Can you brief us on your report for small multif family? Sure. Uh, zoning docket 6225 considers a text amendment to codify the eligibility of forale affordable developments as part of the small multif family affordable development by setting affordability requirements for these dwellings and allowing them to be occupied by multiple owners on one lot of record. Currently, the zoning ordinance considers small multif family affordable rental unit affordability requirements. There is not an affordability requirement for owner occupants within this development. The staff believes adding an affordability requirement for the four sale units isn't necessary and could complicate a housing typology that has proven successful in its current form.

The proposed amendment, as modified, retains the original goals of the small multif family affordable program, but adds language to ensure all owners sign a deed restriction maintaining affordability for the rental unit. The city planning commission recommended modified approval at its December 9th CPC hearing.

Um, the small multif family affordable dwelling provides a critical low-density path to affordable housing that blends seamlessly into the fabric of existing neighborhoods, offering opportunities to live in areas that are otherwise underserved by affordable housing units. We previously asked CPC to review options for the for sale permanently affordable units within this model, but CPC considered only the question of whether this should constrain the existing program, not enhance it. We agree that this program should not be constrained. Accordingly, we are moving to deny CPC's modified approval of the previous motion via item 3B and offer a more nuanced approach for CPC to consider. Via item 3C, CPC will consider the following. Whether allowing nonprofit community land trusts to operate permanently affordable for sale housing within the small multif multifamily affordable dwelling model would be advisable. This request would allow families to build equity and wealth while ensuring that the dwelling units in question remain affordable upon resale. We look forward to working with CPC to ensure that this request is fully considered and that any solutions ultimately adopted balance the interests of all stakeholders to ensure affordable housing for our community that fits our community's needs and existing fabric. Sure. Thank you, council member. This affects a property located on Washington Avenue that is within an HUMU mixeduse district. It is developed with what was uh most recently an apartment building that is intended to be renovated into a six-unit hotel. Um per the city's master plan uh commercial use in general and the staff considers this to include hotels is permissible uh because of uh the commercial history of the property and so the staff you know looks at the potential impacts of a hotel um compared to other HUM districts hotels of this size you know can be non-impactful uh and so the staff recommends approval there was no opposition expressed at the plink commission meeting and so the planning commission adopted that recommendation of approval with three standard provises.

Thank you Stephen. Although CPC has recommended approval, the report provides remarks regarding the anticipated impact on the surrounding land use and proposals consistency with the general purpose and intent of the applicable zoning district regulations regarding the impact on surrounding land uses. CPC's report provides and I agree the renovation into a hotel is expected to alter the intensity and character of activity on the site. This change in use will result in different patterns of occupancy as it would be utilized to service a rotation of guests as opposed to servicing permanent families. Their hotel would be the only use of its kind within the area as a majority of the sites in the surrounding neighborhood are developed with residential dwellings whether they are single, two or multif family in nature. This applicant asks us to introduce a transit commercial lodging use into a neighborhood that is primarily permanent residential occupancy. A hotel is not a neighborhood serving use. It is a tourismdriven use. A hotel introduces continuous transit occupancy like guests, ride share drivers, and service vendors who have no long-term connection with the neighborhood. Even if well-managed, the intensity and unpredictability of traffic patterns materially increases risk exposure. Regarding the proposal's consistency with the general purpose and intent of the applicable zoning district regulations, CPC report and I agree the purpose of the HUME district is to encourage mixeduse areas that are compatible with adjacent or nearby land uses. However, the subject site borders residential uses in an area that is deemed primarily for residential development. In the case of this conditional use, the request does meet the parameters of the zoning district. However, the zoning of the property itself appears to be a spot zone. So, I will move today to deny this application

