And for the FB eighteen eighty three localistic grant from Forsyth has exempt from 08/2026 to 11/02/2026. The Community Foundation of Sam's Food Resource Management position which funded this grant was filled on 03/02/2026. The two are general update our events. On December, we had our Quirley Bowl item event at the John Smith Handbook, which had 138 attendees with a total of 194 items selected. Have continued hosting compost workshop at the Kings Resource Management Office.

These workshops have funded using these fifteen eighty three local assistance grant funds. We have had stay attendant at the workshops typically attend. Monthly household has this with collecting events. Also continue steady attendance averaging over seven ten per We hosted our on February 7, where residents were able to dispose of house hazardous waste, electronic waste, matches, and tires. We had over 200 participants, 4,766 pounds of e waste, 319 tires, and 31 mattresses were collected.

Additionally, we distributed 60 LED bulbs. Now on our youth school outreach updates, we only have eight eco assemblies scheduled for March. On February 10, integrated Eastman and Recolly participated in Holler Prep School Call and Roofer, spoke to them about the French department where to encourage them to get start now, create a green team at their own school. On February 13, Integrated Waste Management and Ecology also attended the Ambido County Office of Education Health Fair at San Angel School provided recycling presentations on with career green encouragement then provided them with commentary impacted waste region names. Recall we will be hosting their last post content workshop at Samido County Library on March 12 from three to 4PM.

All menido conditions from T through 12 are one to 10. On to our upcoming events, we are excited to announce our post workshop on March 21 at the Ambania Historical Park starting at we will be building a live compost pile. Our first community cleanup of the year will be on March 28 from 9AM to 12PM at Huster School. We'll be fixing our efforts in the Sydney River. Additionally, this include our quarterly open event, March, and our monthly household hazard waste in a third Saturday of the month.

And we are currently working on scheduling outreach at the Holiday Farm Markets and at the Sam Witness Farm Markets. Lastly, we'll be having our annual early celebration on April 25 from 11AM to 2PM. The State Store Park in Long Vista. We'll be seeing more information soon as well.

Quarter four had a total of 17 dung reports, three in the city of Holter, 13 in Zanito County, and zero for city San Juan Vista. We have both, as you know, the past, we've done bulky and collision program and where where ricology goes out and then people live in multifamily units can bring an item that we disposed and this helps us keep our community clean because items blocked from possibly being legal dumped. And so we added 21 items we collect from street apartments, gate pump apartments, and retic guard apartments. This program is a really good one that she has been sharing with other counties.

We're lenient this. Ongoing part here distribution to promote the program on January 2018 went out and put part hangers in the live vicarious of the Olester. So our version rates again, I know we've divided before. Looking at how much we're doing for landfill seems to be the top, right? So when we look at 8.33% as our diversion rate for Holter for the year of 2025, according to the back still 48% and then incorporated San Diego County 31.7%. Together San Diego County integrated management regional agents was 6.39. And then highest for residential for last year, and we can do tag for contamination in our customers with any contamination into their or gas or their recycling.

We continue to print and digital ads. Have so many presence have continued to increase some increased followers as well. And we work closely with the management to together build certain there's some news as you see here, couple copy of some news users, just different information. It fills with it for time that that it go up. President and commercial go up. And we'll be able focus on quick responses as usual to customers. Any post coming to our customer service line will quickly respond by myself and team of the bureau team. And then also, I'll just see pensions letters. They're usually pretty educated. Are doing, again, with integrated way management policy in the know of what we're educating them. ATA being a compliance at a 100% recycling is good. Presentation was informative. I want to say on the rate of version 7% and I saw a percent of our out there. I mean, something very proud of. I'm wondering on the version that you mentioned between Hollister at 8.3 San Juan 48 to Zimini County at 117. Is there a practical Is Juan going be could duplicate in Hollister?

