8:34 – 9:04Speaker 4

These workshops have funded using these fifteen eighty three local assistance grant funds. We have had stay attendant at the workshops typically attend. Monthly household has this with collecting events. Also continue steady attendance averaging over seven ten per We hosted our on February 7, where residents were able to dispose of house hazardous waste, electronic waste, matches, and tires. 10:34Speaker 3

We would love to get

10:35Speaker 4

your report and read the word about CVS and thank you for Dean R. Stevens.

10:42 – 11:24Speaker 1

Unfortunately, Frank couldn't make it today, so I'm sending for him to provide the lumping ground dates. Quarter four had a total of 17 dung reports, three in the city of Holter, 13 in Zanito County, and zero for city San Juan Vista. We have both, as you know, the past, we've done bulky and collision program and where where ricology goes out and then people live in multifamily units can bring an item that we disposed and this helps us keep our community clean because items blocked from possibly being legal dumped. And so we added 21 items we collect from street apartments, gate pump apartments, and retic guard apartments. This program is a really good one that she has been sharing with other counties.

11:24 – 11:59Speaker 1

We're lenient this. Ongoing part here distribution to promote the program on January 2018 went out and put part hangers in the live vicarious of the Olester. Is the unexcused franchise quarterly payment. This is a year to date. Total is $20.25. We are still waiting for what you look payments that be adjudicated to city of San Juan Vista. So that the relief fees regional IC members is vibrant for the city of San Juan is 10% Red Angel and 15 plant commercial. And on your company was 5%. These are for the the non essential oiler. They're gross.

11:59 – 12:23Speaker 1

They have to pay 5% to each individual agency. And so for the year, totals city of Alistair Brent were at $2,712.57. The city of San Juan Pisa $3,506.56 3¢. And for the county of San Juanita $45,505.42. Next, I'd like to bring up an integrated matter to Lina Seller.

12:24 – 12:51Speaker 5

Good evening, Chair, Council Member Alice of Bukapi. We have been asked to submit our five year DWAD Regional Disintegrative Dismanagement Plan. This is a plan we remit every five years, and our report will be due June 30 year. We only anticipate one change would relate to the disposal capacity at our end. So we are both a senior consumer. So I will be meeting with our cycle over the meeting to discuss what that means for our plan and will I be bringing this plan at a special meeting or the platoon meeting of 2026?

12:54 – 13:12Speaker 1

Pardon me, I forgot to mention at our last meeting, Supervisor Grove, you asked us how we are letting people know about the need haulers. So the the the need haulers, and gets a packet that includes the haulers in that packet. So, if anything else that you'd like us to answer, we could ask the meeting goes on. So, No,

13:12Speaker 2

it's great. I I I have a question but I wanted to ask Council Member Melissa. Anything that you'd to ask? So,

13:20Speaker 3

on the is there a to get a clear up that the region lands online for your website?

13:26Speaker 5

It is not currently available on our website. Can mail and we can add it to the website.

13:29Speaker 3

Yeah, that would be great thing. I think you said we'll change if we don't look tired of it. I also wanted to ask about the left field. Is there plan in terms of what's going have me do each custody? Because I know it takes some time.

13:39 – 13:58Speaker 5

Yeah. Right now, the sanitary ad hoc of the county which includes supervisor Burrows, supervisor Anger, been needing to discuss some follow-up to the supervisor which requested the transportation analysis and depth analysis of the tax of either having that transportation assist from the land or on-site. The land also is being explored. We expect to present to the board supervisors for the end of the school on the latest analysis.

13:58Speaker 3

And also information be to submit it to the county and to the cities in Hollister. So we are to be driven as an a drug packed house.

14:04Speaker 5

Mhmm. Could certainly offer patients to disease as what that is requested.

14:08Speaker 3

It's for Holly. Thank you. And then, I know in the past we had a couple vacancies. Has been built?

14:15 – 14:35Speaker 5

The limited term risk coordinator was fund through SE thirty three has not been built. We are working with admin resources administration filling that role. We also have vacancy only for temporary staffing. So we were hoping to hire least two temporary staffs since they're at a specialist level or if we a summer's intern could be their alternative. So, both of those are are eligible to regional agency positions.

14:36Speaker 3

And going back to tram station, is there it's going to be financial act or are we going to include in that process?

14:43 – 14:55Speaker 5

That has not. I think there's different avenues of how the rates would be acted. Senior counties adopt a property. They don't call it tax, but a infrastructure fee, and though we'd be printing that to the board of providers for discussion and consideration.

14:55 – 15:06Speaker 3

Okay. How do cities are considered on the cost and potential impact to residents? I I get that you're gonna be presented to the but I get it. How is Cluster and Juan being equated to this decision process?

15:06 – 15:17Speaker 5

I think those session need to continue. It is not clear around the town owns Danville. So, they need administers programs, the rate increases, attrition, you know, discussion of regional agency transfer stage is not

15:18 – 15:36Speaker 2

I'd like to make recommendation. We actually have this as future agenda item for this group and come up with recommendations that we can pass on to administration and have ego all to eat the city so that we can start conversation about or we coordinate this because you're going where I'm going is what I would ask quick question of when you're done how numbers remain. And

15:37 – 15:56Speaker 3

the reason is because we're also doing study and increase fees for water for other areas. So, there's the president's going see a dollar triple impact on utilities for the quality of life interwaters or and this is just another addition to what doing if it's going to allow you the residents to vote or if it's going to be in a large decision and I think that doesn't sit also in some of the bill.

15:57Speaker 2

There is a section. I apologize. That's what this section.

16:02Speaker 3

And so has that impacted any other decision making process for that?

16:06 – 16:20Speaker 5

With a landfill expansion that was to be considered again, It's just been about closure of the landfill. If a portion of clean clothes then it becomes a mobile space. But as time, the land span discussion is paused. I'd like us to

16:20 – 16:45Speaker 2

be able to have this as no it's not primary purpose of this group, but we can have a presentation to be able to make a recommendation as a group for the collaboration with cities and that could like and this body could make recommendation to the board and to city of how how we communicate because it is coming sooner than there. Mhmm. Thank you. Mine were wrong same line. I want to know how many fifteen or what is actually years is 10. We're to 10.

16:45Speaker 5

Saint Louis was during a presentation at our last house meeting and I believe she said it

16:49 – 17:15Speaker 2

was ten or six years. Six years. Okay. So the cost taking effect in. And you know we are working on a secretary at meet them. So one more. So meeting on the next gen, this could be a thing we could at least the body could coordinate between jurisdictions. Okay. Great. Anything else to update us on? Nope. Nope. And I see this is not for public comment. This is up only. So, no blipman on is here on item three. Not permitted.

17:15Speaker 1

I I click on not permit item three.

17:17Speaker 2

Yeah. Yes. That's not usual. I am opening it up public on anything. So, I just curious. I'm not sure we are allowing public.

17:23Speaker 5

Our discussion with the council, we had discussed having the integrated waste staff management, the low task force, and for instance, and public Okay.

17:31 – 17:55Speaker 2

So the public comment frame that's on the agenda. Correct. Okay. Okay. Right. We're on number four which is in a good way to manage local area has for member announcement. We have announcements. Announcements. Thank you guys for the majority of announcements and my announcement was the sanitary solution talk is in a date need that we hope to have information would be available to present. That was my face note. So, moving on to public comment. So, now you need do the seal.

17:55 – 18:09Speaker 1

Integrated base management local task force encourages participation at this meeting and one comment. Speaker requests their name prior to speaking the committee. Not more than three minutes may be audit each speaker and no more than two minutes each subject as a wise extent or admitted by

18:09Speaker 3

No action or discussion shall unvaccinated on the are not appearing on those agenda. If pre I'm sorry. I apologize. If a preacher or any member may direct at a matter be referred to the right away and staff for you. If you're participating in Zoom, select participants tab and click raise and icon. You are using a thumb press star nine, raise your hand.

