All those in favor. Okay. And then Mr. Roder, do you want me to cover the next one? The public hearing. We have a public hearing notice for tonight. Brian Evans on behalf of Brew Crew. 4:03 – 4:44Speaker 1

I don't have a lot tonight. I'll just give you a brief update. We're in the process of uh finishing up our Shelby sewer basin. We're going to finish lining a few pipes, manholes. All the street and point repair pairs are completed. Uh Bishop Road is complete. We've got a final few little items on a punch list that they should wrap up this week. Uh our street project, they're going to pour concrete on South Street, which will be the last pour involved on Friday and high school lift stations complete. Just final dress up and we got a lot of projects we're getting ready to start. So that's all I have at.

4:41 – 5:20Speaker 1

So you're saying that South Street is um just that when they pull their concrete that's going to be complete? Uh, that's correct. Yes, because I saw a patch on South Street toward North Street. It looks like it's kind of uneven over there. So, I'll take a look at it and see. Is it something been repaired or buy a pot? Because they're still going to have some punch list item after they pour this. They're going to be clean up in some punch list. It looks like something that has been repaired. Just Just take a look over there. Sure, I'll get with you. Anybody else any questions for Josh? Back to you, Danny.

5:18 – 6:11Speaker 1

All right. Um, I have a memo in the folder. Um, I have a couple of things that we put in the executive session folder also that if you wish to discuss it tonight, we can. It just deals with water testing and the uh possibility of um whether or not we are below the federal threshold. And we're actually way below the federal threshold. But if you have any questions off that, you can either call me or we can go into executive session. The other thing that I have when you if you decide to do an executive s we did uh our mediation on the seaman's matter. That mediation of course it's a confidential process but it has recessed so it's still listing as pending. Um if you wish to discuss that in executive session we could. Um other than that that's all I have.

6:08 – 6:46Speaker 1

Consent agenda. Oh, motion and second is needed for the consent agenda. Motion by Ted, second by Gary. All those inosed. She was just looking at me like I was getting something. Really? Excuse me. I didn't know when you were going to do it. I'm not kidding. I need to approve of a recommendation to reappoint Missy Hunter, John Cox, and Brent Haynes to a three-year term on motion by Danny, second by Gary. All those in favor? Opposed?

6:44 – 7:24Speaker 1

All right. need approval of recommendation to appoint reappoint Jason Harris, Joe Phillips, and Julius Voss to another three-year term on the contracted licensing board. So move motion by T second by Gary. All those in favor I need a recommendation to reappoint Cut A B Abraham and myself to another re term on the public art committee. Abstain abstension by Annie. I have a motion motion motion. Motion by motion second by Brian. All those in favor opposed.

7:24 – 8:00Speaker 1

So let have something for me. Excuse me. Okay. Uh Anna, I think she's with us tonight. Not with us. But her report is uploaded. They had a very busy um holiday season and they did great. $3,200 this month. Y'all have my report. How about the cameras? Oh, we're still in the process of they got to make them and then it will be deployed. I'm wait I'm waiting on

8:01 – 8:45Speaker 1

anything else for the chief. Let me let me ask you the chief one question. Chief, uh I could have talked to you about this earlier. I've got a few uh heartburns about a situation. These trucks are constantly This is not Joe Wayne's truck. I I tried to find out who truck it was. This is a plane look like a county truck. And these trucks are continuing to come up Martin Luther King and tearing up that street. We got a bad situation already. And we just fixed South Street. And if we if they come up South Street, we're going to have some more problems. So, I'm just looking at in terms of can we get their attention, reroute these trucks off our city streets cuz they just taking advantage of us.

8:43 – 9:15Speaker 1

What kind of you talking about? The dirt truck uh plane look like it's county truck. I don't know. It's coming from the south all the way down there from Martin Luther King extension. it comes up Martin Luther King and go highway eight across high I mean highway eight there and just you know continuing on through the city I don't know exactly where they're going okay I'll look into it yes sir thank you school zone anyhow

9:13 – 9:57Speaker 1

uh okay for bringing that up thank you for bringing that up in school zone as well I I I failed to mention that They I've got some complaints about the speeders in our school zones as well. Yes, sir. Bad busy month in December. Just going to be a longer most of them were alarm calls. Some of them the same place we got those issues taken care of in that one particular spot. But we were at 38 calls which is unusual for us. We usually average between 17 and 20 um just holidays 31 days in a month. just several different factors, but not a lot of fires. So, okay, that's good.