I want the thing that what we need to talk about is San Juan has ordinances where they do allow especially at their special bands. They do not allow plastic and they would make a big difference to festivals. We have tens of thousands of people coming in and in the weekend and just keep a lot of waste waste that's in in in these concentrated. That's

work together, Liz, integrates all works with with and they all have an open where you not sell bottles, hot bottles on the streets when at their festivals. Councilor Browns, I on last year's city council and asked who would like us to work on this with your city but I they have not backed. We'd love to because this creates a diversion rate as we're looking for Adrian, not to you. Like, it's work. You know, they're they're they're forty hours and they still work on weekends. Help keep Salido County clean in the as well. And so we better be to work you and how you know, so does not ask people to think if we do them too. Yeah. So, thank you for having me back. So, three, just a refresher reminder for the audience for had. We do only salt waste company. We only work cities. He's a state local agency. So, you were specialists in this work statewide in California doing all kinds of things, including performance reviews of solace halls, and also negotiations and competitive procurement agents. So that's the talk of today's conversation. So about last year, we issued a formal review of call. We were ready now to report on the outcomes of that.

And then also to prepare you all for the future of French agreement with ecology. And then I'll discuss next steps. So we had a lot of findings and recommendations, most of which are not important for your purposes. We are all on the operations are good, well managed, the drivers and customer service are professional. And we found only a few things that were adverse findings.

Of note, we did have an overreacting on wrinkling gas honnages when you look back at the back documentation that's incorrect and more coming soon on that. There are some vehicles are running over the low limit. And that affects both safety for the harder break the the trucks and also affect the. So we're working with that, seeing if we identify which routes are going overweight more often and if there are changes that might be needed to ensure that doesn't happen moving forward. We're looking at working actively with them on increasing that, which is gonna improve diversion outcomes as well.

Working at the Spanish language customer service representatives, they do have a service representative. We wanna make it accessible to directly in Spanish language only often. Container replacement and to serve initiation, it's a little lower than we would want to see. So working with college and that. And then also program that's described. So that's used close. For example, there's a program that's described in the phrase. Again, so we're looking at getting that started again. Recall that we were very great, very cooperative in the higher courts, the refunds created on that, and also very recent to all our findings. So now, I'm going to talk about your franchise agreements.

This is one of the large dollar value contracts that low agents have, and that's the case for you all here, too. They it's a ten year term contract, and that's because of the equipment that you use, basically, mostly truck deprecated over a period of years. So they're able to offer that you use that same purchase the entire term length of contract. There is an option mutually agreed set twice for tiers each. That's in your contract. We encourage you to consider other pathways that although that remains an option. Again, recall you need to agree to that. And a reminder of SB-eighteen 83 must talk about the law. We talked about the assets that agents are already required to comply with, and that's mostly on the agency side unless they collect an option. Adrian's presentation embedded in the s thirteen eighty three law.

And so the city's county not opted mandatory requirements to participate in organic collection and that will require once the election ends that all real will affect what your franchise will look like at point in time. That's you would ask about times. It's a significant time consideration. So you've got, basically nine years after the acquisition of your existing, entry agreement before the initiation of SB thirteen eighty full elect service. That's years from now.

Don't know what's gonna happen. Mean, actually, lot of laws being passed that are ending as 33 sort of continuously. And so encouraging you not to try to push too far ahead of what's gonna happen with rural exemption. And the timeline does seem very convenient. So what we're recommending the broadly, and this is what it calls even points just that we're starting to think about as the franchise is humming to its creation date is address the area of non clients to town and potentially local bit at exclusivity vision.

You have a number of non exclusive branches, but it haulers to act in the county, the Mali Home messed up MSW and instruction of malicious debris. So intercept was that exclusivity provisions in your conductor unique. The speed 30 talked about and potentially looking at modernizing some aspects of contract because you're looking at potentially another ten year term. Another thing I want to just put in on this is the future of the landfill affects customer rates like your constituents' rates because it affects their garbage bill. At the end of the day, what we're gonna charge is has a pony in it, pay for recalling debt fees at the landfill.

So even the existing contract contemplates an increased change in those paying fees, whether that's landfill or at their location and in combination for the hauler through the resetting process. So this we're about to be entering the resetting process right now because she's a great location due April 1. There's proposition to key noting process. The five note is now up. But this looks like here, know, sort of topical right now.

