we all can agree on, which is how do we ensure that we are delivering on the best software for San Franciscans to address our housing crisis. We should recognize that. because I believe all of us here believe that our…”

“Colleagues, last week, a woman was critically injured in a serious dog attack on Larkin Street in the Tenderloin. Our first priority is the victim, and I'm wishing her a full recovery. But it's a painful reminder that dog attacks disproportionately affect the Tenderloin. SFPD data shows 46 dog attacks citywide in the last 30 days, 11 of which were in the TL. And citywide reported dog bites have roughly doubled from approximately 450 in 2024 to more than 900 in 2025. Those numbers demand more than reacting after someone's already been hurt. The city needs the tools, staffing, and coordination…”

“Supervisor Mahmoud. Colleagues, I want to thank the sponsors for bringing this legislation forward, and in particular, the in lieu fee option for smaller projects, I believe is a great step to make building the types of projects envisioned by the family zoning plan a little bit easier, while also generating more funds for tree planting and watering citywide. I do want to acknowledge that I also did have misgivings about the legislation coming directly from experience in District 5, particularly around the appeals process. Earlier this year, residents in the Lower Haight and DuBose Triangle…”

“Thank you, colleagues. I want to add my appreciation for Paul Osaki as well, and thank you, Supervisor Chan, for bringing forward this commendation and the resolution later today. The Japanese Cultural and Community Center of Northern California is a bedrock space in the Japantown community and in the region's Japanese diaspora. Under Paul's leadership, the center transformed from an idea to a key part of the unbreakably strong civic and community fabric that makes Japantown so special. The center fosters and helps grow traditions like the ikebana flower arrangement, kendo martial arts, and…”

“Colleagues, today I'm submitting a drafting request for revised legislative proposals to continue the vision of the Affordable Groceries Act. focused on the most time-efficient components that we can move forward on in the coming weeks and months. While San Franciscans will not get a chance to have their voices heard at the ballot box on the original version of this proposal, we as a board still have a responsibility to continue to address the problem of food security directly, as we have been for years. Our residents deserve action on food access, affordability, and the activation of zombie…”

“Thank you, President Mandelman. I was happy to support this legislation committee, and I'm happy to support it here for final passage as well. It was abundantly clear from the technical advisory committee report that we need to do all that we can to move the needle on feasibility if we want to have any chance as a city to build the housing required to meet demand. The increase in the threshold for inclusionary fees from 10 units to 25 units in particular will help with the exact kind of midsize projects encouraged by the family zoning plan. When paired with the housing trust fund expansion…”

“Colleagues, today I'm introducing a motion to allow the board to call file number 260693, the Affordable Groceries Act's vacancy tax, from the Budget and Finance Committee to Committee of the Whole on July 21st. This measure needs to reach the full board by late July to make the November ballot. This motion preserves the only path left for this board and the voters to have a say. This motion, I'll remind, is not about the merits of the tax itself. It's about whether San Franciscans living in food deserts get a public hearing and a discussion on a policy that affects so many of our…”

“Thank you, colleagues. Thank you, President. I have a couple items I'm introducing today. First, I am calling for a hearing looking into cases of mass evictions and property mismanagement by the Doe Mismanagement Company and the mistreatment of its residents at two properties they manage in the Western Addition, MLK Marcus Garvey Square Co-op and Thomas Paine Square Apartments. While the particulars of the events at the two complexes are distinct, there are patterns demonstrated that need to be brought to broader attention and scrutiny so these patterns are not repeated elsewhere. Residents…”

“Thank you, President, for giving this commendation. Excited for you, Captain Wilhelm. I think back to on the first time as we met, there had just been an incident in a small business where they had come under public safety concern. I didn't know what to do, so I just walked into Park Station. It was early on in my tenure, and you were there. And I think that was also your first day as captain of Park Station as well. But you immediately sprung into action. You acted with empathy. You met with the small business. We addressed their challenges. And I think during the time we worked together, I…”