18:45 – 18:58Speaker 1

When you're trying to rise, you'll hear you have been did at at times to first name, last name, and county for the court. In public and we don't put comment on Zoom as well. Okay, see that we have

18:58 – 19:19Speaker 2

no public comment, then we'll move on to consent. We any comment. I'm sorry. I don't know we do. I don't see that we have items. So, now, we'll move on to item number seven which are presentations and discussion item. Item under number one, we receive a on 2025 annual highlight and our post content updates. Like bring

19:19Speaker 1

up Adrian Lagun, Rikology Zero Waste Manager. That

19:28 – 19:40Speaker 6

we've got a more else. That's why I circle. Yes. Update on all last year's numbers and quarterly been giving you numbers based on each year. This is the sum of the year we've done for the year.

19:40 – 20:18Speaker 6

So our version rates again, I know we've divided before. Looking at how much we're doing for landfill seems to be the top, right? So when we look at 8.33% as our diversion rate for Holter for the year of 2025, according to the back still 48% and then incorporated San Diego County 31.7%. Together San Diego County integrated management regional agents was 6.39. And then highest for residential for last year, and we can do tag for contamination in our customers with any contamination into their or gas or their recycling.

20:19 – 21:01Speaker 6

We continue to print and digital ads. Have so many presence have continued to increase some increased followers as well. And we work closely with the management to together build certain there's some news as you see here, couple copy of some news users, just different information. It fills with it for time that that it go up. President and commercial go up. And we'll be able focus on quick responses as usual to customers. Any post coming to our customer service line will quickly respond by myself and team of the bureau team. And then also, I'll just see pensions letters. So our commercial and focus on the larger amount last year, we had a total of six twenty five for the year. That's six different sentiments.

21:01 – 21:44Speaker 6

Recently reached out to person, you know, one of my way of walking and walking to them. Those 320¢ waste assessments done, is where they're getting in, taking a look at, and where they can increase or reduce whichever is needed. We had two, one of the results of all those visits is 27 organic parts to sort of get. Again, that's with our increase in diversion rates. The MRAT departments still 75% diversion rate. They're usually pretty educated. Are doing, again, with integrated way management policy in the know of what we're educating them. ATA being a compliance at a 100% recycling is good. SB eighteen eighty b still work and continuing. I am conceived 20 new orgas starts.

21:44 – 22:20Speaker 6

Not the but working towards getting everybody you know compliant for the future within orgas. And then eight three four one, the matter we're screening again, currently under percent compliance. Events and community events and outreach. In Hollister, we were at 16 different community events. In Juan Vista, we did seven different events. San Antonio County, we have four. Romas have one. These are events that help with the jury. As you can see, the photos were out there making the public. You're putting the sorting stations, the police station, where we're letting teach the BLIC on how to and then also to manage as much as possible.

22:20 – 22:53Speaker 6

Usually, we have high we're we average over 75% rate of all of that. Our in kind donations, they're where we have different profs that are resting for our services donations. Went up a $10,000 from last year at 2,600. There are services like free carts free and just for large tax style Now, on Ray and May have power. Well, January, we had a couple of IRMAs.

22:53 – 23:38Speaker 6

This is where heavy shredding. We also give away about 20 yard of clothes. And then also we have electronic cycle. We try to do active so we'll have one day at the fall weekend in school. And so this one you're ready to pass and may we have next coming. We have our race to zero waste school shop, which here's to this game for for our circumstances. So we're over 10. We do this year. We have we're over 15 at 18. We're doing double what we've done past. Again, we have the great St. Fellow, formerly known as the Arts Fellow coming as well. This will be the end of the month. So, this is for larger that we will out there monitoring. In April, we have our day celebration which Lori spoke earlier.

23:38 – 24:06Speaker 6

So, hope to see you out helping weigh prize for our contest. So again, 2025, 2026, these race zero waste. So then we go out and shop, talk to the dents about how to reduce carbon and the dirt from landfill and increase compton resign. So for the the workshop we've done, this year, we partnered with Halter Ausenmerkel, who's a local arts student here. Coming now, she's been really well working with the arsons, students and community team.

24:06 – 24:45Speaker 6

We've also, as mentioned at the and this expert, also do our post contest. I'm gonna have students sit down and tread all and work there. And then our final shop will be March So the ends, the line guardians, you know, ready. Kinder than through grade of them during their entry. And then, we want to start the judging. We want us to judge week of March 30. Know, Provider, you've in the past and showed interest in judge again. So we'll be reaching to you. We're looking at either thirtieth or thirty first. So we'll reach you for eligible council member us if you'd to thank you. Thank you very much. Before we open

24:45Speaker 2

it to questions, open up to comment.

24:51 – 25:36Speaker 1

Integrated Hispanic locales for encourage participation at this meeting and Walter Considers are exhibiting prior speaking to committee. Not more three minutes made a lot to each speaker and more than twenty minutes to each subject. A speaker audit can be deferred to another speaker. Committee members question this group. There will be debate decision. Pursuing government code action before nine five four point two. No action discussion shall be on the if appropriate chair or any meeting member. A direct about your friend and greater weight management app for you. If you are participating on items, the participants app and click raise an icon. If you are using phone, press 9 to raise your hand. When you turn right, you'll hear that you've been muted. At this time, state name. First, your first name, last name, and for the record. Any public comment, any changes? So now do we have any public comment on them?

25:36Speaker 1

We have a public comment. Okay.

25:38Speaker 2

Bring it back to the board. Any comments, questions? Comments. Thank you much for that.

25:43 – 26:02Speaker 3

Presentation was informative. I want to say on the rate of version 7% and I saw a percent of our out there. I mean, something very proud of. I'm wondering on the version that you mentioned between Hollister at 8.3 San Juan 48 to Zimini County at 117. Is there a practical Is Juan going be could duplicate in Hollister?

26:02 – 26:23Speaker 6

I want the thing that what we need to talk about is San Juan has ordinances where they do allow especially at their special bands. They do not allow plastic and they would make a big difference to festivals. We have tens of thousands of people coming in and in the weekend and just keep a lot of waste waste that's in in in these concentrated. That's

26:23 – 27:06Speaker 1

work together, Liz, integrates all works with with and they all have an open where you not sell bottles, hot bottles on the streets when at their festivals. Councilor Browns, I on last year's city council and asked who would like us to work on this with your city but I they have not backed. We'd love to because this creates a diversion rate as we're looking for Adrian, not to you. Like, it's work. You know, they're they're they're forty hours and they still work on weekends. Help keep Salido County clean in the as well. And so we better be to work you and how you know, so does not ask people to think if we do them too. So we have all gone out and garbled over during the rest and it's not easy. Let me tell you. We're pulling that out and we're spreading it, but, you know, at least we know hard as we'll ask other people to do it.

27:06Speaker 1

And so we're more than happy to have the conversations with city of Holster.

27:09Speaker 3

Well, looking for list that are which effective in terms of the version. Share those you. The most generous discussion with conviction.

27:16Speaker 1

I'd like to have a presentation on that with you.

27:17 – 28:01Speaker 3

Yeah. So, if you, I'd like to see appeals. Yes. I'd like to do some research and be able to counselors can items to the infract. I like more conversation action plan. Just want to say thank you know that the some of the are really effective. I'm working closely with your team on the neighborhoods of seen that have a lot of large items on the street that to be picked up. Do appreciate it. It's really psycho and go to an apartment complex and pick up. I know it's really judging folks. And believe it or not, I saw video on social media. It's very cute and not accused. I'm sorry. It's a very active, productive, informative, and and people are recognizing that they can actually do something and it is something to make a poll and items picked up. So, your team on being so innovative. So,

28:02 – 28:33Speaker 2

my questions are similar in the sense that we have a kidney ordinance on anything this week to increase our. If if there's some that's come out through this, I would like to know that and I do a future agenda. I'm that bring that word for considering. So, if you can share with us, that would be great. The other thing is that 1883, the ongoing. And do we have, like, a master plan on 1883 and how we're going to be moving forward with? Is there some of, like, timeline and

28:34 – 28:56Speaker 5

We had a rigid time about the year working with our Rose is gonna be moment. So at point meeting rose tomorrow to talk about our updated timeline and how we're not it doesn't sound like there's gonna be continuous speech to need to fund how we do have funding from the branch agreement from our exclusive players. How can we that to continue clients? So we'll be being discussed out with those and look up at the deadline. Be happy to present that. Just yeah.

