There Will Be No Public Hearing Occurring on September 22, 2026, Regarding the Adoption of a Resolution for City of South Gate Participation in the Statewide Community Infrastructure Program of the California Statewide Communities Development Authority.

The Matter Has Been Postponed and Withdrawn Indefinitely by City Staff. A New Public Hearing Notice Will be Provided in the Future if the Matter is Agendized Again.

Adopting a Resolution approving the Fiscal Year 2025-2026 Consolidated Annual Performance and Evaluation Report (CAPER); and

Authorizing the City Manager, or designee, to submit to the U.S. Department of Housing and Urban Development the Fiscal Year 2025-2026 CAPER.

Public Works and Community Development Department's Budget Reduction Service Impacts Update

The City Council will consider: (PW/CD) Receiving and filing the Public Works and Community Development Department's budget reduction service impact update. The presentation will describe how the recent budget cuts are impacting services to our community.

Comments From The Audience - Non-Agenda Items

During this time, members of the public may address the City Council regarding any items not listed on the agenda and within the subject matter jurisdiction of the City Council and not on this agenda. Comments from the audience will be limited to three (3) minutes per speaker; unless authorized by the Mayor, the time limit may not be extended by utilizing another member's time. There will be no debate or action on items not listed on the agenda unless authorized by law. The collective initial period of time for comments from the audience shall be limited to 45 minutes. Any speaker that did not get a chance to speak during this segment due to the 45-minute limitations will be able to speak at the end of the meeting prior to adjournment. Note: The City Council desires to provide all members of the public with the opportunity to address the Council. Nevertheless, obscene language, comments intended to disrupt/interfere, other actions which disrupt the progress of the meeting or slanderous comments will not be tolerated and may result in ejection and/or may constitute a violation of South Gate Municipal Code Section1.04.110.

Reports And Comments From City Officials

During this time, members of the City Council will report on matters pertaining to their service on various intergovernmental boards and commissions as a representative of the City pursuant to Assembly Bill 1234. City Council Members will also have an opportunity to comment on matters not on the agenda.

Introduce for first reading, by title only and with further reading waived, an Ordinance of the City Council of the City of South Gate adding a new chapter to the South Gate Municipal Code, to be known as the South Gate Values Act, establishing procedures for the protection of sensitive information and the use of City resources (Attachment A);

Provide direction to staff on any revisions to be incorporated before second reading; and

Direct the City Clerk to publish a summary of the ordinance as required by Government Code section 36933 and to place the ordinance on the agenda of the next regular meeting for second reading and adoption.

Adopting a Resolution to retitle the full-time Financial Services Supervisor position to Customer Services Supervisor in the Administrative Services Department, and to approve the addition of the full-time Customer Service Supervisor position and the hourly Senior Customer Service Representative (Extra Help) position in the Administrative Services Department to the City's Consolidated Salary Schedule.

Approving an Agreement with The Salvation Army Bell Shelter in an amount not to exceed $129,940 to secure four (4) interim housing beds reserved for individuals referred by the City of South Gate; and

Authorizing the Mayor to execute the Agreement with The Salvation Army Bell Shelter in a form acceptable to the City Attorney.

Approving an Agreement with Willdan Inc. to perform construction management and inspection services on Phase III of the Water Main Replacement, City Project No. 702-WTR (Project), in an amount not-to-exceed $200,104;

Authorizing the City Manager to approve and execute amendments to the Agreement up to a cumulative amount of $50,000; and