So but in general, this is this is our general side. We're gonna work out from when the the construction service contractor needs to like boots on ground start. Want to them at least a year be be further start date so that they can purchase equipment at their staff and order everything like that. So, the lead time of least a year before the command and other service can compress that down like maybe it's not but but here's my deal. That's really because the supply chains or the equipment are international and there are sometimes significant delay in ordering the equipment they need to provide service.

Do you wanna give them enough time? So you're not starting service with old trucks. So you've got a year already. And you also want to have six months, ideally longer, for a procurement process to be, I suppose, as well executed as possible. Your is Your franchise agreement joint held by three agencies. They each may have slightly different considerations need. So and, you know, we've been talking about what our city's role and main decision about. Transfer saying, well, this is a jointly hub franchise agreement as well. So I would anticipate process, especially a committed premise, process to be complicated and difficult. I would definitely recommend having consulted assistance.

And it's expensive, right? So, then, I guess, getting too close to where we are right now in the time with about two and a half years out, We do generally recommend especially you have a contract that you have a relationship with, entertain negotiations on a source based fee, but they offer to you. I can't say there, you know, it's being the attached that we end up being in the position of recommending you need to at this point in time, and not even asking necessarily to tag in. Right? But we are saying that probably is a good idea if you just sit down the table with them, find out what you'd be able to get and use it up and are before considering bringing out the competitive bid.

Alright. You see much of the idea to cover on the prior slide. In a six months to teen timing holiday. Alright. So next step. Is a mission action required today? This will task force review actual spenders at least quarterly and make recommendations to the government on actual or anticipated over measures and have reported are no expenditures time. The following slide provides a comparison of budget expenses and a product total of, 1,700,000 actual expenses at approximately $590,000.

You have been provided with the details the judicial report with revenue deals and separately budget performance report both pulled by our staff specialist on on March 5. These reports are all attached to dysgeja, printed copies of reports available for the public at the table in front of the desk. Moving on to regional agency revenue, you can see here a total of $560,000 budgeted for the regional agency programs includes the various grants awarded to regional agency to issue household hazardous waste funding and recycle payments from our exclusive caller colleague. The miscellaneous revenues include reimbursement payments for the interest cycling council legally and interest election initiatives for every legally mattress getting up to $20 on the region agency. This new deducted from any grant or program related.

And then our second service specialist, 8% is funded that is as more dish as sorry, came for other rated waste funds, and that's why we see her at. We were intending to use that intern or for, adult service support. This slide before you show the revenue that is approved expected in twenty six-twenty seven in total revenue 665,000, excuse me, 665,000, and that additional revenue is coming from the household hazard waste that you see before you. There are grants we're receiving from power cycle mode which payment grants, so we receive them. It's not reimbursed as long as we have to pay things back. It includes the S thirteen three local systems grant 200,000.

We have till 11/02/2020 suspended. We only sent about 40,000 because of unpositions. In ecology, we've our full day revenue at 32,000, household hazardous waste revenue at 280,000. These are paid directly to regional and scene to city or the county. It's for programs and they're showing fully fund our quarterly item event at the landfill.

We've been able to extend to MFD to pilot bulky, highcups, and type dwelling use. Then they fully cover hazardous waste and the landfill as well as new quarterly risk event at our office park lot, the risk management agency. Lastly, we have increased the Marsh Legally match shipments from thousands of thousand dollars. These are again pieces that every we dump mattress, which ranges $50.20 dollars per mattress. So for the crushing agreement, revenue is deducted for total and as a result, total billable expenses to the regional agency would be $1,263,609.

This is similar to the pre billable expenses from last of current full year, which were $1,250,609. And here's a breakdown of the billable against to regional agent member. Insuration build based on population size for the and this is data annually. You see, the c 5.1% for policy three one for Southeast Sammity County is 31.8. These are the population estimates 24, 25 is now available.

We will update that when you read the updated budget at our initial meeting, but it will only change by 8%. We'll only see it plugged up on, percent two for each student.