28:56 – 29:13Speaker 2

And we previously discussed consideration of there are still South County a lot of events that they have to kind of their own way with a dumpster or they haul their own trap, whatever it may be. Is there any consideration of extending having considering of extending the route? It's like more so where it is currently.

29:13Speaker 5

Not necessary for edition day, but as we're looking at franchise agreement or call, that's something that we want. At. Swooping that

29:19 – 29:32Speaker 2

on the forefront would be great. Okay. That moves on to item five two with the franchise agreement lifecycle background and format review. And I believe from what was posted, we have a new update. Yes. And so we have copy on the tape here for you.

29:32Speaker 1

We do. We actually have lots of different items that pertain to this.

29:35Speaker 2

If anyone would like to have the presentation available, it's

29:38Speaker 5

So this presentation has not been updated. It was later present in relation to the

29:42Speaker 2

Okay. I wanna make sure I was the right one was being updated. My apologies. So Okay. So take it.

29:46Speaker 1

Before I start, just wanna let everybody know that there's an hour for the fine workshop or the college contest. So we have them. And if anybody needs to be in the audience, we can get to you.

29:56 – 30:11Speaker 2

I'm gonna assist this one. Yes. Is. Is. Can I tell you the talent is amazing? It these kids are so talented. Being a judge list is very difficult. I'm glad you're gonna join because I wish Lynch actually had to, like, say, hey. Every cannot win. It is hard. There's really talented kids there.

30:11 – 30:22Speaker 1

And show them appreciation by being their their posters at. Oh, so next, I would like to bring up Bruce Rader who is principal at three of the friends degree life cycle background for review.

30:23Speaker 7

Alright. Good evening. You last heard from me about 08:33 and I'm here but this system is not very long.

30:29Speaker 2

No. Legit. Can I ask to it?

30:31 – 31:04Speaker 7

Yeah. So, thank you for having me back. So, three, just a refresher reminder for the audience for had. We do only salt waste company. We only work cities. He's a state local agency. So, you were specialists in this work statewide in California doing all kinds of things, including performance reviews of solace halls, and also negotiations and competitive procurement agents. So that's the talk of today's conversation. So about last year, we issued a formal review of call. We were ready now to report on the outcomes of that.

31:04 – 31:23Speaker 7

And then also to prepare you all for the future of French agreement with ecology. And then I'll discuss next steps. So we had a lot of findings and recommendations, most of which are not important for your purposes. We are all on the operations are good, well managed, the drivers and customer service are professional. And we found only a few things that were adverse findings.

31:23 – 32:01Speaker 7

Of note, we did have an overreacting on wrinkling gas honnages when you look back at the back documentation that's incorrect and more coming soon on that. There are some vehicles are running over the low limit. And that affects both safety for the harder break the the trucks and also affect the. So we're working with that, seeing if we identify which routes are going overweight more often and if there are changes that might be needed to ensure that doesn't happen moving forward. We're looking at working actively with them on increasing that, which is gonna improve diversion outcomes as well.

32:02 – 32:39Speaker 7

Working at the Spanish language customer service representatives, they do have a service representative. We wanna make it accessible to directly in Spanish language only often. Container replacement and to serve initiation, it's a little lower than we would want to see. So working with college and that. And then also program that's described. So that's used close. For example, there's a program that's described in the phrase. Again, so we're looking at getting that started again. Recall that we were very great, very cooperative in the higher courts, the refunds created on that, and also very recent to all our findings. So now, I'm going to talk about your franchise agreements.

32:39 – 33:24Speaker 7

This is one of the large dollar value contracts that low agents have, and that's the case for you all here, too. They it's a ten year term contract, and that's because of the equipment that you use, basically, mostly truck deprecated over a period of years. So they're able to offer that you use that same purchase the entire term length of contract. There is an option mutually agreed set twice for tiers each. That's in your contract. We encourage you to consider other pathways that although that remains an option. Again, recall you need to agree to that. And a reminder of SB-eighteen 83 must talk about the law. We talked about the assets that agents are already required to comply with, and that's mostly on the agency side unless they collect an option. Adrian's presentation embedded in the s thirteen eighty three law.

33:24 – 33:49Speaker 7

And so the city's county not opted mandatory requirements to participate in organic collection and that will require once the election ends that all real will affect what your franchise will look like at point in time. That's you would ask about times. It's a significant time consideration. So you've got, basically nine years after the acquisition of your existing, entry agreement before the initiation of SB thirteen eighty full elect service. That's years from now.

33:49 – 34:17Speaker 7

Don't know what's gonna happen. Mean, actually, lot of laws being passed that are ending as 33 sort of continuously. And so encouraging you not to try to push too far ahead of what's gonna happen with rural exemption. And the timeline does seem very convenient. So what we're recommending the broadly, and this is what it calls even points just that we're starting to think about as the franchise is humming to its creation date is address the area of non clients to town and potentially local bit at exclusivity vision.

34:17 – 34:58Speaker 7

You have a number of non exclusive branches, but it haulers to act in the county, the Mali Home messed up MSW and instruction of malicious debris. So intercept was that exclusivity provisions in your conductor unique. The speed 30 talked about and potentially looking at modernizing some aspects of contract because you're looking at potentially another ten year term. Another thing I want to just put in on this is the future of the landfill affects customer rates like your constituents' rates because it affects their garbage bill. At the end of the day, what we're gonna charge is has a pony in it, pay for recalling debt fees at the landfill.

34:58 – 35:24Speaker 7

So even the existing contract contemplates an increased change in those paying fees, whether that's landfill or at their location and in combination for the hauler through the resetting process. So this we're about to be entering the resetting process right now because she's a great location due April 1. There's proposition to key noting process. The five note is now up. But this looks like here, know, sort of topical right now.

35:25 – 35:59Speaker 7

So but in general, this is this is our general side. We're gonna work out from when the the construction service contractor needs to like boots on ground start. Want to them at least a year be be further start date so that they can purchase equipment at their staff and order everything like that. So, the lead time of least a year before the command and other service can compress that down like maybe it's not but but here's my deal. That's really because the supply chains or the equipment are international and there are sometimes significant delay in ordering the equipment they need to provide service.

35:59 – 36:36Speaker 7

Do you wanna give them enough time? So you're not starting service with old trucks. So you've got a year already. And you also want to have six months, ideally longer, for a procurement process to be, I suppose, as well executed as possible. Your is Your franchise agreement joint held by three agencies. They each may have slightly different considerations need. So and, you know, we've been talking about what our city's role and main decision about. Transfer saying, well, this is a jointly hub franchise agreement as well. So I would anticipate process, especially a committed premise, process to be complicated and difficult. I would definitely recommend having consulted assistance.

36:36 – 37:14Speaker 7

And it's expensive, right? So, then, I guess, getting too close to where we are right now in the time with about two and a half years out, We do generally recommend especially you have a contract that you have a relationship with, entertain negotiations on a source based fee, but they offer to you. I can't say there, you know, it's being the attached that we end up being in the position of recommending you need to at this point in time, and not even asking necessarily to tag in. Right? But we are saying that probably is a good idea if you just sit down the table with them, find out what you'd be able to get and use it up and are before considering bringing out the competitive bid.

37:15 – 37:59Speaker 7

Alright. You see much of the idea to cover on the prior slide. In a six months to teen timing holiday. Alright. So next step. Is a mission action required today? We are requesting UC again before the next regular scheduled meeting. Speaks by some follow-up that pending from radiology. We wanna just every together you together at the time to pair you now for the next meeting, hopefully, shorter presentation related adjustment in the performance review and the impacts associated with those. And we will be requesting that LTI provide commendation for us and bring the disease in the for duration to potentially source negotiation with and with no intention necessary that we would end up recommending extension or not.