A transate commercial lodging facility in a permanent residential neighborhood introduces heightened traffic safety, noise, and character impact that conflicts with the district's intended function and undermines the neighborhood stability. Okay. My name is Jimmy Brown and I listen to your comment about this property about its incompat compatibility to the neighborhood. We followed every rule that the city asked us to do. We were even approved by city planning. I'm not understanding and a little frustrated as to why we're here at this point when we followed your rule. I I'm I'm not understanding that. And as far as incompatibility, the neighborhood is, we're not talking about Beverly Hills. This property would only enhance what's around it. We also, you asked us to um let the neighbors know what we planning to do there. We did that. We sent out over 200 notifications to let the neighbors know what our plan was. Nobody came out. There was no opposition. So, is it the city's idea that it's incompatible? Is it the neighbors idea who actually live in those neighborhoods? They don't seem to mind because no answer is an answer. They didn't complain. We waited and waited for someone to come out and say, "Yay, nay." We would have been fine with that, but we've spent money to move forward. Then we get a call saying that we should withdraw our application because it's going to be denied. Well,

I just want to briefly say that um my name is Eureka Alugus that Council Harris's office did call me. They called me twice and they offered uh they asked me to resubmit my application. I spoke with city planning commission. They told me that they were in approval of my application and they said that there is no opportunity to resubmit an application after it has been denied. Uh they told me that there was no way I could do that. So, I'm trying to figure out why your office would tell me that I could resubmit and get a waiver for my application because we paid so much money to uh submit it. We did everything we were supposed to do like Mr. Brown said. Uh we weren't uh uh opposed by any of the neighbors. The neighbors did not come out. We waited for them. We just want to know why we're being uh singled out for something that we did across the board correctly

Sure. Uh briefly, this is a site that is uh adjacent to Bern Park and Alers. Uh it is a school site. When the master plan was done several years ago, it was inadvertently given a park designation based off of a presumption that it was a continuation of Burman Park. That got corrected uh in the last master plan update last year. So, it now has a residential designation under the master plan. This would do the zoning side of it, implementing the master plan change through zoning, giving it the residential zoning it should have and allowing the school the ability to operate and expand uh in the future. And so, it's really just a corrective measure to what uh was inappropriate park zoning in the first place. And so, the planning commission recommends approval with a modification that um it should match the residential zoning adjacent to it.

When our 2015 CCO was implemented, we successfully amended the future land use map designation during the most recent amendment window, which paved the way for the zoning map amendment to HURD1, historic urban two residential district that is under consideration today. Uh this will afford Harry and Tubman Charter School their flexibility needed to renovate and expand their campus as appropriate. With this I move adoption second by council member Hughes. Yes. Thank you, council member. This is the uh former Gem Theater site on Broad. Uh most recently it was used as Zoning Mash Brewery. The new uh use of the site is to be a entertainment venue centered around baseball and and that sort of thing. Um so the site really has two components. There's the Gem Theater which is privately owned and the use of that is permitted by Wright. Um then there's the city-owned adjacent parcel. So the city has signed on as a co-licant and that corner property is to be used as outdoor space. The the zoning itself doesn't permit that. So that requires this approval for the use as outdoor space. Uh in total the the commission finds this to be an appropriate use of the corridor. It maintains the gem theater. It provides an amenity for the community and families. Um and so the planning commission recommends approval. Uh the planning commission did not receive any opposition and so uh you have that approval recommendation.

