And the first is uh I don't know if the applicants are here. Uh the first is a public hearing on the conditional use permit and site development plans for T-Mobile store at 1201 Ster Drive within the Hanley Station development. The um one of the applicants is running a few minutes late. Someone is probably on the Zoom if y'all have any questions, but the property is zone UD where it requires retail services or conditional use. Okay. our uh I had a conversation with our city attorney today and he suggested we change up the public hearings okay a little bit. So his recommendation uh from our city attorney's point of view is during the public hearing we hear from the applicant.

Hi, my name is Steve Barren. I'm with Warren Sign Company. Uh we're the installing company for the sign package. So, we're requesting an amendment to the sign, well, the comprehensive sign plan to allow for three illuminated signs at this building. Okay. All right. Uh, I know I'm going to ask just a couple of questions, but then we'll hold off on the board till later on. Uh, you're not putting a sign on all four walls. It's just on three of the four walls. The original proposal was for all four, but we dropped the one on the west elevation, so it's just three.

Inline retail was allowed for one on the front and one on the um front and one on the south entrance which would have been along Strazner. It did not provide at that time one facing Hanley nor the internal the planning and zoning commission f um and it also limited it to a smaller size. So the planning and zoning commission's recommendation was to remove the one on the west side of the building since that's facing the residential condo development but allow for the three signs.

Oh, well, the space apparently was well, it was business prior to this lease um being executed. It was an Edward Jones as I recall. And now the franchisee would like for the conditional use to be approved for it to become a Jets pizza. Okay. And Whitney, do you have anything to add to this?

Um, yes. All restaurants, including delivery and carry out, uh, require a conditional use permit in the GC district, which this property is zoned. Um they are taking the inunit at 1,715 square feet and it would be carry out and delivery only. Uh they are not making any changes to the exterior of the building or the site. But we did include a condition or planning and rec zoning commission recommended included a condition that employee parking shall be behind the building. So

At that time, we're going to take up basically one issue, and that is uh to the extent at which Brentwood is going to regulate the um use of electric uh and motorized um scooters and a variety of different powered vehicles um on our streets, sidewalks, and park trails. And so um I would invite anybody, encourage anybody who has any interest in that to come. We will have our our representatives of our police department and our fire department will be there too to try to answer questions and uh the goal is to take what we have uh been provided and put it into a format that is um acceptable to the committee and then move it on for recommendation to the full board.

Um yes, it's all part of the Hanley station development where there was significant parking provided within the parking structure for the um restaurant and retail uses. Um therefore we did not do a parking study because the uh CBB or felt that there was adequate parking already available on the site. As part of their comprehensive sign plan, they have four designated spaces in that front of the building for to be designated for T-Mo mobile customers. Um and they are asking for a first and second reading tonight if possible. Okay. Older woman go.

Thank you. Are just to clarify, we are only talking about the conditional use purpose or are we going to talk about the signed package at this time too because I I also have a parking question. So, the the dedicated parking spaces, did was there dedicated parking spaces for the previous restaurant that was there? Um, or does that take reason I'm asking is there's there's very limited parking right outside of the of of that retail store. We have

a really nice new new restaurant, then there's a a a hotel, and then there's the the garage parking. Are are four of those dedicated spaces being taken away from anybody that are right outside that they're currently not designated. Two of the four that the applicants are seeking approval for are to a right there at the first two parking spaces to the right as you enter into the site, not directly in front of the building. And then two of the spaces are directly in front of the building. Um though I don't know if Twin Oaks ever had those specifically designated for them. I don't think so. Yeah,

Y back on that. So, I know in the sign package is where they talk about the signs saying like reserved. Would it make I don't want to muddy the things, but like the condo owners right there and their guests sometimes park and so if it's an evening visitor, we have a lot of those hotel guests. And two of the spots I think make some sense. The other two right in front, they're also right in front of the restaurant. So, with the sign package, it says reserved, but it doesn't say what hours it's reserved for. So, maybe overnight parking or I just it that I was recently in that parking lot visiting the other business in that area and that parking lot was happening. went over to the garage, totally got a nice spot in the garage, but I am aware how much like prime parking that is for certain people, especially those with maybe disabilities or also understanding the condo owners needs for them and their guests.

Well, they had to get away condo and property owners approval for that. Um, we would not be enforcing that. Uh it would be up to the property owner to enforce that, but we could work with the applicant to indicate uh hours in which those are reserved co coincide with the hours of the business operation and the condo owners have been about kind of the fact that four of those spots are going away because I know it is right outside a couple folks units. Yes. Okay. And they just didn't comment or have we did not receive any public comments. So, are these four designated spots are they part of the conditional use permit?

Uh yeah, that's something that they would have to work out with the property owners on that. Yeah.

Whitney, I think when they first submitted they had their magenta, I guess they called it, or pink uh window screening with their logo on it. Yes. The commission nyx that idea and wanted a blackening of the windows.

Correct. They have um the applicants have also just sent me something on Friday that we felt would be consistent which is just that it's a neutral color. It would be white with the tea. The discussion at the planning and zoning commission was largely the magenta since that is a branded color and we would feel that the white would be consistent with their approval as well. Well, I know but the bill in front of us has does the black end. We can make that change if

Well, let me let me back up and finish what I was going to say. I know they nixed that the commission did. My question is, so if it was it's supposed to be black window coverings, does the logo also get to stay or is the logo pulled from that also? No, the the logo could stay because the discussion was that it it was less than 20% of the window space. So they felt it was just the magenta color that the planning and zoning commission had a concern with. All those windows will still have their logo on it in some color that probably would have been white if it's a blackened but now what is it?

Well, they were initially showing the white tea with black background. Um they have revised it to be a white background with the magenta T. See on page six of of the staff report. Yeah. Um yeah. So it's it's not what's on that, right? This is what they initially approved. Yeah. I know. But that's you've got conditions listed here under section three that says windows uh window sign shall only have black window coverings no branding color.

Correct. So we can make that change if you want to continue it and we would revise the ordinance bring that back to you. Well I'm guessing what Alderman Lock Mueller is saying it just needs to be consistent with whatever they want. It needs to be in the right. So, we would make the change that it could be a white or neutral, white or black or a neutral color is was the intent um from the planning and zoning commission. So, we can change that to be a neutral color. Um and to specify that it does still allow for the T. Alderman, did you have questions on this or not?

I had one minor question just on the wattage of the sign. So obviously the sign facing Strawner and the sign facing Hanley are totally fine. And am I correct in understanding the sign facing the condos that one was removed and it's just the sign that is now facing the hotel. Correct. Okay. Uh, since there's been other cities that have been added such as Wentzville, City of Chesterfield's requesting that uh there's a new agreement. You know, it has the same terms and everything. It just incorporates the other cities that have joined since we executed in 23. Um, and we have actually used it back in the May 2025 um, tornado event. City of Bwin gave us one of their chippers to use so it's covered while we're using it in case something, you know, catastrophic happens to it.

We did look at the parking as part of the at the planning and zoning commission. Um hold on, I can get to it. The site had has 289 parking stalls. from a straight review, it would require um at that time when we were looking at a other applicant, it required a 290 parking spaces. With this applicant, it does require a 290, but under the city code under section 41590, it allows for a 20% reduction to account for the eb and flow of parking on the site. So that takes the required parking down to 232 spaces. Therefore, we did not have a concern with the parking on site.