37:59Speaker 7

Just upon that comes out of negotiation. So, with that, I'm happy to get any questions.

38:04Speaker 2

Before we go to our options, open it up public.

38:08Speaker 1

We'll receive a public by Zoom after that. The public comments we didn't change. Do we have a public comment on Zoom? Do we have any public comment in chambers? There's no

38:16Speaker 2

public comment. Okay. Bring back.

38:22Speaker 3

So, might have missed it but didn't see the report attached.

38:24Speaker 7

The report actually is not finalized yet. We have the outcomes from the format view but

38:29Speaker 3

don't have final report. Didn't see the items such to the agenda today.

38:32Speaker 7

So, these the the important findings, the first findings like.

38:35Speaker 3

Can pull the same view of that? What you have? So, you did the you talked about non compliance MSW.

38:43Speaker 7

It a municipal solid waste. Otherwise, it's a bridge.

38:46 – 39:06Speaker 3

So, the tons of acronym everywhere. Energy, water, yeah, tons of stuff. Could be a thing. So, two eyes that you talked about SW Construction to be a recommendations in terms of we can move forward and how we talk to construction companies or insurgations where we could have some renditions into what you and anything else? Is that concluded report? It's not included

39:06 – 39:23Speaker 7

in the performance review report. In terms like having concrete recreation right now, I don't have read for you. Okay. For meeting, I'm make sure that we have again have done the research you've just mentioned. We were fighting thing. Very common.

39:23 – 39:48Speaker 3

So, to do research, make sure you got the buildings council because they they're they were banned on union, 20 venues that concern. So, I'd like that to be considered and included in the report. You talk about which is closed and we see so can you allow well the next port can you navigate in terms of what we're doing? Dinner, there's cancer state organization that have specific about carpet sizing. Is there anything that maybe collaborate that? Now or there doesn't let me.

39:48 – 40:02Speaker 5

We do reach out to local cyclers to talk about the Riverside program. I believe more recently we've put our our to expand the program. I believe they're not taking carpets part of that program. Under agents that we reach out to one off for sling as well.

40:03 – 40:40Speaker 3

But one of our missioners Steve Long is a commissioner that deals with cycling carbicides programs. So he's he's appointed to see them. Not one chapter. So, I think what with public funds, so that you said, you know, potential like mentioned to come back to the sole source, there's opportunity for us to extend two extensions essentially one year. Deers. Okay. Your exchange potential four years. So, fourth year life school. And when do we to make decision in terms of those sources just competitive? No.

40:40 – 40:54Speaker 3

We we have that that's just coming up because you're in order for anybody considering there has to be plenty of time to get up to eat. These are with with the ability of the community to be able to bid diverse competitive open test. So. Practice.

40:54 – 41:29Speaker 7

So, we have developed tentative time that contemplates pleading sole source negotiation whether that result in an extreme or decision go out to November this year. November this year. Coming up. Then, after that because you do have a rigor on call WM's access to assault which ends currently me that where you would have enough money at to be to do social negotiations but recommend if you do go outbid that you should first be scenario for consultant services. So, that's the reason that is it's like, it builds even we have to have. Wondering why we'll consult service

41:29Speaker 3

to do a procurement process. I mean, that's not really common in other directions.

41:34 – 41:53Speaker 5

I think it's very common for franchise events. Okay. Very complex agreements. No one on our staff has been part of procurement for franchise agreement. I was hired on seven years ago right at the start of implementing the branch agreement at that time. Regional agency members had consulted with city council to perform the procurement process. Want anything to add?

41:53 – 42:16Speaker 7

I mean, I I would say like the biggest position really is that again, these tracks up every ten years. So, local agency staff is not necessarily going to be even if you participated in procurement products from ten years ago. And where it's like, I'm a part of negotiation like the different agencies currently and so, I'll I'll be able to basically help you like and to face the national garbage companies that also do every single day.

42:16 – 42:39Speaker 3

Gotcha. Okay. So, we talked about a third 83 that would you say in years but when you're from now, so we're looking 2036. The rule seven be really optional. It's mandatory. As if they were policy or longing efforts that you made, would you able to tell and what would be? Honestly, any but anything else?

42:40 – 43:17Speaker 7

Yeah. So, IWM is being pretty active with the rural county association and they have beenching for legislative access to rural exemption including the one that extended the for the period it's currently extended and so we I'm not aware of any related regulations route for rural exemption but we're monitoring that and I think yeah, I mean, SB three and eighty three implementation is expensive. We look at, like, 20% increase in some cases. For other jurisdictions, we're looking rolling out S thirteen eighty three. I don't doubt with the case partially because your existing president is extremely looking for diverting outcomes.

43:17Speaker 7

Probably because landfill is so, like, prominent, right? Like, you you have this inking landlord that's important to try to keep owners when you can't and the diversion here feels very personal. Thank.

43:28 – 44:13Speaker 3

The reason I say that I because both and I do have those relationships at the stable. Working at out of financial challenges just now but specifically years now and so this is just other meant that they have funding edge to it which will come earn to the camp but all of us that will pay for and again, our residents being increases in every CG and water double triple rate. So, it comes the quality of law or just being able for the issue and so I think that we communicate to our legislators. We need our our guest asking for direct and to provide a paper to be able to what what are things we are looking for more legislator whether relief or fund a child we're going to get relief for potentially another to see if they change at the state federal level. I just can't be that we're going to take on 27, 30%.

44:14Speaker 3

Each, you know, increase anything with the other you'll say abilities but there are other options that we'll have or not going be able to live.

44:25 – 45:09Speaker 2

I can't agree more with that comment on the whiteboard. Talk point to exhibit stories about how this going to impact the every person in San Mateo County. You know, being able to take that story to the state and say, look, here's where our challenges are. We aren't going be able to afford this in a bankrupt arkney. Loner cities. So, I have several questions. I have some questions. Don't even start. And I'm really sorry this meet along, but, you mentioned that on the performance where he was fine. I'd love to have had this linked to the end to be able to have more of that information. You don't see LinkedIn right now. I'm there. It's that. Presentation that we were combining all of the All in one month. Every time I open, it says no view available. Five five it in owners crash. That it says every time I open it. Okay. That's why I get it. That's why a little light.

45:09Speaker 2

Okay. So, that's the number one. Not sure why that's happening but. Yeah.

45:13Speaker 3

But we'll look at that.

45:14 – 45:42Speaker 2

No, that's from the Allen bike. That outlet bike. I went to website, pulled it off there, and I had bullsew. It had had old agenda, not the new window link when I went to task force website. So, just we're not going offer tonight. But in permits review, you you commented there's overroarding diversion. It's supposed both both and then over legal low limit, weight at landfill and reported to.

45:43 – 45:58Speaker 7

Yeah. So, every traffic is over the landfill scales has is individually weighted, has equal limit, and in a territory. And so what we did to come to that conclusion is that we reviewed the individual digital curves that each of those weights The landfill. And do we

45:58 – 46:33Speaker 2

have thing in our agreement in that? This sort of was a girl about what what happened for us as the raiders. The real thing is in please don't take this wrong way. Our road in bad shape. We're at trucks out with our own limit. Then their fines are thing. We have a place to prevent these things or deter these from happening. It it just one question. That could cut your final report. I mentioned the replications due April 1, and this is kinda this feels like a a collision of so many things at one time, including the conversation about landfill and the and really having clear information that gives you the everyday person.

46:34 – 46:58Speaker 2

How is this going to affect the rates? If we can't bring this information to a point, being as a we don't expand landfill and go to a transportation in a cost. But then on top of it, we have decreases in the the 33 cost and all the other things. So I I feel like really need to have kind of a a comprehensive understanding to able to claim it public. You mentioned a prop waiting. Now, there's a law in prop twenty eighteen.