Thank you, council member. This is the uh site of the Blue Crawfish Hotel and Bar on Domain at North Claybornne. Um that site uh that development intends to expand uh through this conditional use and zoning application in in three ways. One is uh there's a residentially zoned property to the side that is to be used for parking. That can't be done under the existing residential zoning. And so the applicant seeks a zoning change of that adjacent parcel to allow it to use for parking. Secondly, uh the applicant is requesting approval for outdoor entertainment for you know jazz and and other live entertainment along the patio and pool area. And then thirdly, there's a limitation on the hours for outdoor entertainment. And so the applicant is seeking an extension of those hours. Um so the the planning commission heard this uh there was a good amount of opposition expressed to the planning commission both at the meeting and in written comment. And so the the commission really was divided. On one hand, they, you know, recognize that this is along North Claybornne and you have the bridge and just the intensity of that commercial district and and this, you know, use supports ta supports activity along Claybornne and they viewed that all as a good thing. On the other hand, it received a lot of concern from nearby residents about intensity of operations, noise spillover, um, parking demand and the like. And so ultimately their their vote was split. Some voted in favor and some voted in denial. Uh but there wasn't a majority vote and so the the impact of that is essentially a de facto denial recommendation from the planning commission. All right. Thank you. Thank you CPC. So this zoning docket has spurred no shortage of feedback from neighbors, culture bears, and immediate stakeholders. I personally hosted a

community meeting earlier this week intram to hear directly from those who would be most affected by this proposal. This application contains three distinct requests which I will continue which I would outline in a moment along with our motion which I believe strikes a reasonable compromise. The primary request is for a conditional use to permit outdoor live entertainment which our motion approves but does so with additional guard rails. Namely, the applicant would be limited to no more than two outdoor live entertainment events per week to those to to the youth standards. In addition, the capping events for I'm sorry, in addition to capping events at 40 per year as opposed to the 156 that would otherwise be permitted. The second request is for a waiver to permit extended hours for these events, which our motion denies. Lastly, this docket includes a request to amend the zoning district of the vacant lot of budding this site on domain from residential to the same commercial zoning district as the rest of the development which we are moving to approve. Uh this motion does not give anyone side everything that it wants. Um but I believe it reaches workable middle ground that will ultimately benefit this corner and the historic community as a whole. So, I do see um Council Member Morell want to speak.

But to this point, I know that for me, um, I support the compromise, but to the point that was just made by the speaker, if you are living off of Claybornne Avenue, based on the historic use of the properties along Claybornne Avenue, I do not think why you would think that is a quiet bedroom community. I think that when you look at the history of Claybornne, my mom grew up on Claybornne when there was trees on Claybornne and you look at all of the people, all of the musicians that came from the TMA. I think it's really important for us to honor that tradition and that history and not allow I mean I know Councilman King calls this out and I'll call it out too, not allow people who just moved into that neighborhood to redefine what that neighborhood is. So,

And so what this does is essentially put puts a pause on transit lodging development for the next year, could be extended for a second year, and allows applications to come through the conditional use approval process. Uh this process has essentially begun in that the motion went to effect at the time it was adopted a couple months ago and the planning commission is supportive of this approach uh and recommends modified approval with slight modifications to some of the uh language in the ordinance.

What this does is allow for some of allow an application through the conditional use process for outdoor storage uh type of activities which makes sense given the former industrial zoning and scale of some of the properties. Well, I think at this point in time, this is a significant investment from the city to do a long-term strategic master plan for the site of the Congo Square. It's a site where originally our ancestors was relegated to, but out of that site bore the whole culture of the city of New Orleans. Some say a lot of the culture of the nation comes from that site with respect to music and all those things. So now to have a strategic master plan that we study that and how we can make a significant impact in telling that story and telling the story of New Orleans from that spot. It's a significant investment and I think it's well worth and appreciate you putting the motion up Councilman King. Thank you.