9:58 – 10:43Speaker 1

Jamie, good evening. Y'all have my report, but I did want to note I'm working on a yearly report, and um we've had the lowest euthanasia rate in the last three years, the highest adoption since 2018 was in 2025, and our lowest yearly intake since 2020. So, that's all really good things going on. I have a question, please. Sir, that's a Jamie. Why are we taking in cats from West Point? Um, they are taking dogs from us. So, we we agreed to take in some cats to offset so they would take dogs because dogs are the dog the things that we have the most of that take the most time to move. Will they take guinea pig? I wish they would. Okay. I wish somebody would take some guinea pigs.

10:42 – 11:27Speaker 1

I know. Thank you. We're down to three. Okay. I didn't know we had guinea pig. Yes, sir. We've had we had up to 16 or 18 at one point this past year. There's some good ones out there. Where do we get it? Never mind. I don't even want to know. I I don't I wish I knew. Thank you. Jane is here for you guys have any questions for me. Anybody on wastewater any question? No. All right. Uh Steo Steo, is he on home? He is.

11:24 – 12:08Speaker 1

Good afternoon, everybody. Uh only thing I have is approve approval of lowest best bid for the engine for the sweeper that we done in budget. Okay, it's budget. So, so move. How much is it? 23 21 217 217. I have a motion. Motion by Zenius. Second, my dad. Oh, excuse me. I'm sorry. I thought you Hold on. I've got a question. Um, well, we can go ahead with that motion, but I just have some questions on some old estimates that he has. Steo. Yes, ma'am. I see that you have some estimates that were outdated that were in October.

12:07 – 12:50Speaker 1

Yes, ma'am. Are those still those still good? Because I noticed they said that they were good for 30 days. So, yes, ma'am. We checked them to make sure. Uh, we just didn't have a bunch of We didn't want to send in a bunch of paperwork, but they were the same. So, they will honor that that price that they've already given us. Okay. I just wanted to be sure before um I go ahead on. Okay. It's standard protocol when they get the quotes at budget, they always ask them to call and verify that the vendor will still honor the quote that they provide. Um, so which obviously that one was from October, but

12:47 – 13:24Speaker 1

yeah, there were two from Octo, right? But they do they they double check. Okay. As long as we're good. Yes, ma'am. Okay. Now, uh, the motion for the sweeper motor is that we're doing engine. Yes, sir. So, move. Motion by Gary. Second. Second by N. All those in favor? Opposed. Okie do. Thanks, Ste. No problem. Thank y'all. Clint, good evening. Come in here and tell us. Not exactly. It'll be nice having everybody here. Um, scared me for a second.

13:22 – 14:08Speaker 1

The um got two things for y'all tonight. First is a permission to apply for the fifth and final year of the FA terminal uh grant program. and kind of rolling along into that. The last couple years we partnered up with Mike Hany from North Face um Northstar Aerospace and uh anyway, we brought to the airport commission uh last month. They're in agreeance. They're they want to they're making that recommendation to do that that contract again. And so I just like approval of that contract as well. Motion by Danny, second by Robert. All those in favor?

14:05 – 14:48Speaker 1

Opposed. Thank you, sir. Thank you. Thank you. I'm here to serious. I wish Josh promis out of your hair, aren't we, Josh? February. February. Chris, I sign my report. Y'all have any questions for me? I mean, gym floor is looking good. We're back on it. Uh there's a couple little things that have to be fixed that uh they're going to come back and fix, but everybody's liking it. Uh loving the floor. It looks great. Um so if y'all got anything to do, y'all have anything to do on the last Wednesday of every month from 9 to 11. We're going to do our elders who brunch. Um what brunch? We're gonna

14:46 – 15:16Speaker 1

we're gonna feed them brunch and we're gonna play games more games, but uh different things like that. Just something for our elders to do. Good. Now we got to have he needs that Wednesday. But it's it's open to everybody day off. You don't have to be an elder. I have a question. You feel has a question.