46:58Speaker 7

Is the vote to voters? George approached for for a good rate. Okay. So, you

47:05Speaker 2

you want them? I can't hear you. I'm sorry.

47:07Speaker 8

To a request, you have 50 as one vote against. So,

47:13Speaker 2

it is about the votes. Well, vote of a users.

47:17Speaker 8

Yes, voters. Against against interest rates. You don't go yes. One, I don't know. One, I don't want. You just receive people.

47:27 – 47:38Speaker 2

So, basically, rates are going freeze that if there was an uprising and they wanted, they could sign saying that they do not want rating because it's and if we get people plus one, then Cannot increase. We pit.

47:38Speaker 8

No. Who? This is our and you can run up to it again.

47:42Speaker 2

Okay. But it it it's a.

47:44Speaker 8

So, one to consider renters to vote are owner votes only for sole wages own supreme, not renters. This is gonna be fun. But yes, the rest of

47:52 – 48:25Speaker 2

This is I'm gonna put a list together of houses all become together and how it's be explained public. I mean, this is a huge hurting. Okay. What's the review process? How do we coordinate the city in a franchise agreement? This is a work. I'm a first year. This is my full year. I'm a noob. So I'm trying to wrap my head around. How do we coordinate this with the cities? Is it, like, meet with cities and you the city's needs and the city's concern? Kinda gives me their concerns and that's all brought together in a dimension. Kinda like what was caught. Okay.

48:25 – 48:53Speaker 2

So, I'm trying to see this is is gonna work. And you put the landfill or lack thereof landfill could change everything. You're you're just spilling onto a beach. I have a really hard time with anything that's full first. We have a two year time option or two expense extension which would be four years. Do we have rebuilt into that to your extent or app of replication process?

48:53Speaker 7

We're so excited to bring it cumulated to the setting process for the special meeting and hoping that your views be very yeah. Okay. Very qualified. So

49:03Speaker 2

special LF meeting is between now and next meeting. Do you need that that you meant initial LF meeting?

49:09Speaker 5

Yes. Hoping to have a special LF meeting for this item as well as the interpretation reporting either early April or late March.

49:17Speaker 2

Okay. Because I see collaboration and communication between the jurisdictions is going to be imperative and cannot but not be completely transparent. Can you

49:27Speaker 5

just open the steps? The first step that we're recommending is to Can we

49:32Speaker 2

turn just a little bit the way so I can see a little bit because we have slide. Perfect, thank you.

49:37 – 50:17Speaker 5

So the first staff recommendation is that come back to LTAF with the result of the rate and into the rate and then would be either discussing negotiating first form recommending that we're going to proceed in a source with negotiate city council and board of supervisors to confirm that we're getting their blame to proceed with negotiations. So it'd be a recommendation from the and ultimately, confirmation from the season county associate. And we would be coming back to the with the results negotiation. And from there, we'd be making a ready whether to negotiate or to extend two years to, you know, one term to start. Or if it wasn't negotiations, let's proceed with competitive permit.

50:18 – 50:32Speaker 2

So sorry to interrupt. So it were because this is a franchise. If let's say city of Hollister and the county and Benno agree that we need to go out for bid. We need to procure process. Sam, it's a dozen. Sam, it teaches right along us. How is coordinated between the three? We are all in agreement.

50:33Speaker 3

Right. Right.

50:36Speaker 7

Request of nuclear fi we mean by request.

50:38 – 50:55Speaker 3

So, jurisdictions to request permission to see prior to any source like we wanted an environment scan of whether agencies actually this work, right? Because you have a grid that do the exact same work, then you you know can't do all sorts. But if you can say to the mental sand and only one, then there you go.

50:55Speaker 7

Yeah. And we have the information from the prior competitor procurement which that.

50:58Speaker 3

That was all time. Yeah. For example, you're 10 years old.

51:01 – 51:39Speaker 7

Right. And that was You're correct. Thank you, Our intention would be if authorized to do source negotiations with recall during that process, we would also be gathering information. So then when it come for the recommendation, whether it's to buy an extra meteorology to go outbid, we would all be bringing information like what potential operators might already know. We're pretty good at what the rates are. Your rates are compared to similar meanings in the area, and statewide. So rate comparison and see. I think I have my note in front of me but the intent would be have a point in time. All the information the officials need to make those form to some pretty constituent.

51:40 – 51:59Speaker 3

So, saying they're doing mental scan at point? Be doing that at the same time. Okay. I know your church and health care and government organizations and congress and it's in agreement like high for example, they have a third rates, right? Until you're to negotiate a different rate goes up a bit, then, the care provider can't renegotiate the rate.

51:59 – 52:27Speaker 3

Oftentimes, significantly, less that they're currently asked for. So, that's an effect doing RFA or environmental can be even if you are to provide the fact we are core RFP, normally says when you write in order does not do that, which what you're talking about, I think, out to see before you make a commission for source like see that environmental stand for the fire research report prior to to that because I think I'll I'll send that then it'll be really hard for you and honestly want time to be wasted and people to spare money that they we do. Insurance terms are coming up fees.

52:27 – 52:49Speaker 7

Yeah. So we can look to try to fax for the special me too. Is it that more important you have earlier, the better? So, I'll look at if nearby districts did for a full hire Hilton, see how much cost them for a competitive permit, and also what terms are for their their entry agreement. You that represent the bullet and found it. So so see how much we can get together for this vaccine.

52:49 – 53:25Speaker 2

And I'm assuming because you're such a Ashpoor community, anything been done by the jurisdiction have price agreements would be sort if it's done simply if they're get piggyback process that could help do skip the RFI, but piggyback on not say it. A big county has money and staff and have the ability to put rent because we're not worn out now. Your contract consult with its management right now has only certain point, and that would put into negotiations of sorts. But if we decide we're not to do that negotiating, then we need to booking at not only an r five, the process, but number five for consultants because we need to come to the bid that. This good you're here today.

53:25 – 53:43Speaker 2

Can't tell you last year, this last was a quack. This is gonna be lots of lots of decision making recommendations, and this is the only way we're gonna get this over the finish line is a good relationship both of the cities to be hold out for at always best interest for our constituents because that's the bottom line. All we're doing is trying to ensure we do not waste taxpayer dollars.

53:43Speaker 3

I'd like to do a fire environmental scan for agency provided the the social science is all to

53:49Speaker 2

social services. Does that mean everybody?

53:52 – 54:06Speaker 7

It's going to real hard to figure out the total contract value is if that you're adding. So, like, typically, they are booked as for I can put in for main request and see typically agencies unnecessarily have to see access to that for me. Although, I do.

54:06 – 54:29Speaker 2

Everything you guys have brought to a day, very eye opening. I'm so happy that you can vote here because it highlights the importance of we're going to have our over the next several months even just what we're going to talk to. So, had some more snow that snow work is going to be for us. That's the report we need then. This decision gives direction. It was just open conversation, correct? We have an action item on this. We're not making any direction unless there's something I missed.

54:29Speaker 5

We are going to schedule special kit that can wait for the item. Catherine, we go over them. Callender?

54:35 – 55:03Speaker 2

Yeah. It's 3. Right. Right. Yeah. Okay. That'll be at the end. We'll we'll that. Is there anything else you could add for? Really? Like this. Hypothiogram. I'm a bullpen. So, I have that melty, that would great. It could help me really process all the things that we could do. I'm glad we at least have the same numbers as we're working together. I feel like we're good team and we can try and build through this together. You so much for presenting. I don't have any additional questions right now. I won't comment. I don't

55:03Speaker 1

want a job. That's all I'm

55:04Speaker 2

going say. Keep this job. No matter what we We love our

55:07Speaker 1

we love our job.

55:08Speaker 2

Yes, you can keep keep it there. Okay, now if I am on the correct end item, we now run item five which is viewed integrated management regional and quarterly expenditure. Yes, I'd like

55:18Speaker 1

to invite Integrated Selena Dottler.