There were grad uh all everything. We used to live to go into that park. Uh but the thing is it's been basically idle. It's never reached its potential since it's been there. We've tried all kind of ways to make it a Tivoli garden and all these other things, but that never worked. So, let's hope that you all do something historical, allow this community to to live and thrive in its culture. U and I'll just say thank you very much. Um we're here to advocate to make sure that music is uh at the center of uh what whatever this project ends up being. Um I think it has the opportunity to be such a great central hub for the music community, not only existing but upcoming here in the city. Um, and I think that one thing that everyone on the council and I think a lot of the members of the audience, certainly the Save Our Souls uh, coalition and the supporting organizations understand is that uh, there's a huge monetary barrier to get this project done. And I think that there's a lot of people in this room and a lot of people in the business community that could be activated to not only get the the amount of money that is needed, but the proper funding that is not going to come with strings that is going to make sure that the the preservation of the culture and the music are preserved in whatever this project ends up being. Um I think this project as as the gentleman said uh before um has the possibility to provide a lot of legacy for everybody on this council that will um outlive a lot of us. uh maybe not the 86-y old gentleman who's going to keep kicking uh here for quite some time, but it is going to go a long time. And I think that looking back uh some of the next generations of New Orleans are going to say, you know, you're going to talk about times when that the municipal auditorium just sat dormant and people are going to say, "How did that happen?" Um and it's going to be the people that are working here in this room, um both on the council and the audience that are going to bring it back to life and uh make it something that's going to preserve the culture. I think as Max had said, I think there's a real opportunity here to create performance space, but also a real incubator space for music for culture. So make sure there's business support, make sure there's there's practice rooms to make sure it really is both, you know, uh supporting and perpetuating the culture as it moves forward. And also just want to say, you know, I don't talk about it as much, but I do have a master's degree in urban planning. And so I'm on some national boards that talk about intersection of culture and planning. And I think what's so amazing about this particular project is the way that it centers community-led planning and making sure that the community is forefront in whatever happens next. I think there's a real opportunity to make this a national international model of the way things can be done can be done well that really supports and make sure that that culture community and uh community needs are forefronted. He worked with Luther Gray on having Congo Square designated as a national historic place by going into the park weekly with Luther to drum and play sacred Indian chants. Um, when the park was finally designated, my son, Big Chief Ryan Nelson, dressed out in his suit along with my nephew, uh, formerly Christian Scott, now Grammy nominated um, musician Zion Atund A. Brian, my son, is a graduate of USC uh un University of Southern California in cinematic arts. His thesis film was Keeper of the Flame. It is a narrative short based on the masking Indian

We are uh the Congo Square board uh preservation society and we come to say yes we're happy about the money but we I really want to speak on behalf of how the money is going to be used. It's very very important. We say in one of the languages of Africa in the eway language we say ejo it has been since ancient days that our ancestors have been on that land. It has been since ancient days that people have come to protect that land. And no matter what the money is, it must be handled respectfully according to the laws of our ancestors. We all know that when you demolish or desecrate sacred land, there is something that you have to be mindful of in the spiritual realm that you cannot see. So the money must be handled respectfully, ceremonially, and ritualistically in honor of the people that danced and drumed on that land. We hold drum circle every Sunday at three o'clock. All of you are welcome to come. We urge you to come. So you can see the way we hold ceremony there and the way that we make sure that they are honored. I do have a cautionary word that I would like to have you all look at is the word master plan. Master plan has disturbed me since I saw the flyer because the master plan is what got us in a lot of mess and a lot of pain in our community. We don't have no more time for a master plan. But a testament to the people of Tre who have carried the vision of what this park must be culturally rooted, economically just, historic historically honest, community centered and environmentally safe. When we talk about the future of Lewis Armstrong Park, we cannot separate it from water. As someone who has trained for the past 10 years with Water Wise Golf South, I've learned that flooding is not just an inconvenience. It is infrastructure, health, and economic stability. As Armstrong Park sits within the historic footprint of Congo Square in the larger TMA neighborhood, this land has always been or always had a relationship with water. The flooding we are seeing, the storm water challenges

Uh, I'm going to try and keep it short, but I've got a lot to say. think it's really important for me to kind of I know we're celebrating this milestone, but I think it's important to recognize the history of this of this particular fight and this particular struggle. I I want to begin by thinking it always says it takes a village to raise a child. Uh my village is here, Jackie, Asata, Miss Mazize, y'all the three people back to Mcdana 15 that if you don't like what I do, you can blame three of them for helping shape me as a person. But when I look at this project, it kind of reminds me of like the Iliad in the Odyssey in that it has taken so long, think back to before this last council's term when the city tried to turn Armstrong Park into city hall.