15:13 – 15:34Speaker 1

Um we're just just just thinking in the future. Have we started looking at the lighting at I saw that we have something for Barin Park. that we started looking at the lighting for Amy Moore. Are we going to plan to use the park this summer? Uh where are we with that?

15:31 – 16:10Speaker 1

We hadn't looked at it 100% at that yet. Um a lot of it is with the numbers. We don't have the numbers to really justify like splitting it up as much. It's it's easier to have everything in a in a one location area with supervisors. So it' be if our numbers ever get to it, then it would be one of those things we we will need to start looking at. So, you're saying pretty much that you're don't plan to use Amsmore this summer? I would love to, but uh it all depend. We'd have to have our numbers would have to increase dramatically to be able to justify the move. So, what can we do to um get our numbers up?

16:08 – 16:42Speaker 1

That's we're working on it. We're getting into the schools as much as possible, sending out flyers. Um going to try the can't think of the exact name of it where um you send pretty much something to everybody. uh malewise um and then coordinator is going he's going to start going to the schools during PE and and talking to the schools. It uh we tried it for the basketball and our basketball numbers went up and so we're gonna see how well it'll work for our baseball and softball.

16:41 – 17:04Speaker 1

We're going to try to do some more camp. We're going to do more camps as well um and trying to get with Delta State, partner with Delta State softball, baseball teams and try to kind of grow more interest for for the kids. And I know at um we've been talking about the pool. So we are we looking at lifeguards or

17:01 – 17:44Speaker 1

So the pool is um I got somebody to come look at the pool. It's it would cost he gave me a rough estimate, but we're looking at close to 100,000 to get it back because it's falling apart. So, we're going we're in the process of trying to get some stuff together, getting with my advisor board. We're going to start trying to put out some surveys to get like a master plan for the all parks. Um, and in the future would like to hopefully put a flash pad. That's what I was thinking. That's say it. Okay. How long go that pool be like that old? No. And some money has been in put into that pool.

17:41 – 18:21Speaker 1

Money has been spending that. Yeah. I mean, have we ever considered maybe farming that out? Seeing if there's an independent group that would like to take that pool over and just take it out of the park commission and like like if there was a separate club that would want to take the pool over, man, we could rent it to them or, you know, rent it to them for a summer. Yeah. Just for to get it out of our hands because it's it's a labor problem. It's a lifeguard problem. It's a chemical problem. Uh, but you know, somebody could do it on a membership type basis and it might get used, right?

18:19 – 19:02Speaker 1

What happened to the pool? I mean, I was on board when we built that pool. It wouldn't have happened long ago. We tore it all out. We remodeled it. Been remodeled. We remodeled it right before you got off the board. It's been three or $400,000. Drained it and then it got filled back up. Um, can't leave it drained. I'm trying. And you can't leave Yeah. And you can't leave it you can't leave it completely empty or I don't know exactly what happened to the pool. It was I think when they we we've had some life issue. The reason why we have not different things that could be wrong but the plaster is cracking. That was it was going to have to be a

18:59 – 19:34Speaker 1

gun. Did we take the water out and I put it back in? So the gunite we drain the food and then put the water back in. Yes, you can on a gunite pool. He said back in it. You can't drain it all the way down. You drain out shortly. That's why Del State had to take theirs down in different levels since they redid gunnite the pool. You can't ever take all the water out of gun pool. It will crack and all in which ours obviously did because they took the water out.

19:31 – 20:02Speaker 1

Also the drain. So, I we got the pool drained at the beginning of the summer because the game plan was to open it up for the 2025 summer. That was the only time that I drained it was to hopefully get it back up and running. But then we we drained it. Then I had somebody come in to let me know what needed to be done to get it back up and running. And he said it wouldn't be able to get up and running without the repairs being put down,

20:00 – 20:40Speaker 1

replanting. And and so that's where that's how we found out it was going to cost as much as it was going to cost to get redone the game. So our goal was 2025 summer to have that pool running, but we we hit a a speed bump on uh on the Alo part. Um do you uh still plan to have that on also? We uh Yes, sir. We we found the leak, got it fixed, and we'll we'll um before the season starts, we'll reconcree over. I want to make sure you know that stay over.