55:24 – 55:51Speaker 5

Hello again. I will provide a summary of our Regional Agency Expenditure dates this year began on 07/01/2025. As a reminder, the Integrated Waste Management Regional Agency Joint passed a grant. This will task force review actual spenders at least quarterly and make recommendations to the government on actual or anticipated over measures and have reported are no expenditures time. The following slide provides a comparison of budget expenses and a product total of, 1,700,000 actual expenses at approximately $590,000.

55:51 – 56:33Speaker 5

You have been provided with the details the judicial report with revenue deals and separately budget performance report both pulled by our staff specialist on on March 5. These reports are all attached to dysgeja, printed copies of reports available for the public at the table in front of the desk. Moving on to regional agency revenue, you can see here a total of $560,000 budgeted for the regional agency programs includes the various grants awarded to regional agency to issue household hazardous waste funding and recycle payments from our exclusive caller colleague. The miscellaneous revenues include reimbursement payments for the interest cycling council legally and interest election initiatives for every legally mattress getting up to $20 on the region agency. This new deducted from any grant or program related.

56:33Speaker 5

In other words, the Season County would not bill for any associated cost per regional agency. That concludes our quarterly expenditure today. Happy answering.

56:43Speaker 2

Okay, we questions, let's open up to public comment.

56:49Speaker 1

Do any public comments in chambers?

56:52Speaker 3

Public comments. We

56:55Speaker 2

Okay, bring it back. Any questions? Right ahead. I just want

57:00 – 57:15Speaker 3

to say thank you to team for recognizing the expressions and revenues. So, goes to the CONA. I think it's easy to see, easy to understand, adequate. So, thank you. By the way, soften. So, thank you very much for doing that work. It's it is greatly appreciated.

57:16 – 57:54Speaker 2

I thank you so much to add your your attention to please. This this was work in progress from we were. I know we still have it to improve. I know the CEO had comments of how budget process change a little bit here, but there's a couple questions over that I don't understand. I'm looking at budget preference report that is through 03/05/2026, including the roll up account and the roll up space. Can you help me understand under revenues? We would nips under the transactions. This would be like five, six, 2.9, oh, six charges. He's the city of Worcester. Did we prediction what we were ending revenue and then?

57:58Speaker 2

It paid one of six. And it weighed the one, two, three, four, five, six column over called YTD transactions.

58:06Speaker 5

You're looking at the charts for certain policy. Yes, policy

58:10Speaker 2

San Juanita, San Benue Regency 25,000 negative.

58:20 – 58:37Speaker 5

The month. As and correct, Matt, the bill that occurred in for full year '25, the accruals that we had were actually more than what we received, and so that's why you're seeing the negative is my understanding, and also you're seeing the revenue coming in from the regional consumers that have accrued that revenue.

58:37Speaker 2

Okay. These are the things when you see the dividend and your dates on revenue generation, typically it just red legged me.

58:44 – 58:59Speaker 5

You also notice some of the granting shows but it's not been received a lot of funding that has been received. We'll be working with NA to assume it encumber encumber that and then for revenue that have not received that were exceeding to that severance between April and May.

58:59 – 59:42Speaker 2

So you have a reflection that's getting it's like in what hasn't been in your new account. So just making sure that because the report I love, if we can completely understand the number because when you when you have, we've got from a cell was you guys been way too time to ask them on cell. So just a little street war. These in in in our being here are so as was a and our council, Greg Primo. What they used do is everything in cell and then to put it merge of a whole of information. What what we tried last year, do that. Let's put it in the way it's So you just run a but perform a report. And if you have sting revocation just, you know, are you, those claims, images go out, and you can able to show us where auto is because to me, this is more transparent than the cell that can provide the public. It's just a kinda no read up. Okay.

59:42Speaker 2

Go ahead. That's key. I'll start her with You know how to

59:45Speaker 8

read it. And most of grants you keep in mind that all the grants are on our endorsement basis. You don't defund the media. Sometimes it take months to defund back.

59:51 – 1:00:20Speaker 2

That's why I like them being in esteemed rebins because you need to be able to document that in your netrand because it had to go back at a rich fiscal year. Can't say, oh, didn't get this year going in next year. No. No. No. It was back the year that was supposed be in. Okay. Smithy. Yeah. I know the time. CEO. I'm just great. I have no further questions on I just want you guys to see I'm looking at when looking at the court so that if you have to not come in, you know, what those are and you can kind of view out. We have received this red collection from X and Z. We've voiced it. We're out to voice it. Any questions or comments?

1:00:20 – 1:00:52Speaker 3

Comments of the county is we are totally using revenues coming and we can properly report this for CEO. It is pronounced. Glass slide. Okay. Is there we're not maximizing our ability to down those funds and people who are the need in order to do the work. So, who's that funds both drawing down fund and the ability to do work. So, that we want for us. I I highly can encourage county hire people to leave their pay grant funds that's renewed that's coming to your general fund or service that are needed for residents and yes and work

1:00:52 – 1:01:10Speaker 8

on it. What I do at Hoist County, it may very transparent process and what it mean is going through a process of crude request, a request, and then bring it back over and over again but we're going to help people to a position bring to work desk. And so when are in the accusation? These business were a

1:01:10Speaker 3

bit last year. So unless there's nothing else. Nothing. It's an issue, right?

1:01:14 – 1:01:36Speaker 8

Yes. Last year was a difficult year to be able to finalize IT because we sort of understanding about how each one programs works. But they said I have a very clear understanding. If they could not do help by Jefferson. Officer, I don't have a proper. The difference is each of the departments are not that can that approach. But they're between tier. And talking about maybe few months or six months ago when I came up with. Thank you. And then

1:01:36Speaker 3

what are your what are the timeline for hiring to?

1:01:38Speaker 8

I think SN and Aldi already have that one.

1:01:41Speaker 5

Might be inbox. I might have missed.

1:01:43Speaker 3

I think by an acting will be the person will be. Yes. Great. Thank you. Thank you.

1:01:47 – 1:02:02Speaker 2

Okay. Any else to add? Nope, moving on. Okay, so we're moving on to five or which is the next we will review the draft recommended regional agent's budget for CLIR G627.

1:02:02 – 1:02:25Speaker 5

Before we begin, there are copies of the presentation lever on the back table. We did some changes to new information received. We are recommending an additional meeting in March or early June can be part of a special meeting related to the France agreement life cycle. At this time, only able to buy the assets and and wages, cost share plan, purchase salary. We have received no number from from.

1:02:27 – 1:03:30Speaker 5

So this meeting, we use answer questions you have and gather feedback so that we may put it into the final post. The Pressure Region Agency member share cost operating upgraded waste management regional agency function. The county will form services required for the session agreement bill the city and the counties for their proportionate shares. It will task force self shall serve as advisory committee to Sami County waste management real agency the elect members of local task force are responsible for forwarding the final recommended to their respective and we do forward to the local task members, including our staff. To facilitate the review, county submit proposed it to the local task force later in April to proceed with the school of post this year.

1:03:31 – 1:03:54Speaker 5

So for you, this is a comparison of last year's approved expenses is not billable expense just approved. You'll see an increase because of an grant that received effective to be awarded October 2026. It will be arrangement based. So for our draft, recommended expenses is approximately $1.01 $920,609, and that includes exercise charges, as as salary and benefits. As I mentioned, there's a lot of efforts in our employees and the workers' comp cost plans this time.

1:03:56 – 1:04:19Speaker 5

This is our budget. We were paying 50% of my position, rated with manager, 50% of staff panelists, and 100% of our resource in recycling recovery. Frankie Sanchez, he's focused on the relief efforts. That's something this LTIF and priors had needed to work on it to get and improve so that position fund. We also had limit term cycling for position where funding was through 11/07/2026.

1:04:19 – 1:04:53Speaker 5

They're recommending LTF to the C and county supervisors to continue funding this issue. There is funding available to our member sharing costs and would focus on S-thirteen 83 compliance. We have our staff specialist Lori Tasley as focusing on our school outreach, our green biz program, a lot of business coordination outreach with psychology and general customer service. And then our second service specialist, 8% is funded that is as more dish as sorry, came for other rated waste funds, and that's why we see her at. And then the board had run or this low pass had previously approved a 100,000 temporary staffing.