And that was really the war. That was the war that kicked this whole thing off because that effort was so tonedeaf and against what Armstrong Park was, what Congo Square was, and what the community wanted. Now, now I want to highlight that because it's important and I als I mess with Miss Mazize all the time over this. The SOS been actually given the funds it's requested based on as many press conferences as y'all have been requested to attend by the previous mayor pri administration. The planning would have been done already. A lot of people have attached themselves to the work that you guys have done at Armstrong Park and Congo Square with Miss Ball Auditorium, but they haven't put their money where their mouth is. And this council and the previous council has been consistently pushing for that. And it took a member of the previous council becoming the mayor to finally put the money where the mouth is. Yes.

And I look tremendously forward to what you will be able to do now that you actually have the resources and support to do the planning, the extensive planning you've been ready to do for 5 years. There was a time when the people who lived in TMA were not allowed to use the municipal auditorium. And I will not let people forget there was a time when certain Mardigra crews had balls in there and people that looked like me and the majority of this council weren't allowed to go in the auditorium that was in Armstrong Park and took up Congo Square. So while it is important for us to reclaim the space, we will not forget that when municipal auditorium was being used exclusively by certain people in the city, it was very wellmaintained and taken care of. And when it became open to all, that is when you saw a lot of resources not being put back into municipal auditorium. So that space has to come back as a space everyone can use that honors the communities of the city of New Orleans, but more importantly honors the history and the commitment of the people of Tmaine and the French Quarter who have this in their backyard. So I'm so excited we're here today. And I'm so

Another reason that I enjoy living in the city of New Orleans is because families such as the family of Big Chief Donald Harrison do so much to contribute to our city because they love our city. And as they come forward, I'm respecting the fact that they're coming forward, but I know that you can hear me and share with me. Big Chief Donald Harrison was a legendary Marty Gro Indian chief and a cultural leader who spent decades preserving sacred traditions and mentoring young people in our great community of New Orleans, especially in our African-American communities. His family home and museum are located in my district. I'm honored and I'm pleased, especially when I'm in the in the ninth ward. I think about that fact all the time. how important it makes the Ninth Ward. So, it makes this designation today especially meaningful. I am proposing today subject to council vote that the honorary intersection of North Johnson and Independent Street be named in perpetuity the Big Chief Donald Harrison Senior honorary intersection. A fitting tribute to a man whose legacy continues to shape the cultural fabric of New Orleans. I feel confident as I respectfully request the votes of the members of the

Good. Hello, my name is Ori. I am the son of Malik who is now my ancestral guide and scribe Queen Christristiana which is my mom is a member of the Queen Reesei Collective. Um, and also the guardians. I mean, I I'm the also the guardians of the crossroads and the young guardian of the flame maroon society. As guardian of the crossroads, I am the bridge between my dad's legacy and the legacy of Queen Reese's dad, Big Chief Donald Harrison, Senior. He was the founder of the Guardians and also known as Nicey Nice. A few A few of the things I love about the Donald Harrison Museum is that we learn and do a lot of cool kid things. I learned to play my June drum drum which was a gift from the museum. I get to perform with my friends at events like Luna Fett, Jazzfest, and K20. I even got to record in a real recording studio and will co-produce a song on RCD. The Young Guardians have done so much for me and the the city of New Orleans, which is why I support an honorary street named after Big Chief Down Harrison Senior.

Um, but he put a horn in my brother's hand, Donald Harrison Jr., who's a a jazz master at this point. But he also nurtured the musical um and creative journey of Zionatua formerly Christian Scott who is his grandson and my son and other artists, visual filmmakers, painters, sculptors all come from this one family and it started with our matriarch, my mother and my father, Donald Harrison, Senior. And so I I appreciate him being honored in this way. Thank you.
