PLANNING COMMISSION MINUTES FOR SEPTEMBER 1, 2026
The Planning Commission will consider approval of the minutes for the Regular Planning Commission meeting of September 1, 2026.
ZONING CODE AMENDMENT TO MODIFY TITLE 11, CHAPTER 11.43 (ACCESSORY DWELLING UNITS AND ACCESSORY STRUCTURES) OF THE SOUTH GATE MUNICIPAL CODE AND FINDING THE ACTION EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.
Staff recommends that the Commission take the following actions: 1. CONDUCT a public hearing; 2. ACCEPT the determination that the Planning Commission's action recommending adoption of the Zone Change Amendment ("ZCA") is not subject to California Environmental Quality Act ("CEQA") review because it does not constitute an "approval" of the ZCA, as defined in CEQA Guidelines Section 15352, but rather a recommendation of approval that does not commit the City to any definite course of action regarding the ZCA; and 3. FURTHER ACCEPT the determination that the ZCA is statutorily exempt from CEQA pursuant to Public Resources Code Section 21080.17 and CEQA Guidelines Section 15284(h), which exempt the adoption of an ordinance implementing the provisions of Government Code Sections 66314 through 66339.5 (regulations regarding Accessory Dwelling Units and Junior Accessory Dwelling Units), and is additionally categorically exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3), because it can be seen with certainty that there is no possibility the ZCA may have a significant effect on the environment; and 4. APPROVE Resolution No. 2026-11 recommending approval of an Ordinance to the City Council to amend Chapter 11.43 (Accessory Dwelling Units and Accessory Structures) of the South Gate Zoning Code.