1:04:53 – 1:05:21Speaker 5

We were intending to use that intern or for, adult service support. This slide before you show the revenue that is approved expected in twenty six-twenty seven in total revenue 665,000, excuse me, 665,000, and that additional revenue is coming from the household hazard waste that you see before you. There are grants we're receiving from power cycle mode which payment grants, so we receive them. It's not reimbursed as long as we have to pay things back. It includes the S thirteen three local systems grant 200,000.

1:05:21 – 1:05:42Speaker 5

We have till 11/02/2020 suspended. We only sent about 40,000 because of unpositions. In ecology, we've our full day revenue at 32,000, household hazardous waste revenue at 280,000. These are paid directly to regional and scene to city or the county. It's for programs and they're showing fully fund our quarterly item event at the landfill.

1:05:42 – 1:06:15Speaker 5

We've been able to extend to MFD to pilot bulky, highcups, and type dwelling use. Then they fully cover hazardous waste and the landfill as well as new quarterly risk event at our office park lot, the risk management agency. Lastly, we have increased the Marsh Legally match shipments from thousands of thousand dollars. These are again pieces that every we dump mattress, which ranges $50.20 dollars per mattress. So for the crushing agreement, revenue is deducted for total and as a result, total billable expenses to the regional agency would be $1,263,609.

1:06:15 – 1:06:41Speaker 5

This is similar to the pre billable expenses from last of current full year, which were $1,250,609. And here's a breakdown of the billable against to regional agent member. Insuration build based on population size for the and this is data annually. You see, the c 5.1% for policy three one for Southeast Sammity County is 31.8. These are the population estimates 24, 25 is now available.

1:06:41 – 1:07:21Speaker 5

We will update that when you read the updated budget at our initial meeting, but it will only change by 8%. We'll only see it plugged up on, percent two for each student. So how the bill would be $892,702 would be 39,008 and 63 and 72 k would be Hundred And Thousand 844 Region Building. Also printed and provided you as part of your budget packet is the RECOG revenue report 2025. Per the 2018 exclusive branch agreement, RECOG reports four payments each jurisdiction include: Franchise payments, AB 99 payments, or abatement payments this fund can use to fully cover each jurisdiction costs the Regional AC so you are not using any of your general funding other than this agency.

1:07:21 – 1:07:44Speaker 5

Would add slide nine to the next exclusive franchise revenue. I printed those numbers in the documents. We'll continue to report that a quarter base or quarterly meeting to this, but these only reflect the exclusive franchise revenue for Colleague. For next, we recommend a general meeting in March, early April for local task to take action by recommend the final proposed budget. At this time, we've, again, only been able to provide estimates, workers on budget, cost plan, budget, and salaries.

1:07:44 – 1:08:09Speaker 5

But for today, hoping to give recommendation, input from this local task force, and we will be reporting those recommendations for a final post to bring back local experts meeting early March or late March, early April. And I apologize, these are our list one and one, but the budget is approved, the cluster city of OMAT's local experts will forward a fine recorded budget to their risk of gun use for four in April. I'm happy to answer any questions.

1:08:10Speaker 2

It's open to public comment where we read that for common questions.

1:08:13Speaker 1

Now, see what Congress by noon and after that time, we'll come from meeting the neighbors of anybody on this. We have any public engineers?

1:08:21Speaker 2

No public comment. Okay. No public comment. Any comments?

1:08:24Speaker 5

Thank you for the report.

1:08:25 – 1:08:43Speaker 3

We go back to the general AG revenue. So, as I know you've you've, you know, showed us are gonna go higher. So, let's say that you have the total time. We've only $40,000. You have 200 is that year. Is that fiscal year or the the grant or and then when is it higher? And are really gonna be give back a $102,000?

1:08:44 – 1:09:25Speaker 5

Question. The total amount for S 33, which spending already received, was about 106,000 or 185,000. We spent apologies. Actually, more than 4,000 in the last few years. We did a 2,000 this year spending, being the return regulator as well as the food waste manager. The position has been been for a long time when it was filled last week. And we are expecting to spend more of them this fiscal year, but there we do expect about 108,000 to be remaining out that position filled. And we're exploring use of funds with R3 tomorrow, so maybe even more than a 100, but we do to reserve some of the funding for specific continued fund limited term recite corridor that's been filled.

1:09:26 – 1:10:07Speaker 3

So, I I would like to see a copy of what what is the strategy to end down this zero? Because what you can to to another grant does not good for the and they're not lead a provide additional funding in the future but if it's senator, this could pass through or but still, it's not good for receiving because it means lot of things I want to say now. So, it's something that can get in the county. Okay. Anything else? Any calls from county? Will we be able them to down? Is charged. But she can buy, she provide, you know, all the rendition she wants. It's the administration that actually allows and

1:10:07 – 1:10:19Speaker 8

full day per. This case, this is a this is a stand alone, I believe. If not, they can the set of use so you can redo it and then after you review our results. Yes, you have to refer the negotiations with you.

1:10:19Speaker 2

I could clarify if I may. The clarification they're looking for is, are we at risk of giving giving money to this federal member?

1:10:25Speaker 8

Or how to have conversation with Sona, a separate item. We can discuss that issue then if Grammy, we can be cut this week to better can extend to the contract so the things we need

1:10:34Speaker 2

Or there are ways it can be if the grant allows for it that this would an interim decision not permanent. Correct?

1:10:41 – 1:11:04Speaker 5

It it was limited. We had expressed to administration for years as we were going through this for us. But that could fund it without SPT 83 funding, but, we were hoping to start a a granted position on HR because the budget got limited term position this time. Our run date and right now is to use that funding up to November and 10 funding that through regional AC revenue.

1:11:04Speaker 8

There will be a stream fund. We just need to put to the announced to be able to stay straight until November.

1:11:08Speaker 2

I think the question is just do not ever we could do not wanna do anything bad.

1:11:11Speaker 8

Yes. But the commission, Lina, want to have what they rest. See if their way to bend it and also what the uses need to take on The UK's to transport.

1:11:19 – 1:11:45Speaker 5

We we're meeting tomorrow with our our three roads as was spinning earlier. So, strategize on the of the funds right now, vending scrap piles, distribute the community, and we will to ban our compost program from once a month to every month of year. And we buy compost equipment for those attendees, but are seeing about six people per class. And so the food resource manager position was also just filled. So if if we cannot fill the risk lane corner rule, the county, then we will have to look at other options because we'll be paying safe if it's not filled.

1:11:45Speaker 2

If we went with an outside, like, consult or someone that does this, to be able to utilize them in a more efficient way is an option.

1:11:53 – 1:12:04Speaker 5

It is an option that kind of we're doing when the three have been supporting with site that's stiffness in food recovery from site that's tier one, tier two generators, but still not not spent yet. Okay. We get

1:12:04Speaker 2

a no missed out like we said to this bill me that would be Anything that you want to add? Just status quo. Plans.

1:12:12 – 1:12:23Speaker 3

And then with one of the grants passes or in tenancy. You don't get just send it. So, we'd like to hear what the state federal government's money from the odds for them.

1:12:23Speaker 5

They have extended already. I believe at least once not tracked twice.

1:12:29 – 1:12:54Speaker 2

I only had one question which was when it came to nine, I'm sorry, in our cautionary agreement, did we previously discuss this accommodation you and I had? The cautionary agreement is that something has a set or is something that is opened? I how old it and is it something on our radar in the future? Know we have lot of light right now, but a conversation about the status and if it needs the amends or revisions.

