THIS ITEM HAS BEEN CONTINUED FROM THE OCTOBER 20, 2026 PLANNING COMMISSION MEETING TO THE NOVEMBER 3, 2026 PLANNING COMMISSION MEETING.
Hearing to adopt a resolution recommending approval of conforming amendments to the Livermore Municipal Code (LMC) and Livermore Development Code (LDC) to ensure consistency with and implement the adopted 2045 General Plan and its policy direction. The amendments provide updates to the Code as necessary to maintain consistency with General Plan land use designations, policies, and implementation actions, including revisions to applicable zoning districts, permitting procedures, and definitions. Staff Report
Hearing to consider a request for three Conditional Use Permit Modifications and Site Plan Design Review Modifications to authorize the installation of new PFAS water treatment systems at California Water Service (Cal Water) Stations 9, 19, and 31. Improvements include installation of 2 Granular Activated Carbon (GAC) vessels with associated control/electrical systems, underground utilities, and piping connections.
Recommendation: Staff recommends the Planning Commission adopt resolutions: 1. Finding that the projects are categorically exempt from the provisions of CEQA under CEQA Guidelines Section 15301, Existing Facilities, which covers a project that consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, including existing facilities of both investor and publicly-owned utilities used to provide electric power, natural gas, sewerage, or other public utility services, and directing the Planning Manager to file three Notices of Exemption in accordance with the provisions of the California Environmental Quality Act, subject to project approval; and 2. Approving Conditional Use Permit Modification (CUPM) 26-002, Site Plan Design Review Modification (SPDRM) 26-002, Conditional Use Permit Modification (CUPM) 26-003, Site Plan Design Review Modification (SPDRM) 26-003, Conditional Use Permit Modification (CUPM) 26-004, and Site Plan Design Review Modification (SPDRM) 26-004. Hearing to consider a General Plan Amendment (GPA) 26-002 to revise the land use designation for 4200 East Avenue from Medium Density Residential (MDR-2) to Neighborhood Commercial (NC) to provide consistency between the General Plan and Zoning Map. No physical development is proposed.
Recommendation: Staff recommends the Planning Commission adopt two separate resolutions recommending the City Council: 1. Find that the Project is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15061(b)(3), common sense exemption, that the conformance of the General Plan and Zoning Map would not cause a significant effect on the environment and instruct staff to file a Notice of Exemption with the Alameda County Clerk and State Clearinghouse; and 2. Approve General Plan Amendment (GPA) 26-002, amending the General Plan land use map from Medium Density Residential (MDR-2) to Neighborhood Commercial (NC). The Planning Commission's action is a recommendation to the City Council. Staff Report Attachments: 1. Location Map.pdf 2. CEQA Resolution 3. Project Resolution 4.