20:38 – 21:15Speaker 1

Mayor, let me ask one question. Can we take up what Gary said in his suggestion so we don't wait until the last moment? And I think that's a good suggestion that he had. I have no problem with that, but that's y'all's decision. It's uh I think it'd be the best way to get somebody to look after it. And if like a group that wants to take it over and then they charge memberships and whatever to right do it and they provide all the lifeguards and the maintenance and everything to take care of. Uh I guess y'all could put a notice we could put a notice out that we're looking to rent that pool.

21:14 – 21:55Speaker 1

How about a suggestion? How about a request for proposals and they're going to have have to be a 501c3 and your resolution is going to have to say the city doesn't need it for municipal purpose and it finds some kind of educational purpose which this obviously would be. Um, but an RFP would work. It's got to be in working order first though. So, we probably need somebody to look at it. We can't I mean you can't do anything with it until it's fixed. So, we either have to unless they're agree to fix it. Great way to fix it. Do we need somebody to come look at it? I mean, yeah, we need probably need to have an idea what it would cost it up.

21:52 – 22:13Speaker 1

I can get Why don't you see about somebody and let's come take a look at the pool and see what what we're talking about to get the pool fixed if we're going to have to fix it. And then I don't think we'll get a group take it on and fix it. We're fixing more than that. especially.

22:20 – 23:05Speaker 1

Any other questions? That was the estimate. He said he looked at roughly Who are you using? Um I I don't want to lie to you and tell you the wrong name. Um it was somebody was it was a request or recommended to me to get them to come look at it. Um but we I got a quote. I don't know how much it would cost to fill the pool in, but to put a splash pad over that, you're looking at 200,000. That's why we didn't, you can almost build a splash pad for that. Building you have to build Yeah. I would fill it up with dirt and build a splash splash that over. Start over somewhere. Yeah. Don't Don't try to fix something that's already broken. Well, I mean, fill up, put splash pad on top of it.

23:03 – 23:47Speaker 1

That's Yes. That's what I was I don't know how much it would cost to fill the pool in with dirt. But the splash pad to put a splash pad there over that entire area would cost 200,000 plus dirt filling to repair. Let's see where we are. Well, I'd rather see us do a splash pad than try to bite that. But we can do the RFP and get someone if we can try that. That's Let's see. We'll find out what we're looking at. We'll go. We can still make some money off it. We don't have to make any money. Just as long as it don't cost.

23:47 – 24:36Speaker 1

That's right. Lady A. So, the only thing that I have tonight is I would like to request your approval to front the money for the police department vehicles that were approved in budget. They have been delivered, but we are still waiting on community developments vehicle. So, I cannot complete the financing process until all the vehicles are received. But I'm holding up that's holding up the PD. We have the money obviously in the budget. We've done this before in the past um where we just go ahead and pay for the vehicles we have and then when the financing is finalized, we are reimbursed for the financing.

24:34 – 25:13Speaker 1

I make a motion that we go and purchase the vehicles. We're still talking about leasing them. It's It is. It's a lease to purchase. Why not just do a lease on the on the patrol cars and wait on the other one? Well, the financing paperwork's already completed. That's all in one. And so the bank is waiting on the bill bill of sale for all the vehicles. I second the motion. Thank you. Motion by gang ladies. Second by Abraham. All those in favor. Of course. A banker with the curveball in it. Okay. Thank you. I appreciate it. That's all I have. I don't have anything else to add tonight.

25:10 – 25:51Speaker 1

My goodness. Okay. Gentlemen, do you want to go to executive session for those items that Danny mentioned? I told you about much as I'm gonna be able to tell you in executive sessions. You know, one is to read it and the others I don't I don't really know what it's talking about. Okay. Okay. Water, but then you want to talk about litigation. Okay. So, I'll make a motion we consider an executive session for matters of litigation and public safety. Motion by Brian, second by Danny. All those in favor? I make a motion we enter executive session for the sake. Second by second by Danny.