1:12:54 – 1:13:24Speaker 5

Yeah. The agreement caution agreement was created in 2006 as a result of the emergency. I understand is not have paid their portion of the program, and so the city and the county came to get to create the caution agreement. They outlined what responsibilities are of integrated waste management. The KS agents fired at their joint first agreement, I believe, six ninety six ninety five. That created as all the need compliance to comply with eight nine nine integrated way manage act. Layered this mechanism was created to it was first its time to reformulate that relationship, reimbursed to the

1:13:24 – 1:14:08Speaker 2

Have we any amends 2006? So that's two years ago. And in the years ago, when it to the power agreement, just saying that we probably will want to spark conversation and spare time because we all have so much time. It's just a person that maybe once we have the plan, how moving forward with all of the regulatory and the contract change with either quality or with the consultant but that look like it's not a priority. It's something I think if it was hand council, your council, county council, city council through and do a one over to ensure if things like F13 and three, what rules? You know, it, I don't believe the 1383 was prior to 2006. Just amendment chart look at things that change that they need be memorialized in an amendment. Do you feel that? Councilor. Yeah.

1:14:08 – 1:14:45Speaker 2

You good? Okay. I wanna say any of that in your case, we're quorum right now. It's just. Yeah, it does. I tell you, two members are are kind of some fun. That's all I had. Thank you so appreciate the update on us. So we know which is I buried my cheat sheet. Buried my cheat sheet. Now, we are moving on to item six or an item which is in a rendition regarding fiscal twenty six. We said that seven and and budget based on with this year working at the March April which could schedule on I'm three. I can do that. Are you with that, Councilor? And then our next one is a point a little area ask for chair and vice chair.

1:14:45 – 1:14:59Speaker 2

Angela reporter? Well, I believe I thought is there interest from other member would our member like to be chair? I believe he expressed interest. Okay. And so I'd be happy being vice chair if he's here. I don't wanna be vice chair but I I mean, sure, I think. Yeah.

1:14:59Speaker 3

I mean, as he expressed, I'm fine with it.

1:15:01 – 1:15:37Speaker 2

Is that okay? Yeah. Okay. I'm good with two. Yeah. How about that? Because only between us, it's just oh, it's whoever in the mean. I we've got a team here and it's a lot of work to do. Okay. And a lot of conversation to have. So, I would I recommend member and I always last wrong on a wrong. I would say it wrong. So, Okay? And then provider, I'm going to point you as vice chair and then I can just hear for support. Great. Okay? So my first or second, all in favor, aye. Aye. Any opposed? Okay. So do we now? We're good. So move on to local task force. It's only 08:00 and time shift has really met me up right now. I feel I should already Chair,

1:15:38Speaker 6

Dawn, you take a comment on the chair adviser.

1:15:41Speaker 2

Thank you so much, Sean. Somewhere. Nope. You scared me for a second. Is there any comment on the chair of

1:15:49Speaker 1

Now it's even public comment first in Zoom. After time, public will be in members. Do have any comment on Zoom? Do you have any public members? We all public men.

1:15:57Speaker 2

Seeing no public comment, we're leave the stand. It wasn't in space. Would like to say we vote again?

1:16:03Speaker 2

Thanks, Sean. Okay, so now we're moving on to meeting dates and this may include meeting dates.

1:16:08 – 1:16:35Speaker 1

And so we need to schedule the next three meetings and special board meeting. If you could pull out tenders and we can discuss that. So, Sina has expressed interest in having a special meeting in late March, early April and we also have taken Zuray. We use the Planning Department Zoom and so they don't have, we don't want to collate with any needs that they have and works for you all. Also, want to collect with your means that you have as well.

1:16:35 – 1:16:53Speaker 3

We're pretty flexible. And Monday's not for me. We've study county on Monday and then we had special meetings day when we don't eat. So, all our Mondays taken up. We've had so special meeting or just schedule. The fixes that is has result completing city council meetings. So, I would recommend two days of approval, Friday, Wednesday.

1:16:53 – 1:17:10Speaker 2

I would not want to use because of the same problem. Tuesday, the board meets board me. So I would recommend either a Tuesday or Wednesday. We could Fridays anchor late but don't have a problem with it but I know that's very nice staff. But I I avail these Wednesdays are normally open to me. Wednesdays are pretty good. How about guys?

1:17:10Speaker 1

I think Wednesday is Wednesday planning mission meeting. The county has company. Oh yes.

1:17:14Speaker 2

And state of plan. Right. So we're gonna have

1:17:16 – 1:17:30Speaker 8

to just have to go the agenda and see when when when there maybe a two day and numbering could be available. Budget hearings that that has happened by April. But want to we consult with the other and just to see which we have available.

1:17:30Speaker 2

So we could do Wednesday and have them not connect with the main commission.

1:17:34Speaker 1

So the plan commissions meeting their next meeting is on March 18. So that's out. It doesn't look they have anything on March 25.

1:17:42 – 1:18:01Speaker 2

And March 25 is actually pretty good because the twenty fifth is why I have something that's fifth. I have 05:30. I've been asked to hold that date. We do first of all.

1:18:02Speaker 1

I don't see committee county meetings on Wednesday the first. I don't want Council.

1:18:07Speaker 2

Because he had conflicts king at your time. Was it Tuesday? Thursday each month? Does

1:18:15Speaker 1

it like eight one? Nope. Not four. How about March 31? Oh, no. Oh, yeah. That's your choice. Yeah.

1:18:25Speaker 2

The number I have on

1:18:25Speaker 1

my calendar. Like, whoever's here with me.

1:18:29 – 1:18:56Speaker 2

I could do Tuesday's art board meeting normally not end. May end by about 03:34. Coffee? Yeah. May I do it Tuesday? I I can work and just lump it together. I'll take for the team. Okay. Well, we'll rotate on the fee brain. So we could do Tuesday at six. And we would have our first mean would be would say what the that be the twenty eighth seventh. August would be great. That's our first mean, right? Okay. And what time? 06:00. Okay.

1:18:57Speaker 1

We we gotta have it

1:19:01Speaker 1

need to schedule the in June. That's regular meeting.

1:19:07Speaker 2

Well, then, I'm just adding so I don't. Once once in the calendar apps, right?

1:19:11Speaker 1

Only if, well, if Nesala is used from Let it. Okay.

1:19:15Speaker 2

Wednesday, April, that's official. The

1:19:19Speaker 1

next one is June. And we'll set calendar invites all of us

1:19:22 – 1:19:37Speaker 2

Okay. So, June, we're looking at The ninth is a board meeting so we could deny. We'll do it on June 2 where I don't need a conflict. Okay.

1:19:41Speaker 5

Sorry, June 2?

1:19:42Speaker 2

Yes, I'm open to the calendar. Okay.

1:19:47Speaker 5

And we can do as well as play dates for these names and confirm that states with county events and the as well

1:19:54Speaker 2

as zero. Down the plan. Yep. So, with the second, when September. September.

1:20:05 – 1:20:16Speaker 2

The meeting so they're working out kind of nice. They're not board meetings. As we have a special. September 4. September the price. Oh. Sorry. I mean, August. Let's go. Next one.

1:20:16Speaker 3

September. September. The board of supervisors has a

1:20:21Speaker 1

being on first. I do. It's not scheduled on the eighth.

1:20:25Speaker 2

Okay, let's see it.

1:20:28 – 1:20:39Speaker 1

And then we can December need to remerc that's in the two weeks because of holidays. And one through this needs some comment.

1:20:46Speaker 2

Sam and it has the first week. Could it be on December 8?

1:20:49Speaker 1

What are your pleasure? Can you do

1:20:51Speaker 2

the Hey, let's speak. And open it up to public men.

1:20:56Speaker 1

Well, now receive any like comps for by Zoom and have that public can be getting members to any like on Zoom.

1:21:01Speaker 2

But public comment in New York? No public comment. I see no public comment then. We are moving down to adjournment. I will take a

1:21:08Speaker 1

bonus to beat this action item.

1:21:10 – 1:21:27Speaker 2

I will send a favor. I and we understand that if we have to make adjustments to the conflict that we'll get that up next in the special. Yes. And I thank our county council MCE for ending the scene. I don't think I've ever had them at one of these meetings. Thank you so much. Adam, a good night is 08:03.
