Professional Services Agreement Amendment No. 1 with Ardurra Group, Inc. for Constructability Review of the Bothell Way Multimodal Improvements - Phase 2 Project
Recommended Action: Adopt a resolution authorizing the City Manager to sign Amendment No. 1 to the Professional Services Contract Agreement with Ardurra Group, Inc. for the constructability review of the Bothell Way NE Multimodal Improvements – Phase 1 Project, in the amount of $100,000.
Professional Services Agreement Amendment No. 1 with KBA, Inc. for Constructability Review of the Bothell Way Multimodal Improvements - Phase 1 Project
Recommended Action: Adopt a resolution authorizing the City Manager to sign Amendment No. 1 to the Professional Services Contract Agreement with KBA, Inc. for the constructability review of the Bothell Way NE Multimodal Improvements – Phase 1 Project, in the amount of $100,000.
On-Call Professional Services Agreement with Goodman Strath for Real Estate Services
Recommended Action: Approve a resolution authorizing the City Manager to execute a Professional Services Agreement with Goodman Strath for real estate services in identifying, evaluating, negotiating, and acquiring park and open space property consistent with the goals and priorities identified in the 2026 Parks, Recreation, and Open Space (PROS) Plan.
Human Services Pooled Fund Interlocal Agreement (Funding Collaborative)
Recommended Action: Adopt a resolution authorizing the City Manager to execute the Human Services Pooled Fund ILA to allow the City of Bothell to join the regional Human Services Funding Collaborative beginning with the 2027–2028 biennium.
Human Services Grant Recipients 2027-28
Recommended Action: Adopt a resolution approving the Human Services Committee grant recommendations for 2027-28 and authorizing the City Manager to execute contracts with the community organizations.

Draft 2027-2028 State Legislative Agenda and Policy Manual
Recommended Action: No action is requested at tonight's study session. Staff seek feedback on the first draft of the 2027-2028 State Legislative Agenda and Policy Manual for the City of Bothell. Staff will return at a later date for final adoption.
Public Hearing to Consider Adoption of the Final 2027-28 Biennial Budget and Related Items
Recommended Action: Hold public hearing to consider adoption of the final 2027-2028 Biennial Budget and related items, including the 0.1% Criminal Justice sales tax, the 0.01 Human Services sales tax, the 1% rate increase for King County and Snohomish County Property Tax Levies for 2027, the utility rates for 2027-28 the 2027-2033 Capital Facilities Plan, and the 2027 Fee Schedule.
Public Hearing for Consideration of Adoption an Ordinance to increase the EMS Levy in the Snohomish County Portion of Bothell by 1% for 2027
Recommended Action: Act as Bothell Urban Emergency Medical Services (EMS) District Board to hold a Public Hearing to implement a 1% increase in the EMS levy covering the Snohomish County portion of Bothell for 2026
Right-Sizing Bike Parking Standards
Recommended Action: Adopt the Right-Sizing Bike Parking Standards ordinance.
Housing Action Plan Final Draft
Recommended Action: No action is required. The purpose of this study session is to present the final draft of the Housing Action Plan. Council previously provided feedback on this matter in June. The item will be presented to Planning Commission in November for a final recommendation before returning to Council a decision.
